Classes, gov't work suspended in NCR, Luzon provinces on July 23 —Palace

Work in government offices and classes at all levels in the National Capital Region and some provinces are suspended on Wednesday, July 23, 2025, due to inclement weather, Executive Secretary Lucas Bersamin said on Tuesday.
Through Memorandum Circular No. 90, Bersamin said the following provinces have no classes and government work as well upon the recommendation of the National Disaster Risk Reduction and Management Council due to the continuous heavy rainfall brought by the Southwest Monsoon (Habagat): Pangasinan, Zambales, Tarlac, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Occidental Mindoro, Ilocos Norte, Ilocos Sur, La Union, Quezon, Oriental Mindoro, Marinduque, Romblon, Masbate, Sorsogon, Albay, Camarines Sur, Catanduanes, Palawan, Antique, Aklan, Capiz, Iloilo, Guimaras, Abra, Mountain Province, Ifugao, Benguet, Nueva Vizcaya, Nueva Ecija, Laguna, and Negros Occidental.
However, agencies responsible for basic, vital and health services, preparedness and response duties must continue their operations to ensure continuity of essential government functions despite the declaration of work suspension.
Meanwhile, non-vital government employees of subject agencies and all other government employees may be engaged under approved alternate work arrangements, subject to applicable laws, rules and regulations.
The memorandum also indicated that the localized cancellation or suspension of classes and/or work in government offices in other regions may be implemented by their respective local chief executives, pursuant to relevant laws, rules and regulations.
The suspension of work for private companies and offices is left to the discretion

A total of 2,300 families in Bulacan and Rizal who were affected by the floods caused by the inclement weather have received aid from GMA Kapuso Foundation under its Operation Bayanihan project. According to "24 Oras" Wednesday, among those who received assistance were residents of Barangay Wawa in Balagtas, Bulacan, where the floods have been leg-deep since Tuesday. Residents, including Rodrigo Boado and his family, have been staying in an evacuation center for the past four days. "Nako napakahirap unang-una, syempre sa pagkain dahil wala naman kaming trabaho. Punta kami sa palengke, dadaan ka sa hanggang bewang na tubig," said Rodrigo, whose livelihood as a street food vendor was disrupted due to the heavy rains. The GMA Kapuso Foundation, along with the National Capital Region Command of the Armed Forces of the Philippines headed to Brgy. Wawa to distribute relief goods and bread to the residents. "Maraming, maraming salamat sa GMA [Kapuso] Foundation sa pagpunta lalona dito sa amin, makakatulong nang malaki ito sa amin," said Rodrigo. Relief was also brought to the residents who were affected by the floods in San Mateo, Rizal. The death toll due to Crising, the Habagat, and LPA had gone up to seven, with fatalities reported in Northern Mindanao, Mimaropa, Davao Region, Caraga, and Metro Manila. Continuous rains from Tropical Storms #DantePH and #EmongPH, worsened by the Southwest Monsoon, or habagat, have caused massive flooding in Pampanga, displacing thousands and inundating communities across several towns. In Bacolor, floodwaters reached up to four feet in Barangay Tinajero. The local government enforced a forced evacuation. Residents were seen salvaging important belongings from their homes. 'Yung sa Tinajero, housing project ito ng NHA… halos baha na yung 500 housing resettlement ng San Guillermo,' Bacolor Mayor Diman Datu said. As of 11 a.m. on July 23, 2025, the Pampanga Provincial Disaster Risk Reduction and Management Office (PDRRMO) reported at least 301 families or 945 individuals had been evacuated in Bacolor alone. The town had the highest number of evacuees across the province. Flooding also hit major roads in the City of San Fernando, including B. Mendoza Street in Barangay Sto. Rosario, which was rendered impassable. In Sasmuan, several houses were flooded, while in Candaba, early evacuations were carried out in the riverside barangays of Buas and Gulap. In Guagua, floodwaters reached knee level in Barangay Golangco around 2 p.m. on July 23, 2025. The PDRRMO reported that 223 barangays across 18 local government units were affected by flooding, with approximately 160,891 families or 527,648 people impacted throughout Pampanga.
