Ministry to table law amendments to curb public littering at Parliament sitting

KUALA LUMPUR: The Housing and Local Government Ministry will table amendments to three Acts during the Dewan Rakyat sitting, which begins this Monday, as part of efforts to strengthen measures against public littering and improve cleanliness nationwide.
The three Acts are the Street, Drainage and Building Act 1974, the Solid Waste and Public Cleansing Management Act 2007, and the Local Government Act 1976.
Its minister Nga Kor Ming said the amendments would, among other things, pave the way for the introduction of community service orders, as fines under the existing laws are no longer effective in curbing offenders' bad habits.
"The amendments are aimed at addressing the littering of small waste items such as cigarette butts, tissues, plastics, drink cans, food wrappers, and similar items in public spaces and on public roads.
"This step is crucial to nurturing greater civic responsibility, raising public awareness, and fostering a culture of cleanliness.
"Ultimately, it will contribute towards a cleaner and more sustainable Malaysia, ensuring the well-being and comfort of its people," he said in a statement today.
Nga said that on Sept 28 last year, the ministry recorded the collection of 51.9kg of food waste, 64.3kg of paper waste, 127.6kg of plastic waste, and 541 cigarette butts within just 12 hours in the Pasar Seni area during the Malaysia Clean-Up Day Programme.
He added that these figures demonstrate that fines imposed by local authorities are no longer effective in deterring offenders from repeating such misconduct.
"As such, community service orders should be introduced to educate offenders on the importance of maintaining a clean environment and to help reduce environmental pollution," he said.
The amendments will empower courts to order those convicted of such offences to perform community service for up to 12 hours.
Anyone who fails to comply with a community service order will be committing an offence and, upon conviction, may be fined no less than RM2,000 and no more than RM10,000.
"In preparation for Visit Malaysia Year 2026, every Malaysian plays an important role in keeping public spaces clean so that we can leave a positive first impression on foreign tourists," he said.

He pointed out that housing and local government minister Nga Kor Ming of DAP previously championed the idea of granting permanent titles while in the opposition. 'I still remember when he made this proposal. He said it was the result of thorough research and believed it could restore justice to elderly residents who were forced to relocate to these New Villages during the 1948 (Malayan) Emergency,' he said, adding that it was time to test Nga's sincerity and commitment. Last year, Nga drew brickbats from opposition parties and Umno for proposing that New Villages, which were initially established to curb the communist insurgency, be nominated as a Unesco world heritage site. Umno had argued that it would impact the position, constitutional status and rights of the Malays. Under the 13MP, the government plans to implement a New Village Development Master Plan which would involve upgrading hawker sites and financing schemes for entrepreneurs. In January, Malaysian Chinese New Village secretariat chairman Khoo Poay Tiong said the areas would be developed as tourist attractions ahead of Visit Malaysia Year 2026.

PUTRAJAYA: The government is placing serious emphasis on integrity while tackling abuse of power and leakages under the 13th Malaysia Plan (13MP), a move that aligns with the role of the Enforcement Agency Integrity Commission (EAIC). EAIC chairman Tan Sri Dr Ismail Bakar said the commission welcomed the government's commitment to strengthening governance, ensuring transparency in actions taken and upholding accountability principles. "As the prime minister (previously) highlighted, public trust is eroded not only by misconduct, but also by the failure to act when injustice occurs," he said in a statement today. Ismail said a culture of integrity should not only be the responsibility of public servants or enforcement agencies but must be instilled at every level of society, including the private sector, to ensure continued public confidence in national institutions. Ismail said EAIC viewed the government's initiative to establish the Malaysian Ombudsman as timely, describing it as a crucial part of institutional reform efforts. "We support this initiative as it complements the reform agenda by strengthening the check-and-balance system in public service delivery and enabling a more comprehensive, independent and effective approach in addressing public complaints," he said. Prime Minister Datuk Seri Anwar Ibrahim, in tabling the 13MP at the Dewan Rakyat yesterday, said it would focus on ensuring transparent, agile and decisive service delivery from civil servants. "Integrity and accountability must be embedded across the board, not only among civil servants or enforcement agencies, but in all sectors, including the private sector, statutory bodies, GLCs, GLICs, and civil societies," he was reported as saying.
