
Section 144 to remain in place across Punjab during Muharram

The Punjab government has decided to enforce Section 144 across the province in view of Muharram-ul-Haram, as part of efforts to maintain law and order and prevent sectarian unrest.
The ban will be in effect from the 1st to the 10th of Muharram and will prohibit the display of weapons, fireworks, and any material likely to incite sectarian or religious tensions in public spaces without prior permission from authorities, Express News reported.
Double riding will be banned on Muharram 9 and 10, though senior citizens, women, and law enforcement personnel will be exempt from this restriction.
Authorities have clarified that no new processions or changes in traditional Majalis routes will be permitted. Public statements or content that promote sectarian or ethnic hatred, whether through devices or social media platforms, are also banned under the order.

Additionally, residents are prohibited from building structures such as posts or collecting stones, bottles, or debris on rooftops along procession routes. Spectators will not be allowed to gather on rooftops or shop ledges during the processions.
Apart from the double riding ban, all other restrictions will remain effective throughout the first ten days of Muharram.
Meanwhile, security has been ramped up in the provincial capital. The Dolphin Squad and Police Response Unit have been placed on high alert to ensure safety during Muharram activities.
In a recent operation, Dolphin Force recovered firearms from a suspicious black-tinted vehicle on Multan Road, arresting five suspects.
Recovered items included two rifles, three pistols, dozens of bullets, and magazines.
According to SP Dolphin Arslan Zahid, the suspects—Kashif Ali, Muhammad Rahat, Azeem Anwar, Muhammad Mansab, and Basharat Ali—have been handed over to the Chuhang police station for further legal proceedings.
Previously, the Punjab government has rolled out a comprehensive security plan for Muharram, incorporating digital surveillance, inter-agency coordination, and infrastructure safety measures to ensure peaceful religious observances across the province.
According to the Home Department, Muharram is likely to begin on June 26 or 27, subject to moon sighting. A digital portal has been activated to monitor majalis, procession routes, and sensitive sites, with deputy commissioners instructed to upload relevant data within five days. The system will be managed by Kamran Taj from the Home Department's MIS section.
To bolster security, the department has formally requested the deployment of Pakistan Army and Punjab Rangers, asking for location and duration details within a week. The request also includes mobile signal jamming in specific high-risk zones.
To prevent sectarian unrest, the government has directed that non-Shia religious gatherings remain physically separate from Shia events.

