Arup drives global infrastructure collaboration at IIICF

HONG KONG SAR - Media OutReach Newswire - 12 June 2025 - The 16th International Infrastructure Investment and Construction Forum (IIICF), co-hosted by the Macao Commerce and Investment Promotion Institute (IPIM) and the China International Contractors Association (CHINCA), took place from 10 to 12 June at The Venetian Macao Cotai Expo. At the event, global built environment consultancy Arup hosted a parallel forum on 'Unlocking opportunities in global infrastructure collaboration through total engineering'. The event gathered industry leaders from around the world to discuss the opportunities and challenges presented by large-scale international infrastructure projects. Participants also explored collaborative approaches to integrated engineering design and project management.
The forum opened with keynote speeches by Matt Crossman, Deputy HMTC, Department for Business and Trade, British Embassy Beijing; TC Chew, APAC Managing Director, Arup; and Fang Qiuchen, Chairman of CHINCA. TC Chew remarked:

Two panel discussions followed, with prominent industry experts sharing insights on large-scale international infrastructure projects. The first panel, titled 'Challenges and opportunities of large-scale international infrastructure projects' was moderated by TC Chew. Panellists included Jacob Kam, CEO of MTR Corporation; Zhou Jiayi, Deputy GM of Power China International Company, GM of the Asia-Pacific Regional Headquarters; and Matt Crossman. Together, panellists discussed the various challenges in international infrastructure development including financing, new technologies, environmental protection, and policies and regulations. They also exchanged ideas on how to make the most of complementary strengths, promote new types of partnerships, and ensure everyone benefits from the outcome.
The following keynote speeches were delivered by Michael McGowan, APAC Transport Market Portfolio Leader, Arup and David Moran, APAC Digital Leader, Arup. Michael, who has led aviation, road, utility, and planning projects, and David, an expert in IT strategy and project management, shared their experiences on large, multidisciplinary infrastructure projects. They also offered perspectives on the future of infrastructure development.
The second panel discussion was moderated by Philip Wong, East Asia Business & Markets Director, Arup, and featured Chan Kuong In, Deputy General Manager, China Construction Engineering (Macau) Company Limited; Lu Yuchun, Chief Engineer of Smart Transportation BU, Huawei; and Charles Im, Southeast Asia Rail Leader, Arup. Drawing on their experiences, the panellists analysed design technology, market culture, ecological demands, and collaborative approaches that can drive progress in smart, green, and sustainable infrastructure development.
Additionally, Theresa Yeung, East Asia Managing Principal, Arup discussed the role of the Mechanism for International Sustainable Infrastructure Promotion (MISIP) in multi-stakeholder collaboration with several experts at another panel discussion. She said:

Arup believes this forum, which has brought together experts and leaders from various sectors, will promote more project resource sharing and multidisciplinary collaboration. Turkey's Erdogan sees $50bln gain from mega Iraqi project

A mega project to construct a 1,200-kilometre rail line and a parallel motorway from Southern Iraq to the northern border with Turkey could pump $50 billion into the Turkish economy, President Recep Tayyip Erdogan has said. Erdogan told a global transport conference in Istanbul at the weekend that the 'Development Road' could also create nearly 63,000 jobs for Turks. He described the $17 billion project as one of the largest rail schemes in the Middle East and a turning point for regional economic integration 'The impact of the Development Road on production, with a 10-year projection, is expected to exceed $50 billion, with an estimated average annual employment of 63,000 people,' Erdogan said, quoted by Turkish and Iraqi media. 'Turkey aims to transform its geopolitical advantages into a comprehensive economic benefit for the entire region through the Development Road project.' Erdogan said the project is a significant infrastructure initiative intended to connect Iraq to Europe through Turkey, adding that it would spur large rail projects in Turkey. 'We will convert our geopolitical opportunities into a comprehensive economic advantage that will benefit our entire region through the Development Road.' Iraq said early this year it has completed feasibility studies and designs for the project, which will start at the southern Port of Faw, one of the world's largest container terminals with a capacity of 99 million containers per year. In 2022, Iraq estimated the project cost at around $17 billion but officials said later the cost could increase due to higher equipment prices and construction costs. Iraq hopes the Development Road, which is scheduled to be completed in 2029, would transform it into a regional commercial and transit centre as it would also include free trade and industrial zones. Turkish Vice President Cevdet Yılmaz said in May the rail line, which will traverse 11 Iraqi provinces, aims to connect Gulf countries to Europe through an extensive rail corridor, adding that the project envisions the movement of more goods from India, South Asia, and the Gulf region to Iraq's southern al-Faw port, then northward through Turkey and onward to Europe.
