Maharashtra BJP leader Prasad Lad claims Rs 3.20 crore from his MLC fund transferred using fake letterhead
In the Council, Lad raised a point of information regarding the transfer of Rs 3.20 crore from his MLC fund without his consent, allegedly in an illegal manner. 'I received a call from the Ratnagiri collector's house about a letter from the Beed district on my letterhead with a list of 36 works for which Rs 3.20 crore from the legislator fund has been transferred. But I had never signed the letter, nor had my letterhead been given to anyone,' Lad told the Council.
'The police have identified the perpetrators in this case. There should be a thorough probe irrespective of the party affiliation of the accused,' demanded Lad. He said even his voice was used through AI on the telephone, and he sought urgent intervention from the state government to stop such fund theft.
Legislators from all parties said that they have all faced such attempts, and those are increasing every passing day. 'Even I faced such an attempt when I was the minister. Other legislators like Uma Khapre, Niranjan Davkhare, too, have faced this,' said Chairman Shinde.
He added that he immediately filed a police complaint, and the transfer of money was stopped. Shinde directed that the state government should take immediate steps to prevent such theft of funds. 'We have directed the state government. We are hopeful that necessary steps will be taken,' said Shinde.
'There has to be some policy decision on this issue. Technical sides need to be fixed and the state government must take strong action,' added Shinde.

Maharashtra's Rural Development Department (RDD) is probing a fake Government Resolution (GR) issued just days prior to the 2024 state Assembly polls leading to infrastructure works worth crores. The department has asked all Zilla Parishads in the state and all Superintending Engineers of Public Works Department (PWD) to not act on the said GR as it has already led to the tendering and sanctioning of works worth at least Rs 6.94 crore in Ahilyanagar district of western Maharashtra. The RDD has a budget head called 2515 1238 which deals with providing basic amenities to villages as suggested by elected representatives. On October 3, 2024, just prior to the Assembly polls, a GR was issued sanctioning developmental works worth Rs 6.94 crore for Ahilyanagar district under the above-mentioned budget head. Based on the said GR, tenders were issued at the district level. The 25/15 scheme implemented in rural Maharashtra by the RDD is an important scheme for carrying out various development works according to local needs. Under this scheme, infrastructure works such as village roads, drains, Pandan roads (roads leading to farms), roads connecting cemeteries, public toilets, Gram Panchayat office repairs, gymnasiums, market stalls are mainly undertaken. These works are carried out at a cost of Rs 5 lakh to Rs 25/30 lakh each on the recommendation of the local MLA. At the district level, the works are implemented through the Zilla Parishad or the Public Works Department. Under the scheme, works worth Rs 1,500 to 2,000 crores are carried out in the state in a year. 'When the contractors sought payment of works done, the file of the same was noticed by officials in Mantralaya who cross-checked with the issued GRs. It was found that no such GR was ever issued on October 3. It was a work of forgery and cheating. The payment was stopped and departmental inquiry was ordered,' said a senior official from the RDD. On March 28, 2025, the RDD issued circular to all ZPs and the PWD's all Superintending Engineers about the existence of fake GR and to be remain careful while sanctioning works at local level. The circular stated, 'The correspondence from the state government's official e-mail id of should only be considered official regarding the budget head 2515 1238.' The circular also advised to immediately contact the RDD in case of any doubt regarding any GR. It also advised to initiate criminal proceedings. The Assembly elections were held last year. The Central Election Commission implemented the model code of conduct (MCC) for the elections from October 15. Before MCC, developmental works worth thousands of crores of rupees were approved by the state government through all government departments and government decisions for the works were published in a hurry. 'It seems someone took advantage of this. As of now, we have come to know about one district alone. We do not know how many such GRs were issued and whether they were used in other districts,' the officer added. In Ahilyanagar district, the fake government decision has led to as many as 45 development works in four talukas namely Ahilyanagar, Parner, Shrigonda and Nevasa.

