South Korea's brain drain – Why top talent is leaving

South Korea is losing its best and brightest to foreign institutions and companies.
SEOUL - As South Korea ramps up its efforts to attract global talent by lowering visa hurdles and expanding scholarship opportunities for international students, its own highly educated professionals are quietly slipping away.
Behind the nation's push to become an innovation hub lies a sobering reality: South Korea is losing its best and brightest to foreign institutions and companies that offer better pay, richer research environments and more promising career paths.
At the centre of the exodus are South Korea's top universities and artificial intelligence (AI) research departments.
Seoul National University, long considered the pinnacle of higher education in the country, has seen 56 professors leave for overseas positions in the past four years alone.
Among them are not only scientists and engineers.
According to the South Korean Education Ministry data, revealed by lawmaker Seo Ji-young, 28 professors in the humanities and social sciences, 12 in the natural sciences, 12 in engineering, three in the arts and physical education, and one in medical sciences departed for institutions in the United States, Hong Kong, Singapore, China and elsewhere – lured by salaries up to four times higher than what Seoul can offer, along with generous research budgets and housing support.
The loss of talent is accelerated by a domino effect: professors leave regional schools for Seoul – and from Seoul, they leave the country altogether.
Data from South Korea's four major public science and technology institutes in the region – Korea Advanced Institute of Science & Technology (KAIST), Gwangju Institute of Science and Technology (GIST), Daegu Gyeongbuk Institute of Science and Technology (DGIST) and Ulsan National Institute of Science & Technology (UNIST).
DGIST and UNIST – reveals a similar pattern. Between 2021 and mid-2025, 119 faculty members left these institutions. Many moved to Seoul, but a significant number, including 18 professors, relocated abroad.
Root causes
The root causes of this talent outflow are systemic. South Korean universities suffer from frozen tuition fees, stagnant faculty salaries and a rigid seniority-based pay system.
While public and private universities struggle to maintain competitive compensation, top global universities are actively headhunting South Korean talent. A professor making around 100 million won ( S$93,000) in Seoul may receive an offer of over US$330,000 ( S$421,980 ) abroad.
'With a salary gap of over four times, considering the benefits of doing research with abundant resources and receiving support for housing, there is really no reason to turn down a really good offer,' an assistant professor researching in AI who wished to be anonymous told The Korea Herald.
Experts say the widening compensation gap between domestic and foreign universities stems largely from the deteriorating financial health of South Korean higher education institutions.
For the past 17 years, the government has effectively frozen tuition fees by withholding certain types of national scholarships from universities that attempt to raise them. This freeze, coupled with the inability to adjust tuition for inflation, has placed universities under significant financial strain.
According to the South Korean Ministry of Education, the average salary for private university professors increased by a mere 0.8 per cent over five years, from 100.6 million won in 2019 to 101.4 million won in 2024. These figures are based on full professorships; assistant professors earn considerably less.
Conditions are even more dire at regional universities. A report submitted to the National Assembly by lawmaker Seo shows that, excluding Seoul National University, nine major national universities collectively lost 323 professors between 2021 and May 2025.
Korea's AI experts leaving
In parallel, South Korea's AI talent pool is also thinning. According to the Korea Chamber of Commerce and Industry's Sustainable Growth Initiative, the country ranks No. 35 out of 38 OECD nations in AI talent retention. As at 2024, for every 10,000 people, 0.36 AI professionals leave South Korea, while countries like Luxembourg and Germany are net importers of such talent.
Industry leaders and academics point to a lack of career development opportunities, insufficient computing infrastructure, and a heavy reliance on short-term performance evaluations.
Surveys indicate that salary remains the top reason for choosing a job, with 85 percent of AI researchers listing it as their primary concern. And while US PhD holders in AI fields can expect starting salaries well over US$114,000 – more than US$139,000 for computer science majors – the average salary for a Korean doctoral researcher in the private sector hovers around 41 million won – barely a quarter of their overseas counterparts.
Perception among researchers – that 'smart people don't stay here' – also plays a major role.
'Since there are better talent pools in laboratories at institutions abroad, and because major conglomerates prefer graduates from international schools, as they guarantee English speaking skills and expertise, people prefer to study abroad whenever they have the chance,' an AI researcher at one of South Korea's biggest conglomerates, who graduated from a domestic institution, told The Korea Herald.
'There is definitely a perception among colleagues. If a person has studied abroad, people tend to think they have 'something more' – that they are better than those who studied domestically.'
Recognising the dire situation the country faces, South Korean President Lee Jae Myung ordered newly appointed Prime Minister Kim Min-seok during their first meeting to devise measures to secure top talent in fields such as AI and biotechnology in response to the recent outflow of domestic talent.
To counter this trend, experts are calling for a shift in national strategy – from merely preventing brain drain to fostering 'brain circulation'. This means creating an ecosystem that not only retains domestic talent but also welcomes international professionals and encourages overseas South Koreans to return.
Recommendations include implementing performance-based compensation, offering globally competitive research infrastructure and expanding international joint research programs.
'Ultimately, the question is not whether South Korea can produce talent, but whether the country can evolve its systems fast enough to keep that talent from seeking greener pastures,' said a student currently pursuing a graduate degree in AI.
'Without proper compensation and opportunities to grow as an expert, the brightest minds will leave the country.' THE KOREA HERALD/ASIA NEWS NETWORK

