
Heated exchange in Sabah Assembly over investment project questions
The incident began when State Industrial Development and Entrepreneurship (MIDE) Minister Datuk Phoong Jin Zhe was responding to an additional question from Senallang assemblyman Datuk Seri Shafie Apdal regarding the progress of Esteel Sabah Sdn Bhd's project.
During his response, Phoong took a moment to express frustration over Elopura assemblyman Calvin Chong Ket Kiun, whom he accused of raising numerous concerns about the project outside the assembly but never within it.
He noted with regret that Chong had even lodged a police report regarding the project's alleged delays, yet refrained from bringing the same concerns into the assembly's formal proceedings.
'I have repeatedly prompted you to ask any questions regarding the project in our State Assembly sittings, but you never did,' Phoong said, while thanking Kapayan assemblywoman Datuk Jannie Lasimbang for being the one to raise the issue officially.
Calling the politicisation of the investment project disappointing, Phoong said the matter concerned Sabah's investment image and should not be treated lightly.
Chong stood up and asked Phoong whether he spoke Hakka before expressing confusion in the dialect over what the minister was saying, claiming he had prepared questions on the matter.
At this point, State Assembly Speaker Datuk Seri Kadzim M Yahya called for calm, but tensions continued to rise.
Phoong stood by his claim, stating that Chong had never submitted any verbal or written questions on the Esteel Sabah project in the assembly.
Puzzlingly, Chong agreed, saying, 'I fully support that.'
Sri Tanjong assemblyman Justin Wong Yung Bin then came to Chong's defense, questioning what was wrong with an elected representative asking questions on behalf of the rakyat.
The Speaker again attempted to defuse the situation, but Phoong continued to explain before being interrupted by Chong, who told him: 'You just answer the question. There is no need to query me on why I ask questions outside.'
Kadzim called for order once more, asking Chong to sit down.
Shafie then suggested allowing an additional question to calm things down, but the Speaker declined and moved to the next item.
Before the exchange could settle, an unidentified assemblyperson quipped, 'He doesn't dare to ask questions here,' referring to Chong.
Chong stood again to defend himself, insisting he was not afraid.
'I know you are brave, so just sit down,' the Speaker replied, prompting Chong to finally comply.
Later in the session, Chong was scheduled to pose an unrelated question to the State Community Development and People's Wellbeing Ministry. Before proceeding, the Speaker asked, 'Is your heart still heated?'
'Still. It is still,' Chong replied, prompting the Speaker to remind him to remain focused on the intended question before continuing the session.

Kota Kinabalu: The Sabah Government's proposed RM1.186 billion supplementary budget was questioned in the State Assembly on Monday, with Sekong Assemblyman Alias Sani warning against extravagant spending while many Sabahans still lack basic needs such as water. He reminded the House that the money being allocated belongs to the people — not the ruling party — and urged transparency and prudence in how public funds are managed. 'This is not money from the government or the ruling party, this is the people's money — including the people of Sekong,' he said. Alias raised concerns over several allocations within the supplementary budget, including an additional RM6.5 million for 'celebrations and major events,' RM13.85 million for temporary political appointments under the UPPM scheme, and RM600 million in statutory fund contributions — all while the rakyat continue to struggle with rising costs and inconsistent access to basic infrastructure. 'Is it reasonable to spend RM1.17 million a month on flights for the Head of State and the Chief Minister, while the people are struggling to pay their bills?' he asked, referring to the RM5.87 million set aside for official helicopter and jet use. 'People don't care whose fault it is — they blame the government,' he said. Sabah reps clash over steel mega project controversy
KOTA KINABALU: Sabah's two-day state assembly began on a fiery note after an argument erupted between an opposition Parti Warisan assemblyman and a state minister. The clash was sparked by the ongoing controversy surrounding a RM31bil steel investment project by Esteel Enterprise Sabah Sdn Bhd. During Question Time, Calvin Chong (Warisan-Elopura) suddenly interjected in Hakka, repeatedly asking 'Ngai cho coi lai hang?' ('Where did I go wrong?'), after state Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe (DAP-Luyang) accused him of failing to submit a formal question about the project to the assembly. Phoong, the Sabah DAP chairman, accused Chong of not submitting a formal question to the assembly, but instead had chosen to 'make noise' outside the House. The heated exchange over the Esteel Enterprise project in Sipitang's Oil and Gas Industrial Park reflected escalating political tensions as the state assembly nears the end of its five-year term on Nov 11. In winding up the debates, Masidi said that all allocations under the Supplementary Bill were accounted for, and would benefit the people and help finance infrastructure development plans. State Opposition leader Datuk Seri Mohd Shafie Apdal (Warisan-Senallang) questioned the need for such a high supplementary budget as the state had already approved RM6.7bil for Sabah Budget 2025. He said that Sabah's total spending was almost RM8bil this year, yet there had been little tangible returns for the rakyat. 'We are spending billions but how much revenue are we actually generating? 'With this scale of spending, I believe Sabah is now facing a serious deficit,' he said when debating the Supplementary Bill. 'We will do a full audit to find out where the money was used,' he added. Mohd Shafie added that every sen of public funds spent must see measurable outcomes, such as job creation and income generation or directly solve issues affecting people's daily lives, particularly the persistent water and electricity problems in rural areas. 'The people don't want luxury, they just want basic necessities like water to drink and shower with, and use the toilet,' he said. The assembly sitting continues today.
