13MP: Govt To Focus On Enhancing Public Sector Integrity, Reform
According to the 13MP document (2026–2030) released by the Ministry of Economy today, the performance monitoring and evaluation mechanisms for all ministries will be improved through the introduction of specific key performance indicators aligned with selected macro-economic indicators.
'To support this initiative, a mechanism will be developed to allow direct performance reporting by ministries to the Prime Minister, while a national results dashboard accessible to the public will also be introduced,' the document states.
In addition to integrity and accountability, the other three key government strategies are legal and institutional reform, speeding up the rationalisation of functions and roles of ministries and agencies, and enhancing human resource development in the public sector.
For the second strategy, the document highlights that legal and institutional reform will include efforts to accelerate the separation of powers between the Attorney General and Public Prosecutor.
"Efforts will also be made to harmonise various laws and regulations to improve government service delivery at all levels. Focus will be given to reviewing legislation to ensure harmonisation of jurisdiction between the Syariah and Civil Courts.
"A study will also be conducted to assess the need for enacting a remuneration act for Syariah judges and the establishment of a special judicial appointment commission for Syariah courts to elevate their stature and independence,' the document states.
In addition, the Town and Country Planning Act 1976 (Act 172) will be extended to Sabah and Sarawak to harmonise national spatial planning, including physical, social, economic and environmental sustainability development.
The third strategy involves the rationalisation of the functions of government ministries and agencies to reduce duplication and resource wastage, including expanding the consolidation of Malaysia's overseas missions and agency representative offices.

"I welcome the government's ambition to boost national rice production and reduce our reliance on imports," he said. "The proposal is undeniably bold—and if executed well, it could greatly strengthen national food security." However, Shakirin warned that the scale and complexity of such an intensive planting schedule require addressing major technical, biological, and socioeconomic challenges. He stressed that Malaysia's irrigation infrastructure needs a comprehensive upgrade, adding that high-precision water management is crucial to prevent crop failure. "AI can help schedule irrigation based on real-time weather, soil, and crop data. "The government must allocate a sufficient budget to introduce these technologies—especially for irrigation scheduling—to support farmers effectively," he said. Shakirin also highlighted the importance of planting the right rice varieties, warning that fast-maturing and disease-resistant strains are critical to avoid widespread crop failure under an intensified cropping regime. "We need a robust pool of adaptable rice varieties that can be rapidly deployed when problems arise," he said, urging the government to invest in variety development and cataloguing through the National Agro-Food Policy. He cautioned that intensive farming can increase pest outbreaks and degrade soil health, underscoring the need for strong R&D support. "If studies have already been conducted to support this initiative, they should be made public and discussed with scientists and academics. "Transparency is crucial to ensure the sustainability of this major investment," he said. Shakirin said rolling out the plan in states like Selangor, Perak, and Penang poses further challenges, given each region's unique soil and water conditions. "A blanket approach won't work. Detailed site suitability assessments must guide implementation," he said. He also emphasised the need for localised strategies that reflect the realities of Malaysia's diverse farming communities. "Farmer demographics vary by region—in age, education, and access to capital. "Implementation must be flexible and tailored to their specific needs," he added. To succeed, Shakirin said the programme must be managed with strict oversight, free from political interference, and handled with professional discipline. "We cannot afford a repeat of past mismanagement, like the recent rice shortages or the failure of the National Feedlot Centre . "Every step must be backed by data, sound management, and transparent monitoring." He commended the government's goal to revitalise the rice sector but said that ambition should be matched with scientific planning and governance.

Pahang Sultan vows to keep speaking out against land encroachment in state
KUANTAN: The Sultan of Pahang, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah, has reaffirmed his commitment to continue voicing concerns over land encroachment in the state until the illegal activity is completely eradicated. However, His Highness said, addressing the issue requires the cooperation of all parties, including information sharing by the public and firm enforcement by the District and Land Offices, as well as the Forestry Department. "I will speak out when there is encroachment, not only in Raub and the Cameron Highlands but also in all districts in Pahang, but I cannot do it alone. I hope the people will provide information to my office and the government… if they do not provide information, it may be difficult to monitor," he said. Al-Sultan Abdullah shared his views in a special interview with Bernama at Istana Abdulaziz recently, in conjunction with his 66th birthday celebration. The Sultan acknowledged that the widespread attention the issue has received has served as a wake-up call to both stakeholders and residents of the state. "When this issue emerged, I observed greater awareness from all parties, including the public and district-level administrators. Many reports have reached my office and were forwarded to the state government for further action," he said. His Highness reiterated that Pahang, and Malaysia as a whole are not a place for anyone to commit arbitrary land encroachment. "Stop these practices immediately. More importantly, I hope that those who have the intention of encroaching, it is better they leave Pahang, go outside Malaysia. This is because the law will make things difficult for you and your families in the future," he warned. Prior to this, Al-Sultan Abdullah had expressed deep sadness upon learning that about 10,521 hectares of land in Raub had been encroached upon over an extended period. A total of 14,494.9 hectares of government land were also reportedly cleared and cultivated illegally with oil palm, rubber, durian, and various crops, while 5,997.09 hectares of Permanent Forest Reserve were also affected. Al-Sultan Abdullah's determination to combat the activities was also evident by His Highness taking a look down and driving a four-wheel drive vehicle to see the effects of encroachment in Raub on May 8. In the meantime, His Highness expressed his desire to develop small and medium industries (SMEs) in the state through the implementation of various programmes, especially involving youth. Al-Sultan Abdullah said that young people should strive to improve their quality of life by participating in SMEs to highlight the state's various products. RM2 billion flood mitigation project in Kuching under 13MP
KUCHING: The Kuching City Flood Mitigation Plan (RTB) under the 13th Malaysia Plan (13MP) will cost approximately RM2 billion, according to Deputy Prime Minister Datuk Seri Fadillah Yusof. The project, divided into three main packages, includes constructing a canal, a bridge, and a barrage along Sungai Salak. Fadillah, who is also the Minister of Energy Transition and Water Transformation, stated that the tender process will begin this year, with construction expected to start in 2026. 'This RTB will channel excess water through Sungai Salak. Similar to Sungai Sarawak, a barrage will be installed to prevent seawater intrusion and allow better water control during high tides,' he explained after the opening of the He Medical Clinic. The Kuching RTB is part of a nationwide effort under the 13MP (2026–2030) to improve flood resilience and public infrastructure. Prime Minister Datuk Seri Anwar Ibrahim recently announced a RM20 billion allocation for 103 RTB projects across Malaysia.
