Over half a million residents affected by floods in Pampanga
In Bacolor, floodwaters reached up to four feet in Barangay Tinajero. The local government enforced a forced evacuation. Residents were seen salvaging important belongings from their homes.
'Yung sa Tinajero, housing project ito ng NHA… halos baha na yung 500 housing resettlement ng San Guillermo,' Bacolor Mayor Diman Datu said.
As of 11 a.m. on July 23, 2025, the Pampanga Provincial Disaster Risk Reduction and Management Office (PDRRMO) reported at least 301 families or 945 individuals had been evacuated in Bacolor alone.
The town had the highest number of evacuees across the province.
Flooding also hit major roads in the City of San Fernando, including B. Mendoza Street in Barangay Sto. Rosario, which was rendered impassable.
In Sasmuan, several houses were flooded, while in Candaba, early evacuations were carried out in the riverside barangays of Buas and Gulap.
In Guagua, floodwaters reached knee level in Barangay Golangco around 2 p.m. on July 23, 2025.
The PDRRMO reported that 223 barangays across 18 local government units were affected by flooding, with approximately 160,891 families or 527,648 people impacted throughout Pampanga.

Agri damage due to Crising, Dante, Emong, Habagat climbs to P1.12B
The damage incurred by the country's agri-fisheries sector due to the combined effects of Tropical Cyclones Crising, Dante, Emong, and the Southwest Monsoon (Habagat) has breached the P1-billion mark, according to the Department of Agriculture (DA). In its situation report, the DA-Disaster Risk Reduction and Management Operations Center reported that the damage and losses in rice, corn, cassava, high value crops, fisheries, livestock and poultry and agricultural infrastructure have ballooned to P1.12 billion with volume of production loss at 26,566 metric tons (MT). The weather disturbances affected 45,408 farmers and fisherfolk in and 43,741 hectares (ha) of agricultural areas in the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Zamboanga Peninsula, Northern Mindanao, Davao Region, and Socckskargen. Further damage and losses are expected in affected regions as assessment and validation is ongoing, according to the DA. As part of the efforts to carry out appropriate interventions for affected farmers and fisherfolk, the Agriculture Department said the following assistance are available: P653.01-million worth of agricultural inputs (seeds, seedlings, pesticides, forage seeds, free range chicken, and fingerlings) from DA Regional Field Offices CAR, I, II, III, IV-A, IV-B, V, VI, IX, X, and XII 43,940 bags of rice stocks from the National Food Authority (NFA) has been issued to Local Government Units of Palawan, Polangui, Pangasinan, Ramon, Provincial Social Welfare and Development Office (PSWDO) Albay, and Department of Social Welfare and Development (DSWD) Region III for distribution Quick Response Fund (QRF) for the rehabilitation and recovery of affected areas P400 million for the Survival and Recovery (SURE) Loan Program of the Agricultural Credit Policy Council (ACPC) with up to P25,000 loanable amount, payable in three years at zero interest Initial amount of P268 million for the indemnification of 45,980 insured affected farmers through the Philippine Crop Insurance Corporation (PCIC) The DA said its Regional Field Offices in the calamity-hit areas are undertaking the following: Conduct of field validation and needs assessment in areas affected by Southwest Monsoon and Crising, Dante, and Emong Close coordination with concerned NGAs, LGUs and other DRRM-related offices on the impact of the disaster, including road obstructions that may affect the food supply chain, and flooding that will cause further damage and losses Monitoring of agricultural commodities for any changes in prices and movement. In a special weather outlook for the occasion, PAGASA said on Friday that the Southwest Monsoon or Habagat will be the dominant weather system affecting the country during the SONA. 'On Monday, July 28, the Southwest Monsoon will bring mostly cloudy skies with chances of isolated rains or thunderstorms over Metro Manila, Ilocos Region, Cordillera Administrative Region (CAR), Western Visayas, Negros Island Region, Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, and Palawan,' PAGASA said. 'The rest of the archipelago will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms,' the state weather bureau added. PAGASA said the weather outlook will be updated if significant changes in the weather pattern occur. House Secretary General Reginald Velasco issued a memo for the austere holding of the SONA amid the impact of Tropical Cyclones Crising, Dante, Emong, and the Southwast Monsoon or Habagat on the country. "There will be no staged ceremonies, fashion coverage, or photo setups in the red carpet area," read the memo. "Members are respectfully urged to avoid ostentatious displays and exercise discretion in their wardrobe choices," it added. According to the memo, this is "in view of the recent calamities affecting several regions of the country." The Senate will also not roll out the red carpet for the opening of the 20th Congress, according to Senate President Francis 'Chiz' Escudero. Several parts of the country are still reeling from the effects of consecutive storms amid days of heavy rains. The reported death toll due to Tropical Cyclones Crising, Dante, Emong and the Southwest Monsoon or Habagat has increased to 25 as of Friday morning. MWSS-RO suspends disconnection activities in Maynilad, Manila Water service areas
The Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS RO) on Friday announced it has ordered concessionaires Manila Water Company Inc. and Maynilad Water Services Inc. to temporarily suspend all service disconnection activities due to non-payment of water bills within their respective service areas. In a statement, the MWSS-RO said the directive was issued in light of the combined devastation brought about by the Southwest Monsoon (Habagat) and Tropical Storms "Crising," "Dante," and "Emong.' The agency said suspension of service disconnection activities shall be effective for 15 days, from July 25, 2025 to August 8, 2025. The order, however, does not cover disconnection cases involving water service tampering, violations of Republic Act No. 8041 (Water Crisis Act), or other unlawful activities, the MWSS-RO noted. 'At this critical time, when access to clean, safe, and reliable water is essential to protecting public health, the MWSS RO has likewise instructed the Concessionaires to ensure water supply availability for all customers,' it said. 'Rest assured that the MWSS RO will continue to implement proactive measures to support communities and protect consumer welfare, especially during this time of adversity,' it added. Maynilad currently serves customers in the west zone, which covers the cities of Caloocan, Las Piñas, Makati, Malabon Manila, Muntinlupa, Navotas, Parañaque, Pasay, Quezon, Valenzuela. It also services certain areas in Cavite such as the cities of Bacoor, Cavite, and Imus; and the towns of Kawit, Noveleta, and Rosario. Manila Water, on the other hand, has the exclusive right to provide water and used water services to the east zone of the franchise area of the Metropolitan Waterworks and Sewerage System (MWSS), which services 23 cities and municipalities in Metro Manila and Rizal. These include Mandaluyong, Makati, Pasig, Pateros, San Juan, Taguig, Marikina, and parts of Quezon City and Manila. The towns of Angono, Baras, Binangonan, Cainta, Cardona, Jalajala, Morong, Pililia, Rodriguez, Tanay, Taytay, Teresa, San Mateo and Antipolo in the province of Rizal are also part of the East Zone. —VAL, GMA Integrated News
