
More jobs for Sabah OGSE companies this year
KOTA KINABALU (July 3): The State Government in collaboration with Petronas and industry partners has set a target of a 100 per cent increase in oil and gas services and equipment (OGSE) local job contracts for Sabahan companies this year, said Chief Minister Datuk Seri Panglima Hajiji Noor.
'In terms of employment, the target is clear: 100 per cent of non-technical roles and at least 80 per cent of technical roles in the OGSE sector must be filled by Sabahans.
'These targets reflect our firm commitment to strengthening local participation and building a resilient, homegrown energy ecosystem.' he said at the 12th Sabah Oil, Gas and Energy Conference and Exhibition at the Sabah International Convention Centre here on Thursday.
His speech was delivered by Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe.
In 2021, Hajiji said the total contracts awarded to Sabahan companies for local oil and gas services jobs stood at RM341 million, while by the end of last year, the figure soared to over RM2 billion for jobs awarded both in and outside Sabah.
He said Sabah's oil and gas industry is an essential pillar of the state's economic growth and continues to play a pivotal role to that of Malaysia's, contributing nearly 40 per cent of the country's oil production and approximately 20 per cent of its gas output.
'However, we believe that our role must extend beyond mere production. We aspire for Sabah to become a center of excellence for OGSE innovation and sustainable energy practices and a hub where investment, talent and technology converge to create long-term value,' he said.
In this respect, the Chief Minister said the State Government through SMJ Energy has taken decisive steps in securing equity in key upstream and downstream assets, including the Samarang PSC and the SAMUR petrochemical plant, as well as interests in exploration blocks SB403, SB409, SB306A and SB306B.
He said Sabah Energy Corporation had also strengthened its position as Malaysia's largest domestic supplier and transporter of natural gas, following its successful takeover of Petronas' onshore gas contracts in Sabah.
'I wish to take this opportunity to thank Petronas and all our operating partners in Sabah for your continuous efforts, commitment and investment in local content development.
The Commercial Collaboration Agreement (CCA) signed in December 2021 with Petronas was significant and its implementation through initiatives such as the Sub-Committee for OGSE industry, co-chaired by the Sabah Ministry of Industrial Development and Entrepreneurship and Petronas, has yielded tangible results.
'To sustain this momentum, we have established the Sabah Local Content Council under the purview of SMJ Energy and implemented a Joint Task Force for Mandatory Partnerships.
'These initiatives, coupled with the transparent insights provided by the Kinabalu Activity Outlook (KAO), are designed to ensure our local companies are well-informed, well-prepared, and well-partnered for success,' he said.
Hajiji commended the Sabah Oil and Gas Services Council (SOGSC) and the Persatuan Kontraktor Petroleum Bumiputera Sabah (PKPBS) for their role in championing Sabahan participation in the OGSE sector.
He also called on everyone to support the effort of the SOGSC and PKPBS to organise this OGSE conference next year.
'Our vision is to build a pipeline of OGSE opportunities that extends far beyond short-term contracts. We want to promote knowledge transfer, technology exchange and joint ventures that scale our local players into regional champions.
'We are laying the foundations now not just for current prosperity but for a resilient, innovative and sustainable OGSE ecosystem for generations to come.
'Hence, let us work together to ensure Sabah not only remains a key energy player but becomes a model for sustainable, inclusive growth in the oil, gas and energy industry,' he said.

Chief Minister, Datuk Seri Hajiji Haji Noor said the establishment of KUS is not just an introduction of a new entity but reflects the State Government's determination to accelerate development, coordinate utilities and attract new investments to the state. He described the launch of KUS as the starting point for a new approach in Sabah to strengthen utility capabilities for the well-being of the people and to support sustainable future development. He said the KUS initiative represents the start of a new phase in the State's strategic development. 'KUS is not just an implementing agency, but also reflects the State Government's broader vision to transform the utility and infrastructure ecosystem through a comprehensive and integrated approach. 'As a wholly state-owned investment company, QSB has been mandated to lead the establishment and implementation of KUS Sabah Berhad (KUSSB), in line with our commitments under the state's development agenda, Hala Tuju Sabah Maju Jaya (SMJ),' he said. Dr Yusof said QSB views KUS as a strategic catalyst not only to accelerate utility applications and implementation, but also as a foundation for sustainable, competitive, and long-term economic growth for the state. He added that strategic investments like KUS directly benefit the people and the State by driving high-impact investments in the utility, technology, infrastructure, and digitalization sectors. 'The digital platform introduced by KUS is also expected to speed up approval processes and improve the efficiency of public service delivery, thereby promoting more organized development,' he said. According to KUSSB Joint Chief Operating Officer Michael Chung told reporters that KUS is a web-based platform and the URL is which has started operating from Friday (July 4). He said this platform enables the applicant, which is the utility provider, and if they want to apply for permit to do utility project, they will come to this portal and apply for it. 'So the utility provider can start to register in our website and then they can start to apply for the app. They can have the choice now. 'So in this portal, we will handle the applications from the utility provider such as Sabah Electricity (SE) and Sabah Water Department while utility involves electricity, water, gas, and telecommunication fibre. 'Last, we will deal with the process in terms of liaising with the local authorities. Petronas inks key Sabah deals

