PORTSMOUTH, Va. (WAVY) — The City of Portsmouth has released information informing the public about what city services will be impacted by the incoming winter storm.
Snow is expected to begin falling late Wednesday afternoon and continue through Thursday evening.
WAVY Weather Detailed Forecast
All City of Portsmouth facilities and offices will be closed on Wednesday, Feb. 19, and Thursday, Feb. 20.
Wednesday, Feb. 19:Routes collected until roads become unsafe.Collection resumes Saturday, February 22.
Thursday, Feb. 20:Routes collected Saturday, February 22.
Friday, Feb. 21:Routes collected Monday, February 24.
If your trash, recycling, or bulk is not collected, leave your cans out.
HRT to suspend services early on Wednesday, all day Thursday due to winter storm
The City of Portsmouth has 10 snow plows to pretreat the 12 bridges and overpasses with sand and salt Tuesday, Feb. 18. Roads will be plowed when two to four inches of snow have fallen. The Parks and Recreation Department clears sidewalks for city buildings and pre-treat the courts, fire and police administration, City Hall, 911 and the Portsmouth City Jail. The city does not plow neighborhoods.
All Portsmouth Public Schools and administrative offices will be closed Wednesday, Feb. 19.With this closure, the day will be a Remote Learning Day for students. Teachers will be available throughout the day to support students.

(WAVY) — Your air conditioning unit may be getting a break soon, as Thursday's storms are set to bring cooler temperatures over the next few days, but how will this change in temperature affect your energy bill? With temperatures reaching well into the 90s over the last week, folks have been doing what they can to beat the heat. That usually means cranking the AC up to combat the high temperatures and leaving it running, which can lead to higher energy bills. 'When it's like this, I just leave it on all the time,' said resident Jim Edmondson. 'When it's cooler at night, then I'll turn it off, but right now, nope, too hot and humid.' However, Thursday's thunderstorms are set to bring temperatures in the 80s over the next few days. 10 On Your Side spoke to Dominion Energy on how this quick shift in outside temperatures can have an effect on your energy bill, and how folks can lessen the blow on their wallet and AC unit. 'Seasonal swings in temperature can impact your energy bill and cause it to fluctuate,' said Cherise Newsome with Dominion Energy. 'That's gonna impact your bill because of the strain that you're placing on your appliances and the usage in your home. Industry experts recommend setting your thermostat at 78 degrees, if you can tolerate just a few degrees warmer than whatever you're used to. That can make a big impact on your bill.' Dominion said for those who receive a higher than usual bill due to the heat, assistance programs are available for payments. 'One of them is called Energy Share,' Newsome said. 'During the summer months, you can receive up to $300 of bill payment assistance if you find yourself in a financial crisis. This is not an income-based program. Additionally, we do a lot of partnerships with local agencies, so when you call our customer service team, they can also help refer you to other agencies like 211 that might be able to provide some additional services.' PORTSMOUTH, Va. (WAVY) — Wind and rain brought a temporary respite from the blazing sun Sunday. The weather also made for some interesting cloud formations (below). The precipitation temporarily interrupted the North American sand Soccer Championships taking place at the Virginia Beach Oceanfront. WAVY meteorologist Don Slater breaks down how it all played out: As expected, an active low pressure system (a mini-cyclone) moved eastward from halfway across the U.S. to get us this morning. We had numerous severe thunderstorm warnings from 5:47am to 9:45am, but damage appears to be limited to trees and power lines down. That damage was mostly in Southampton County, VA. Though we did see tree and power line damage in southern Chesapeake. After some quiet time in the late morning and early afternoon, it was also expected that we could see some severe weather in the afternoon. And though the thunderstorms were more widely scattered, we did get some damage to trees in James City County. As of 9:00 pm, more thunderstorms are approaching from the west…especially for areas from the Peninsula and northward. Harborfest day 2 experiences brief closure; fireworks show still expected to continue

NORFOLK, Va. (WAVY) — Despite calls for potential severe weather, day two of Harborfest went off mostly without a hitch — except for one brief evacuation in the evening. Harborfest is known as America's largest, and longest running, maritime festival. This year marks the festival's 49th year, and features tall ships, great food and great music. Norfolk Harborfest 2025 Most of day two went just as planned, but just before 4:30 p.m., guests were forced to evacuate Town Point Park, where the festival is held, due to severe weather. The closure only lasted around an hour, with guests allowed back at 5:30 p.m. Despite the weather, the fireworks show is still expected to kick off at 9:30 p.m. Saturday night right on the waterside.