Sivaganga custodial death: Victim Ajith Kumar's brother Naveen alleges he too was beaten; hospitalised for examination
File photo NEW DELHI: Naveen Kumar , the younger brother of Ajith Kumar—who died in alleged police custody in Tamil Nadu's Sivaganga district—was admitted to Government Rajaji Hospital in Madurai for medical examination on Sunday. Naveen complained of pain, swelling, and discomfort in his feet, claiming he too was beaten by the police during questioning. Ajith, a 27-year-old security guard at a village temple, was picked up after a woman visitor accused him of stealing ornaments from her car. The postmortem report confirmed multiple external injuries and internal bleeding in Ajith's brain, heart, and stomach. Though it stopped short of stating the cause of death, it did suggest torture. The autopsy was delayed by more than 18 hours raising further questions about the handling of the case. Ajith's mother, B Malathi, who met him hours before his death, said he was shirtless and trembling. 'I asked him to admit it if he had taken the jewellery. He said in a low voice, 'I didn't take them.' That was the last thing he told me.' The Tamil Nadu government has provided the family with Rs 5 lakh compensation, a house site patta, and a government job. Naveen, who has completed his ITI, has been appointed as a technician at AAVIN, the state milk cooperative. Following massive outrage by opoposition, Chief Minister MK Stalin has ordered a CBI probe. Actor-politician Vijay also met the grieving family, expressing support. Five policemen have been arrested in the case.

Rajnath to inaugurate Controllers' Conference 2025
New Delhi, July 6 (UNI) Defence Minister Rajnath Singh will inaugurate the Controllers' Conference 2025 tomorrow, hosted by Defence Accounts Department (DAD). A flagship forum for policy dialogue, strategic review, and institutional innovation, the Controllers' Conference brings together top leadership from DAD, civil services, academia, think tanks, and stakeholders across the defence and finance sectors. It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in defence preparedness, a Defence Ministry statement said. The theme of this year's conference, 'Transforming Financial Advice, Payment, Audit and Accounting through Defence Finance and Economics,' reflects a paradigm shift within the department repositioning DAD from a finance and accounts body to a future-ready institution focused on Defence Finance and Economics. This transformation, guided by the strategic vision articulated by the Defence Minister on October 1, last year, is internally driven, inclusive, and aligned with emerging national security imperatives. The transition is anchored in DAD's new mission statement and motto 'Alert, Agile, Adaptive' which will be formally released during the event. The conference from July 7 to 9, will feature eight high-level business sessions (Manan Satras), covering areas such as budget and accounts reform, internal audit restructuring, collaborative research, pricing innovation, and capacity building. These sessions will explore the evolving role of Integrated Financial Advisors (IFAs) in balancing fiscal prudence with strategic support for a competitive and self-reliant defence industry. Managing a defence budget of Rs 26.8 lakh crore, including Rs 1.7 lakh crore dedicated to pensions, DAD plays a pivotal role in payroll, pension disbursement, audit, procurement pricing, and strategic financial advice. Over the past year, the department has made significant strides in digital transformation. Since the last Controllers' Conference, DAD has conducted 206 outreach programmes and established over 200 service centres across India strengthening last-mile delivery and stakeholder engagement. Training and upskilling remain central to the transformation, with institutions like NADFM Pune and CENTRAD Delhi driving officer education in defence economics, data analytics, and digital resource management. DAD's audit functions are also evolving into advanced Management Information Systems (MIS) that provide early risk indicators, performance benchmarks, and decision-support frameworks. Aligned with the Defence Ministry's declaration of 2025 as the Year of Reform, the conference is expected to yield actionable outcomes that will fortify India's defence financial architecture—driven by Atmanirbhar Bharat, and committed to maximum governance with minimum government. The deliberations will lay a robust fiscal foundation to strengthen national defence capabilities and ensure that financial systems are agile, responsive, and strategically aligned with India's long-term security goals.
