Saudi graduates see record job market entry in 2024
Youth employment for Saudis aged 15–24 also climbed to 36.2%, compared to 18% in 2020.
Launched by Crown Prince and Prime Minister Mohammed bin Salman in 2021, the HCDP is a key Vision 2030 program aimed at equipping citizens with the skills and capabilities needed across all life stages.
The program focuses on aligning education outcomes with labor market demands, while investing in national talent to enhance Saudi Arabia's global competitiveness.
In technical and vocational education, the employment rate within six months of graduation rose to 47.81%. The program launched six new strategic academies and activated four local technical colleges, focusing on fields such as tourism and hospitality.
Five international academies trained more than 150,000 individuals, while overall enrollment in vocational education increased to 30.54%, surpassing the program's 2024 targets.
To support quality training, more than 130 technical colleges were upgraded with training equipment, and digital platforms were enhanced to expand access across the Kingdom.
On the entrepreneurship front, HCDP empowered 40 startups through advanced programs in collaboration with Stanford and UC Berkeley. These startups received executive leadership coaching, participated in 220 sessions with global experts, and gained access to Silicon Valley's innovation ecosystem.
As a result, the supported startups attracted SR42 million ($11.2 million) in venture capital and created 120 new jobs.
Forty founders were admitted to top-tier international business incubators, reinforcing Saudi Arabia's progress in global innovation indices.
The program also helped drive momentum in Silicon Valley with 29 entrepreneurial and investment events and four investor days that connected Saudi startups with international financiers. Additionally, 120 university-based startups were supported, over 11,000 students trained in entrepreneurship, and 60 new companies launched via regional accelerators. Three new university-based incubators were also established.

Sharjah, The Sharjah Chamber of Commerce and Industry (SCCI) hosted a graduation ceremony for 26 participants of the 2nd cycle of the 'Strategic Business Leadership Programme 2024–2025". The participants comprised employees from both government and private-sector institutions operating in the emirate. Held under the theme "Begin Your Successful Leadership Journey", the programme was organised by the Sharjah Training and Development Centre (STDC) affiliated with the Chamber, in cooperation with the Spain-based University of Salamanca. It focused on equipping participants with advanced methodologies to foster sustainable leadership, draft strategic plans and innovative solutions in work environments, and cultivate future-oriented organisational cultures. The ceremony was attended by H.E. Abdallah Sultan Al Owais, Chairman of SCCI; H.E. Mohammad Amin Al Awadi, Director-General of SCCI; and Maryam Saif Al Shamsi, Assistant Director-General for the Support Services Sector at SCCI, along with representatives from the participating government entities. The second edition of the programme attracted high-potential talents from both government and private sectors. Its training modules covered key areas, including business psychology, artificial intelligence (AI) in next-generation institutional leadership, design thinking in challenge management, innovative strategy development, risk management techniques, creative institution design, and organisational innovation. In his remarks, H.E. Abdallah Sultan Al Owais said that the Strategic Business Leadership Programme aims to produce a new cadre of qualified leaders, reflecting the fundamental shifts in institutional leadership concepts. 'Digital technologies require unconventional leadership capabilities. Accordingly, the Sharjah Chamber adopts an advanced leadership development framework focused on adaptability and continuous growth, equipping leaders to merge practical experience with contemporary management knowledge,' he added. For her part, Maryam Saif Al Shamsi noted that the programme was designed to offer a comprehensive educational experience combining theoretical content with applied practice. It featured workshops led by accredited international experts and practical capstone projects. She added that the programme concluded with a field study tour to Spain in collaboration with the University of Salamance, offering participants a unique opportunity to explore global best practices and gain hands-on experience and global insights that will enhance their careers and strengthen their leadership skills. The graduation ceremony featured a visual presentation outlining the programme's milestones and the comprehensive training offered to participants. The programme integrated academic insights from renowned global institutions with hands-on learning through workshops and project work. This approach underscored the programme's value in equipping participants with both theoretical expertise and practical leadership competencies. The ceremony concluded with H.E. Abdallah Sultan Al Owais and Maryam Saif Al Shamsi honouring the programme's participants, representing the Sharjah Electricity, Water, and Gas Authority (SEWA) and other government and private entities operating in Sharjah. Paul Hilton to lead Mott MacDonald's Middle East, South Asia and international development business
Mott MacDonald, the global engineering, development and management consultancy, has appointed Paul Hilton as managing director for its Middle East, South Asia and international development business. He takes on this role after three years leading operations in Mott MacDonald's Middle East business. In his new role Paul will be responsible for a team of almost 3000 people. The focus of their work spans the delivery of world class projects across energy, infrastructure and buildings in the Middle East and South Asia, and donor-funded development projects in low- and middle-income countries across Asia and Africa. Paul began his career at Mott MacDonald in 2002 and has extensive international experience in engineering, management and development consulting in a variety of markets including rail, aviation, environment, water, power transmission and nuclear research. Before moving to the Middle East, he was Mott MacDonald's advisory and international development lead for South East Asia, based in Singapore, and his career also spans major business hubs in Europe and North America. Iraq's Basra governorate awards mega desalination project to Sino-Iraqi consortium
Iraq's Basra Governorate has awarded a major seawater desalination project to a consortium comprising Iraq's Al-Rida Group and Power Construction Corporation of China (PowerChina) Mobilisation for the 1 million cubic metres per day (m3/day) project, which will use reverse osmosis technology, has started, a statement issued by the Basra governor's office said. The project scope also includes a dedicated power station to secure uninterrupted electricity for operations, and a 240-kilometre water transmission network connecting to nine main distribution centres across the governorate. The statement didn't disclose project costs or timelines. PowerChina has delivered over seven desalination projects in the region, including the 900,000 m³/day Taweelah plant in Abu Dhabi, the world's largest reverse osmosis facility, and the Rabigh 3 and Jubail plants in Saudi Arabia (600,000 m³/day each).