Kuala Lumpur: Petroliam Nasional Bhd (Petronas), via Malaysia Petroleum Management (MPM), has formalised a few key agreements with the Sabah state government at the Sabah Oil, Gas & Energy Conference & Exhibition (SOGCE) 2025. In a statement on Friday, the national oil company said it officially handed over the Sabah gas strategy document, which outlines a long-term and structured blueprint to secure reliable gas supply for the state's expanding domestic demand. Advertisement The document is a joint initiative between Petronas and the Sabah state government. MPM senior vice-president Datuk Bacho Pilong said the document handover, together with other milestones, 'reaffirms our partnership with the state government to responsibly unlock the full potential of the state's energy resources. 'We will together continue accelerating sustainable development, strengthening energy security and creating long-term value to benefit Sabah and the nation,' he said. These various milestones reflect a shared commitment to advancing Sabah's energy landscape via collaborative, sustainable, and value-driven development, he said. The Sabah gas strategy was developed by a joint task force comprising Petronas, SMJ Energy Sdn Bhd, Sabah Energy Corporation Sdn Bhd, Sabah's Energy Commission and Sabah's Industrial Development and Entrepreneurship Ministry under the advice of the Sabah joint coordination committee, the statement said. Additionally, Petronas said it also signed the technical evaluation agreement (TEA) with ConocoPhillips Malaysia New Ventures Ltd and PERTAMINA Hulu Energi for the Layang-Layang Basin. This paves the way for comprehensive subsurface studies ranging from regional geological assessments to detailed prospect analysis for 44,500 square kilometres located off Sabah's coast. The national oil company also formalised a memorandum of understanding with DIALOG Resources Sdn Bhd to advance the development of the Mutiara Cluster, located off Sabah's east coast. Higher royalties not only option: Masidi

Kota Kinabalu: The Sabah Government is exploring broader avenues to strengthen the State's oil and gas (O&G) resources, rather than focusing solely on increasing royalties, said State Finance Minister Datuk Seri Masidi Manjun. He said the State is not abandoning the idea of getting higher royalties, but believes that royalties should not be seen as the only means of deriving greater value from Sabah's oil wealth. Advertisement 'Getting higher royalties is not the only way to get more (oil) revenue. What we should also look at is strengthening the O&G industry itself. 'Hence, we aim to build a vibrant oil and gas ecosystem that will create jobs and boost local participations in the industry which directly benefit the people of Sabah,' said Masidi, who is also Chairman of SMJ Energy (SMJE) Sdn Bhd, when attending a SMJE networking dinner here, recently. He was elaborating on what he meant in his speech that getting higher royalties is not the approach that the State Government is going for to increase revenue in the O&G industry in Sabah. 'What I'm saying is that if it is just royalty, the money just goes straight to the government consolidated fund and do not create jobs. 'But if it is about the creation of a very vibrant O&G industry in Sabah, it would benefit a wider segment of the population where many local companies will benefit that lead to creation of jobs. That way the money goes into many people's pockets, and not just government coffers,' he said. Masidi emphasised that this approach should be seriously considered as an alternative strategy to ensure Sabah can derive maximum value from its oil resources, creating a ripple effect that boosts the overall economy. While not disclosing figures, he said quite a number of Sabahans are working in the State's O&G sector with nearly 500 companies registered. 'Currently, there are about 471 O&G companies in Sabah, a sharp increase from previous years when only around 70 were inactive. 'This growth is partly attributed to initiatives under the Sabah Maju Jaya Agenda (SMJA), which has facilitated greater local participation and encouraged more companies to pursue opportunities in the O&G market,' he said. According to Masidi, active oil and gas exploration activities are underway off Sabah's East Coast, which are expected to pave the way for increased economic growth in the region. 'One of the key exploration sites is located in the northeast of Sabah. It's being given to ConocoPhillips, which is currently carrying out the exploration work particularly in the northeast region near Sandakan,' he said. He clarified that the activities are not within the Coral Triangle area, which is a sensitive environmental area. Masidi also indicated that another exploration project may soon be announced, signalling growing investor interest in Sabah's O&G potential. On the recent discussion about Ambalat oil block, he said it is better to get the facts right before making comments or issuing statements, and to seek clarification from the Federal Government. He said the Prime Minister Datuk Seri Anwar had recently made a statement over the issue on a joint development of the disputed Ambalat block with Indonesia. 'Don't speculate (over the Ambalat issue). Better get the facts correct before we start making comments.
