'Two Scientific Views': Why Assam CM Is Not Worried About China's Brahmaputra Dam Project

Assam CM Himanta Biswa Sarma downplays concerns over China's Brahmaputra dam, citing multiple water sources. He trusts the central government to handle discussions with China.
Assam Chief Minister Himanta Biswa Sarma on Monday tried to downplay the immediate concerns over China's construction of the world's largest dam on the Brahmaputra River, saying there is no immediate cause for worry.
Addressing reporters in Guwahati, CM Sarma noted that the Brahmaputra is not dependent on a single water source, with much of its flow coming from Bhutan, Arunachal Pradesh, and rainfall within Assam.
'I am not immediately worried because Brahmaputra is a mighty river and it is not dependent on a single source (of water)," news agency PTI quoted Sarma as saying.
China last week officially launched the $167.8 billion-project in Tibet near the Arunachal Pradesh border. Once complete, the five-stage hydropower project will generate over 300 billion kWh of electricity annually—enough to power over 300 million people—and surpass the scale of China's Three Gorges Dam.
Sarma acknowledged uncertainty about the dam's effects, pointing out that scientific opinions vary.
'First — if Brahmaputra's flow is disturbed by China, then there may be less water and consequently biodiversity will be affected. But there is also a counter view that if less water comes, it will also act as a flood cushioning. So, I don't know which one is correct," he said, adding that the central government is better placed to review the implications.
'I am sure that they (Centre) must already be having a discussion with China or will have a discussion with the neighbouring country," he added.
Meanwhile, Arunachal Pradesh Chief Minister Pema Khandu in the past expressed serious concerns over China's mega project, calling it ticking 'water bomb".
He termed China's project an existential threat and a bigger issue than anything else apart from the military threat.
'The issue is that China cannot be trusted. No one knows what they might do," he told PTI.
The Brahmaputra, known as Yarlung Zangbo in Tibet, flows through one of the world's most seismically active and rain-heavy regions. Its course takes a U-turn before entering Arunachal Pradesh and then Assam, raising concerns in India and Bangladesh about flood control and water security.
India is also building a dam on the river in Arunachal. Talks on trans-border river data sharing between India and China are ongoing under the Expert Level Mechanism (ELM).

Govt plans to install 400 new BSNL towers in Naxalite-affected and remote areas in Chhattisgarh

The Central government of India is planning to install 400 new BSNL towers in the Naxalite-affected and remote areas of Chhattisgarh to improve the region's digital communications, reported the news agency PTI, citing Union Minister Chandra Sekhar Pemmasani, on Sunday, 27 July 2025. 'The Central government is working on a plan to install 400 new BSNL towers in the Naxal-affected and remote areas of Chhattisgarh to strengthen digital communication,' said Minister Pemmasani. According to the agency report, the Minister said that the towers will be installed in phases after the required approvals from the security forces and the forest department are obtained. Pemmasani, the Minister of State for Rural Development and Telecommunications, conducted a high-level review meeting in Raipur, which was attended by senior officials from various departments and from the telco Bharat Sanchar Nigam Limited (BSNL). 'BSNL is currently providing high-quality 4G services across the country, and with this expansion, we are realising the mission of delivering digital connectivity to the last village in the country,' Pemmasani said, according to the agency report. Minister Pemmasani also highlighted that the government is conducting development work in the LWE-affected areas (Left-Wing Extremist) in a 'mission mode' and said that the government is coming up with a strategy to deliver services at people's doorsteps who are living in these regions. Digitising schools to enable students to prepare for competitive exams like JEE and NEET, providing special facilities for differently-abled students under a sensitive and inclusive initiative, are among the development measures according to the agency report. 'Rapid development and transformation are now being seen in deprived, tribal, and remote areas as well,' he said, cited by the news agency. The Minister in the meeting also expressed his satisfaction over the fast and effective implementation of flagship schemes like the Pradhan Mantri Awas Yojana (PMAY), Pradhan Mantri Awas Yojana- Gramin (PMAY-G), and the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Chhattisgarh. Minister Chandra Sekhar Pemmasani also appreciated the role of Self-Help Groups (SHGs) while acknowledging initiatives like the 'Pink Auto' scheme to make women self-reliant, which could become a role model for other states. 'The SHGs are being linked with various schemes for providing them financial assistance, training, and marketing opportunities. This is helping women become self-reliant and increasing opportunities for self-employment,' he said, reported the news agency.

Bhopal metro's priority corridor may be ready for transport by October: CM Yadav

'The Bhopal metro project is progressing rapidly. A few incomplete works will be completed within one and a half to two months. The government is working swiftly to give a gift of metro train service to people by October,' he told reporters while pointing out that metro train service in Indore has received a positive response. Yadav took a test ride on a three-coach metro train from Subhash Nagar station to AIIMS and from AIIMS to Rani Kamalapati station. He reviewed onboard features and facilities. Bhopal, July 27 (PTI) Madhya Pradesh Chief Minister Mohan Yadav inspected the under-construction Bhopal Metro on Sunday and expressed hope that the priority corridor from Subhash Nagar to AIIMS will become operational by October this year. He said the test run of the Bhopal metro is underway, and the Research Designs and Standards Organisation (RDSO) has completed the inspection. 'The Commissioner of Metro Rail Safety (CMRS) will soon inspect the metro works. Once the CMRS gives clearance, the priority corridor of the Bhopal Metro will be opened for public transport,' he added. Yadav stated that the Bhopal metro project is being developed at an estimated cost of Rs 6,941.40 crore. The priority corridor from Subhash Nagar to AIIMS is being built at a cost of approximately Rs 2,225 crore and is nearing completion. 'Our target is to start metro operations on this priority corridor by October 2025. The roadmap aims to fully operationalise both corridors- orange and blue lines- before 2030,' he said. Yadav said the design speed of the Bhopal Metro is 90 kmph, with an operational speed of 40 to 60 kmph. A total of 27 state-of-the-art metro train sets have been planned for the metro project, out of which seven have already arrived in the state capital. The metro will not only ensure convenient travel but also contribute effectively to environmental protection and pollution control, he added. Sharing updates on the Indore metro, Yadav said the government aims to start the full section from Super Corridor to Malviya Nagar (Radisson) intersection by the end of this year. Under the guidance of Prime Minister Narendra Modi, the state government is moving quickly to enhance civic amenities, the chief minister added.
