Union Minister urges CM to raise wages of mid-day meal cooks
According to UMoSHA, the request follows a recent meeting between union leaders representing Telangana's mid-day meal cooks and senior central ministers, including Pradhan and Union Minister of State for Home Affairs Bandi Sanjay Kumar, in New Delhi. During the meeting, union representatives submitted a petition calling for a hike in their honorarium and greater social security.
Responding to concerns over pending Central funds, Pradhan clarified that all dues from the Centre had been cleared.
He assured the delegation that he would take up the matter with the state government and push for the sanctioning of any outstanding bills.
Pradhan further recommended an increase in the monthly honorarium to Rs 17,000, along with the provision of ESI and PF benefits under applicable labor laws. 'It is vital that the dignity and rights of these essential workers be upheld,' he noted in the communication.
The letter comes at a time when midday meal workers across the state have voiced growing concerns over low wages and lack of formal protections, despite playing a crucial role in the welfare of school children.

The NITI Aayog is conducting an 'evaluation study' of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Government informed Lok Sabha on Tuesday, even as the Ministry of Rural Development has circulated a proposal seeking approval for the scheme's continuation and an outlay for Rs 5.23 lakh crore till 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The proposal seeks the approval of the Ministry of Finance's Expenditure Finance Committee (EFC). The 'evaluation study' by the Government's premier public policy think tank is crucial for getting EFC approval, said a source. The Ministry of Finance has told all ministries and departments that no centrally sponsored scheme or central sector scheme will be considered for continuation beyond March 31, 2026, without a third-party evaluation. Sources say the EFC approval and appraisal are part of a central exercise to evaluate and approve the Government's schemes for the next Finance Commission cycle. In a written reply to a question asked by Communist Party of India (Marxist-Leninist) Liberation member Sudama Prasad, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up an 'evaluation study' of the MGNREGS. The last time the NITI Aayog had conducted an 'evaluation study' of the MGNREGS was in 2019-20. It had also evaluated five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the Mahatma Gandhi NREGS, to gauge their overall contribution to the national rural economy,' Paswan said. Paswan also shared details of internal audits and review of the MGNREGS conducted in recent years. 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14…Risk Based Internal Audits of Mahatma Gandhi NREGS have been conducted in 225 districts of 30 states/UTs since 2013-14,' the Union minister stated. 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of country and to study/analyze the trends of expenditure across States under Mahatma Gandhi NREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' he further said. 'In addition to this, Development, Monitoring and Evaluation Office (DMEO), NITI Aayog also has recently taken up an Evaluation Study of Mahatma Gandhi NREGS,' Paswan added. The MGNREGS is backed by law and therefore the EFC approval is just a formality. The MGNREGS was launched in 200 most backward rural districts of the country in 2006-07, was extended to an additional 130 districts during 2007-08, and to the entire country from the financial year 2008-09. The scheme saw a spike in demand for work during 2020-21, when a record 7.55-crore rural families availed of the scheme in the wake of Covid outbreak. The scheme became a safety net for migrants who returned to their villages during the Covid lockdown in 2020. However, since then the number of families that worked under the MGNREGS has gradually come down—7.25 crore in 2021-22, 6.18 crore in 2022-23, 5.99 crore in 2023-24, and 5.79 crore in 2024-25. The scheme has been suspended in West Bengal since March 2022. Centre opposes lowering age of consent, cites risk of trafficking, abuse
The Union government has objected before the Supreme Court to any move to reduce the age of consent under child protection laws from 18 to 16 years, warning that such a change would open the floodgates to trafficking and other forms of child abuse under the garb of assent. 'Introducing a legislative close-in-age exception or reducing the age of consent would irrevocably dilute the statutory presumption of vulnerability that lies at the heart of child protection law,' the Centre, represented Additional Solicitor General Aishwarya Bhati, clarified in written submissions placed on record. To buttress its argument, the Centre cited a 2007 Ministry of Women and Child Development study which found that 53.22% of children reported facing one or more forms of sexual abuse. It noted that in 50% of these cases, the abusers were persons in positions of trust or authority, including parents, relatives, neighbours, and school staff. 