Reserved seats case: SIC for uploading of short order signed by all judges
ISLAMABAD: The constitutional bench has been asked to upload short order of reserved seats on Supreme Court's website, signed by all the judges, who heard review petitions against the majority judgment. The Sunni Ittehad Council (SIC)'s lawyer on Monday filed an application under Order XXXIII Rule 6 read with Rule 1 of Order V of The Supreme Court Rules, 1980. Initially, a 13-member Constitutional Bench, headed by Justice Aminuddin Khan, and comprising Justice Jamal Khan Mandokhail, Justice Muhammad Ali Mazhar, Justice Ayesha A Malik, Justice Syed Hasan Azhar Rizvi, Justice Musarrat Hilali, Justice Naeem Akhtar Afghan, Justice Aqeel Ahmed Abbasi, Justice Shahid Bilal Hasan, Justice Muhammad Hashim Khan Kakar, Justice Salahuddin Panhwar, Justice Aamer Farooq, and Justice Ali Baqar Najafi, was constituted for the hearing of review petitions. On the first hearing, held on May 6, 2025, Justice Ayesha and Justice Aqeel recused from the bench, while Justice Salahuddin Panhwar, at the verge of conclusion, recused. The Constitutional Bench on June 27 with the majority of seven set aside the impugned judgment dated 12th July 2024, on the reserved seats of women and non-Muslims. The SIC in the petition mentioned that the Court in its order dated 6th May 2025 recorded in Para 4 that 'at the time of final determination by the remaining members of the bench the dismissal of review petitions by the two members will also be counted.' The petitioner said although an order dated 27.6.2025 has been uploaded on the website but that has not been signed by Justice Ayesha and Justice Aqeel, which was required to be done in view of the practice and procedure of this Court. The matter is of utmost public importance and fair administration of justice, particularly in view of Articles 17(2) and 19 A of the Constitution and the rights arising there from. Therefore, issuance and release of order signed by all 12 judges of the Court would have great impact. The petition said that in view of the foregoing submissions it is imperative that the order of the Court may be issued in the interest of justice. It prayed that the instant application may kindly be accepted and the order of the Court signed by all 12 judges may kindly be release/ issued. Govt launches 'cyber patrolling'
In an effort to counter sectarianism during Muharram, the Punjab Home Department has launched the province's first-ever Cyber Patrolling and Quick Response Cell. The state-of-the-art unit will operate round-the-clock to monitor social media platforms for objectionable and inflammatory content, and to take swift legal action against violators. According to official hand-outs released on June 30, the Punjab Police registered nine cases within the last 24 hours for the online circulation of sectarian and hateful content. Ten individuals have been arrested in connection with these cases - eight for posting on Facebook and two for sharing material via WhatsApp. The arrests were made in Sargodha, Sahiwal, Lodhran, Bhakkar, Khanewal, Rajanpur and Layyah. Inspector General of Police Punjab, Dr Usman Anwar, affirmed that the force is actively cracking down on digital incitement of religious hatred. "Anyone using social media to spread sectarianism will face the full force of the law," he warned. The newly formed cyber cell is housed within the Home Department's central control room and operates in collaboration with the Directorate General Public Relations (DGPR) and the Punjab Information Technology Board (PITB). It monitors online platforms for hate speech, fake news, and provocative content. Reported material is relayed to the Special Branch, which in turn coordinates with the Pakistan Telecommunication Authority (PTA) for blocking such content. So far, the unit has flagged 271 social media accounts to the PTA, resulting in the arrest of 17 individuals involved in spreading sectarian hate online. The cell is also fully integrated with Punjab's Safe City infrastructure and receives real-time updates from district-level control rooms. A dedicated "Muharram e-Portal" has been established to link all districts with the central unit for streamlined coordination and incident reporting. Live surveillance of major Muharram processions and religious gatherings is also being conducted from the control room. The initiative was reviewed during the 31st meeting of the Cabinet Committee on Law and Order, held at the Home Department and chaired by Provincial Health Minister Khawaja Salman Rafique. The meeting was attended by Provincial Minister Chaudhry Shafay Hussain, Home Secretary Dr Ahmad Javed Qazi and senior officials from police, Counter Terrorism Department, Rangers and other law enforcement agencies. Speaking at the meeting, Rafique reaffirmed that ensuring peace during Muharram is the provincial government's top priority. Over 150,000 police personnel have been deployed across Punjab, with support from the Pakistan Army and Rangers. Section 144 will be enforced on the 9th and 10th of Muharram to restrict pillion riding, and a blanket ban has been placed on the public display of weapons. He also confirmed that robust security arrangements have been finalised for the upcoming Urs of Hazrat Baba Fariduddin Ganj Shakar. The Home Department urged the public to use social media responsibly and warned that those found sharing sectarian or inflammatory content would be dealt with strictly in accordance with the law.

Photo: File President Donald Trump said Sunday a group of buyers had been found for TikTok, which faces a looming ban in the United States due to its China ties, adding he could name the purchasers in two weeks. "We have a buyer for TikTok, by the way," Trump said in an interview on Fox's Sunday Morning Futures with Maria Bartiromo. "Very wealthy people. It's a group of wealthy people," the president said, without revealing more except to say he would make their identities known "in about two weeks." The president also said he would likely need "China approval" for the sale, "and I think President Xi (Jinping) will probably do it." TikTok is owned by China-based internet company ByteDance. A federal law requiring TikTok's sale or ban on national security grounds was due to take effect the day before Trump's inauguration on January 20. But the Republican, whose 2024 election campaign relied heavily on social media and who has said he is fond of TikTok, put the ban on pause. In mid-June Trump extended a deadline for the popular video-sharing app by another 90 days to find a non-Chinese buyer or be banned in the United States. Tech experts quickly described the TikTok kerfuffle as a symbol of the heated US-China tech rivalry. While Trump had long supported a ban or divestment, he reversed his position and vowed to defend the platform - which boasts almost two billion global users - after coming to believe it helped him win young voters' support in the November election. "I have a little warm spot in my heart for TikTok," Trump told NBC News in early May. "If it needs an extension, I would be willing to give it an extension."
