Thai tanker detained by MMEA off Kelantan coast
Kelantan MMEA director, Maritime Captain Erwan Shah Soahdi, said an agency enforcement asset had detained the vessel while patrolling the Malaysia-Vietnam maritime border under Op Damai, Op Naga Barat, and Op Tiris.
He said the vessel was detected around 1 pm and intercepted some 20 minutes later.
'Initial checks revealed that the vessel was operated by six crew members, including a captain, all believed to be Thai nationals aged between 38 and 70,' he said in a statement today.
He said the vessel's insurance and related documents appeared suspicious, and all crew members could not provide valid identification during the check.
The case is being investigated under the Immigration Act 1959/63 and the Merchant Shipping Ordinance 1952.
'Authorities take any breach of maritime laws seriously, especially those that compromise the safety and sovereignty of national waters.
'Enforcement efforts will continue to be strengthened to ensure that all parties operating in our waters comply with the law,' he said.
Erwan Shah urged the public to report information about criminal activities or incidents at sea via the emergency hotline 999 or by contacting the Kelantan Maritime Operations Centre at 09-778 0070.

Penang chief minister: PDC will fully cooperate with investigations into MBI investment scheme
GEORGE TOWN, July 21 — Penang Development Corporation (PDC) has submitted documents to Bukit Aman Special Task Force on Anti-Money Laundering (AMLA) to assist in investigations into the MBI investment scheme. Penang chief minister Chow Kon Yeow said the Bukit Aman Special Task Force visited PDC on July 9 as part of investigations to trace and verify the flow of funds associated with the MBI money scheme. He said the special taskforce submitted an official request letter on July 9 for documents such as meeting minutes and financial documents related to the Penang World City (PWC) project. They also requested documentation of payments made to PDC for the purchase of land by Mutiara Metropolis Sdn Bhd (MMSB), formerly known as Tropicana Ivory Sdn Bhd (TISB). 'The focus of the investigation, as conveyed to PDC, is to examine whether any of the funds paid to PDC by MMSB between 2011 and 2019 may have been linked to the MBI scam,' he said. Chow, who is also PDC chairman, said PDC submitted all required documents to the Bukit Aman Special Task Force on July 18. 'It is important to highlight that PDC is assisting the authorities in its capacity as a stakeholder in past commercial transactions relevant to the probe,' he said. He said the visit by the Bukit Aman Special Task Force is part of a broader effort to track financial flows nationwide, involving multiple entities and jurisdictions. 'PDC has acted in accordance with due process throughout the period in question,' he said. Chow said there are four agreements signed pertaining to the PWC project, namely, the purchase and development agreement between Chief Minister of Penang Incorporation (CMI), PDC and Ivory Properties Group Berhad (IPGB) on November 11, 2011, first supplemental agreement on October 24 in 2013, second supplemental agreement on June 23 in 2014 and novation cum supplemental agreement on November 1 in 2019. He said MMSB stated that the reclamation works for PWC project is now at about 68 per cent completion as of July this year while the overall development progress is about 44 per cent completion. He reiterated PDC's commitment to transparency, integrity and full cooperation with all relevant enforcement agencies. In March this year, Chow said PDC does not have any direct links to the defunct pyramid scheme MBI. He had explained that PDC sold the RM1.07 billion Bayan Mutiara land through a request for proposal back in 2011 to Ivory Properties Group. He said the sale of the land was for a mixed development project to be built on 102.6 acres of reclaimed land, now called the PWC project. The Bayan Mutiara land sale was finalised in 2018 and the group appointed Tropicana Ivory Sdn Bhd to implement the project. On November 1 in 2019, PDC signed a supplemental agreement for the change in equity for Tropicana Ivory where Hemat Tuah had bought over 100 per cent of the company so TISB was renamed as MMSB. The scheduled completion for PWC is by November 11 in 2028. It was reported earlier this year that a brother of MBI founder Tedy Teow Wooi Huat is the major shareholder of Hemat Tuah while another individual, holding 15 per cent share, is said to be Teow's brother-in-law.

PETALING JAYA : The sessions court here has ordered the mother of Zayn Rayyan Abdul Matin to enter her defence on a charge of neglecting her six-year-old autistic son, while acquitting the boy's father of the same offence. Judge Syahliza Warnoh ruled that the prosecution had established a prima facie case against Ismanira Abdul Manaf, but failed to prove the necessary elements to require her husband, Zaim Ikhwan Zahari, to enter his defence. Both Ismanira and Zaim are 30 years old. Ismanira was given three options: to testify under oath from the witness stand, to give an unsworn statement, or to remain silent. She informed the court that she would testify under oath from the witness stand. Several family members were seen hugging Ismanira, who was in tears after the court stood down to proceed with the trial. Ismanira and her husband were charged last year with neglecting Zayn in a manner likely to cause him physical harm. The offence allegedly occurred at PJU Damansara Damai between noon on Dec 5 2023 – when the boy was said to have gone missing – and 9.55pm the following day, when his body was discovered in a stream near his home at Apartment Idaman, Damansara Damai. The charge was framed under Section 31(1)(a) of the Child Act 2001, read together with Section 34 of the Penal Code, which carries a maximum sentence of 20 years' imprisonment, a fine of RM50,000, or both, upon conviction. Haresh Mahadevan, Ramzani Idris, and Lavanesh Haresh represented the couple. Deputy public prosecutors Raja Zaizul Faridah Raja Zaharudin, Aqharie Durranie Aziz, and Nur Sabrina Zubairi conducted the prosecution.

Thailand claims Cambodia planted land mines, escalating dispute
BANGKOK: Thailand accused Cambodia of planting new land mines on the Thai side of the shared border, in an escalation of a bitter territorial dispute between the two countries. Three Thai soldiers were injured when they stepped on a land mine during a routine patrol along an established route within Thai territory on July 16, the Ministry of Foreign Affairs said in a statement late Sunday (July 20) The mines were not of a type used by Thailand and were recently laid in a "blatant violation of international law,' it said. "The Royal Thai Government condemns in the strongest terms the use of anti-personnel mines,' the ministry said, adding that it planned to take action against Cambodia under the United Nations' Anti-Personnel Mine Ban Convention as a state party while pursuing bilateral channels to resolve the ongoing dispute. "Thailand calls on Cambodia to cooperate on humanitarian demining efforts along the border of the two countries as bilaterally agreed by both Prime Ministers.' A spokesperson for the Cambodian government didn't immediately respond to a request for comment. The border dispute between the two countries has blown up into a major point of contention, especially since a May 28 exchange of gunfire which killed a Cambodian soldier. Thai Prime Minister Paetongtarn Shinawatra subsequently sought to calm tensions in a call with former Cambodian leader Hun Sen, but the conversation was leaked, triggering an uproar at home and the Thai leader's suspension as premier by a court. The foreign ministry's statement on the mines represents some of its strongest language towards Cambodia since the Constitutional Court suspended Paetongtarn pending an ethics probe into her handling of the dispute. The mines were found in Chong Bok, site of the May exchange of fire. Thai officials said that incident occurred because Cambodian soldiers were digging a trench in the border area and opened fire on Thai soldiers, while Cambodia said its troops have long been stationed there and blamed the Thai side for shooting first. Both countries have a history of clashes over land disputes but have largely maintained cordial relations since a deadly conflict in 2011 left dozens dead. But since May, both sides have massed troops along the frontier and limited land crossings that act as vital trade links. Cambodia has said it wants the International Court of Justice in the Hague to help settle the disputed status of Chong Bok and three other disputed border areas.
