Govt readies ‘Rashtraneeti' to instil civic duties in students

Time of India4 days ago
New Delhi: Delhi govt is gearing up to launch its new civic education initiative, Rashtraneeti, to transform how students understand democracy, leadership and civic responsibility.
Scheduled to roll out across all govt schools on Aug 15, the programme targets students from kindergarten to Class XII, embedding civic values into the heart of school life. "At the core of Rashtraneeti is a mission to instil ethical governance, democratic participation and national pride through active, student-led engagement," said an official.
To ensure effective implementation, State Council of Educational Research and Training recently held an orientation for master trainers, who will lead the programme's rollout across schools and act as key conduits for the vision.
Officials said the session was designed to familiarise trainers with the vision, structure and goals of the programme to ensure effective classroom delivery.

In each school, at least seven student-run committees will be set up, including ones on environment, anti-bullying and school canteen management. These committees are designed to mimic real-world governance structures and foster collaborative problem-solving.

"Students will conduct elections, make decisions and implement plans while teachers will guide them in the background. This hands-on model offers a first-hand understanding of governance and builds essential life skills like leadership, teamwork and ownership," the official said.
"This will not only give them insight into policymaking and governance but also nurture a strong sense of ownership, collaboration and active citizenship," he added.
The initiative is expected to cover nearly every student in the Delhi govt school system, through either direct committee involvement or related sub-groups and school-level activities. Officials describe Rashtraneeti as an effort to build civic consciousness from the ground up, making governance a lived experience, not just a classroom concept.
"Rashtraneeti also marks a shift in focus from some of AAP's earlier flagship education programmes like Happiness Curriculum, Business Blasters and Mission Buniyaad, which will be gradually replaced," the official said, adding that the change was part of a broader effort to make civic engagement a lived experience rather than a theoretical concept confined to textbooks.
Delhi govt is also launching two other educational programmes: NEEEV (New Era of Entrepreneurial Ecosystem and Vision) and Science of Living. NEEEV seeks to spark entrepreneurial thinking in students from classes VIII to XII. Under it, students will participate in real-world innovation challenges such as 'startup stormers'—a multi-stage competition where they will develop, pitch and prototype their own business ideas.
The programme will also feature 'NEEEV dialogues', a speaker series bringing in entrepreneurs and industry leaders to inspire the next generation of innovators.

Opposition to step up protest; BJP says SIR debate off-limits

The Opposition is gearing up to escalate its protest over the Special Intensive Revision (SIR) of electoral rolls in Bihar, following the release of the draft roll by the Election Commission. It is also planning to press for a discussion on the issue in both Houses of Parliament, which have remained stalled for the past two weeks, barring a 16-hour debate on Operation Sindoor. To coordinate their next moves, Congress president Mallikarjun Kharge and Leader of Opposition in the Lok Sabha Rahul Gandhi have invited leaders of the INDIA bloc for a dinner meeting on August 7 at Gandhi's official residence in New Delhi. Uddhav Thackeray, Sharad Pawar, Abhishek Banerjee and Tejashwi Yadav are among those who have confirmed participation. Parliamentary Affairs Minister Kiren Rijiju reiterated that a discussion on SIR cannot be allowed under parliamentary rules. "The government is ready to discuss any issue as per rules. But this is a process undertaken by a constitutional authority and it's not the first time it's being done," he said. Citing former Lok Sabha Speaker Balram Jakhar, he added, "What is not favoured by rules and convention cannot be discussed." He also asked who in the House would answer on behalf of the EC. Opposition leaders, however, remain firm. Rahul Gandhi, after a meeting with Speaker Om Birla, accused the EC of acting on behalf of the BJP. "Whoever in the Election Commission is involved in this exercise-from top to bottom-we will not spare you. You are working against India. This is no less than treason," he said. Live Events In Rajya Sabha, several opposition MPs have submitted notices under Rule 267 seeking to suspend regular business and hold a discussion on the SIR, as well as issues such as alleged atrocities against Bengali-speaking people in some states. Government sources told ET that Rule 267 notices are rarely accepted and are meant for extraordinary situations. "Currently, members are submitting notices on a range of issues, but there is no consensus among them," a source said. Deputy Chairman Harivansh, addressing members in the Upper House on Thursday, urged them to use Question Hour and Zero Hour more productively. "This session provided opportunities for 120 questions, 120 Zero Hour submissions and 120 Special Mentions. But only 11 questions, three submissions and 17 mentions could be taken up. The House has lost 30 hours and six minutes of members' time-not government business time," he said.

Job fraud by Machilipatnam MP's staffer triggers protests in Krishna district

1 2 Vijayawada: A major job fraud involving a staffer at Machilipatnam MP Vallabhaneni Balashouri's office has come to light, triggering protests and outrage across Krishna district. Over 100 unemployed youth accused Gopal Singh, who reportedly works in the MP's office, of duping them to the tune of ₹1.5 crore under the pretext of offering govt outsourcing jobs. According to the victims, Gopal Singh introduced himself as the personal assistant (PA) and close follower of MP Balashouri. He assured jobs in various departments, including medical colleges, electricity department, and Krishna University. Believing his claims, victims paid between ₹1.5 lakh to ₹2 lakh each, hoping to secure positions as computer operators and other support staff. Six months ago, Singh even distributed fake appointment letters to maintain the illusion. Most payments were collected through PhonePe, and many parents said they had to take debts in their desperation to secure jobs for their children. The scam came to light on July 31 when Singh was expected to conduct final interviews at a hotel in Vijayawada. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like TV providers are furious: this gadget gives you access to all channels Techno Mag Learn More Undo However, upon arrival, victims were told no such event was scheduled. Singh's phone was switched off, and it became clear he vanished. Enraged and betrayed, the victims marched to MP Balashouri's residence in Machilipatnam on Saturday evening and staged a protest demanding justice. Police intervened to control the situation. With Singh now absconding, victims are questioning whether the MP was aware of the fraud carried out in his name. They have appealed for a thorough investigation and full recovery of their money. The incident has sent shockwaves through the district, exposing the vulnerability of desperate job seekers and the need for stronger checks on political aides. Chilakalapudi police registered a case against the accused and started an investigation. Get the latest lifestyle updates on Times of India, along with Friendship Day wishes , messages and quotes !