'The report concluded that children are particularly vulnerable when the offender is a known figure, as the abuse is concealed, normalised, or silenced through emotional manipulation or fear,' the Centre explained. The Centre's position is in contrast to that of senior advocate and amicus curiae Indira Jaising, who has argued before the court that consensual sexual activity between adolescents aged 16 to 18 should not be classified as 'abuse' or criminalised under the Protection of Children from Sexual Offences (POCSO) Act. Ms. Jaising urged the court to read a 'close-in-age exception' into the law, which would apply to consensual sexual activity where both individuals are adolescents aged between 16 and 18. She submitted that the term 'child' under Section 2(d) of the POCSO Act should not include adolescents in this age group engaged in consensual sexual relationships. Such an exception, she argued, would align with the protective intent of POCSO while avoiding its misuse in cases involving non-exploitative adolescent relationships. However, the Centre maintained that defining 'child' as a person below 18 years was a 'deliberate choice, grounded in the recognition that minors lack the legal and developmental capacity to give meaningful and informed consent in matters involving sexual activity.' 'The decision to criminalise sexual acts with children under 18 years reflects a clear understanding of the vulnerability of minors, the common occurrence of coercion and manipulation in such situations, and the challenges in proving the absence of consent when minors are involved… This legislative position embodies the collective will of Parliament, acting in furtherance of its constitutional duty to protect children,' the Centre submitted. 'The legislative intent is further reinforced by the age threshold adopted in other enactments, including the Indian Majority Act, 1875, the Juvenile Justice (Care and Protection of Children) Act, 2015, and the Prohibition of Child Marriage Act, 2006… The legal position is again affirmed under Section 375 of the IPC and is retained under Section 63 of the Bharatiya Nyaya Sanhita, where sexual intercourse with a girl below 18 years of age constitutes rape per se, regardless of her purported willingness,' the Union government submitted. The government said the legislative framework on the age of consent under Indian law was rooted in a clear and unambiguous intent to provide a 'robust, non-negotiable shield' to minors against sexual exploitation. This intent flows from constitutional mandates under Articles 15(3) (special provisions for women and children), 21 (right to life) and 39(e)-(f) (protection of children from abuse) and India's international obligations under the UN Convention on the Rights of the Child.

Haryana: Hooda, Selja, Surjewala condole Satyapal Malik's demise
Chandigarh: Senior Congress leaders Bhupinder Singh Hooda, Kumari Selja and Randeep Singh Surjewala on Tuesday expressed condolences over the demise of former J-K governor Satyapal Malik. Malik died on Tuesday at a hospital in Delhi after a prolonged illness, his personal staff said. He was 79. Selja, the Sirsa MP and former Union minister, said Malik was always one to speak clearly and fearlessly on issues related to farmers and the common people. The three Congress leaders posted on X in Hindi expressing their condolences over Malik's death. "The news of the passing of senior leader and former governor Satyapal Malik Ji has been received. I offer heartfelt tributes to the departed noble soul. I pray to God to grant strength to the grieving family to bear this unbearable pain," former Haryana chief minister Hooda said. Selja, while condoling Malik's demise, said "he was always one to speak clearly and fearlessly on issues related to farmers and the common people. His forthrightness and commitment to public welfare will always be remembered". "May God grant peace to the departed soul and give strength to the bereaved family to bear this grief," she said in a post on X. Congress general secretary Randeep Singh Surjewala said the news of Malik's demise is extremely saddening. He said Malik was the voice of the farmers and had the courage to question the government while being in power. His fearless personality will always be remembered. "May God grant the departed soul a place at His divine feet and give strength to his supporters and family to bear this shock," Surjewala said in his post. Malik, who had also held the positions of governor of Goa, Bihar, Meghalaya, and Odisha, besides being a member of the Lok Sabha and Rajya Sabha in his long political career, died at 1.12 pm at the Ram Manohar Lohia hospital here. He was in the ICU of the hospital for a long time, getting treatment for various ailments, the staff said. In his gubernatorial role at Jammu and Kashmir, Malik oversaw the abrogation of Article 370 and the bifurcation of the state into two Union Territories on August 5, 2019. Coincidentally, he took his last breath on the sixth anniversary of the Centre's move.