Singapore start-up aims to halve the price of sustainable marine fuel

[SINGAPORE] Through their own startup, two scientists are tackling a major challenge in the maritime industry's green push: the high cost and low supply of sustainable methanol. In 2022, Lim Kang Hui and Haw Kok Giap – both then researchers at the National University of Singapore (NUS) – founded CRecTech, short for 'carbon recycle technologies'. The core offering: a unique catalyst technology that reduces the costs and emissions involved in making certain chemicals. CRecTech is currently applying this to methanol production. 'The problem now is actually the limited supply of green methanol,' said Dr Lim, the startup's chief executive. 'This is why we're trying to focus on that – providing that affordable green methanol solution.' Added Dr Haw, who is chief operating officer (COO) and chief technology officer (CTO): 'We expect that compared to conventional biomethanol production, we can achieve up to 50 per cent cost reduction in capital expenditure and operational expenditure.' The pair received initial funding from the NUS Graduate Research Innovation Programme and Enterprise Singapore's Startup SG Founder Grant. Sign Up Sign Up CRecTech has since grown to five people and is now in the pre-seed stage. Last year, it received US$500,000 funding as part of the Breakthrough Energy Fellows – Southeast Asia programme, backed by Temasek, Enterprise Singapore and Bill Gates' climate organisation Breakthrough Energy. Charting a new course The startup's catalyst technology was developed over the past decade by Dr Haw, who has a PhD in chemistry and left NUS to run the startup full time. The technology is now patented. Said Dr Lim: 'The process is known in the literature, but the specific details of our process is our trade secret.' Initially, CRecTech wanted to use this catalyst to make hydrogen production greener, by reducing the energy and carbon footprint of 'steam reforming' – the most common production method. But this proved unpopular with venture capitalists, said Dr Lim. 'Venture capitalists said they are looking to invest in new, emerging technologies – they are not looking for improvements in existing ones.' The startup thus pivoted to sustainable maritime methanol, which is more novel. In 2023, it pitched its catalyst technology for biomethanol production in the Port Innovation Ecosystem Reimagined at Block71's (Pier71) Smart Port Challenge – and won second place, cementing its shift towards the maritime sector. Pier71 is a joint startup incubator and accelerator by NUS Enterprise and the Maritime and Port Authority of Singapore. Green but costly An example of CRecTech's proprietary catalyst technology. PHOTO: DERRYN WONG, BT Green methanol is one of the alternative fuels expected to replace petroleum-based ship fuel. Methanol made from fossil fuels is readily available, but not sustainable. Green methanol – made from non-fossil fuel sources – can cut emissions of carbon dioxide by up to 95 per cent and nitrogen oxide by 80 per cent, while eliminating sulphur oxide and particulate matter. However, green methanol is two to five times more expensive than normal methanol. According to research firm Bloomberg NEF, low-carbon methanol made up less than 1 per cent of global methanol production in 2024. Furthermore, the maritime industry's demand for green methanol remains extremely low, as not many ships can use it. But Dr Lim expects this demand to increase in the coming years, as regulations prompt shipping companies to cut emissions. He noted that Europe now penalises shipping emissions through its Emissions Trading System scheme, while the International Maritime Organization is adopting stricter emissions targets. The global green methanol market was around US$2 billion in 2024 and is expected to increase to US$37 billion by 2034 with a compound annual growth rate of 34 per cent, according to Precedence Research, while an increasing number of new ships are being built that can use alternative fuels – including methanol. Making it cheaper There are two forms of green methanol: biomethanol that is made from organic sources and e-methanol that is synthesised from hydrogen and carbon dioxide, with electricity used to obtain the hydrogen. E-methanol is more expensive to produce, costing around US$800 per tonne compared to around US$400 for biomethanol, based on CRecTech estimates. CRecTech's process slashes the production cost of biomethanol to US$200 per tonne, bringing it closer to the US$150 per tonne cost of conventional methanol production. This is achieved by making the process shorter and less energy-intensive. In normal biomethanol production, organic material ferments and produces biogas, a mixture of methane and carbon dioxide. This biogas is 'upgraded' to become synthesis gas – a mixture of hydrogen and carbon dioxide – and then 'conditioned' to achieve the correct ratio of each gas, before being used to make methanol. With CRecTech's catalyst, biogas can be converted to synthesis gas in the correct proportion and purity, skipping the upgrading and conditioning steps. The process also takes place at a lower temperature, saving energy. Towards the end of 2025, CRecTech will hold a funding round and expand its headcount in preparation for scaling up production. It aims to create a pilot system that can generate 30 tonnes of methanol a year, followed by a commercial-scale demonstration facility by 2028. The facility is likely to be located in Malaysia or Indonesia and use palm oil effluent – a waste byproduct of palm oil production – to create 5,000 to 10,000 tonnes of methanol a year. 'It will be a first-of-a-kind demonstration of our technology at a commercially relevant scale,' said Dr Lim. 'And once we can show that, what we'll do is scale and multiply the same system… in parallel to other biomass sites.' In the long term, the company may help to power more than just ships. While CRecTech is currently focused on supplying green methanol to the maritime sector, it will consider other opportunities in the future, said the founders. This is because methanol and synthesis gas have numerous industrial applications, such as the production of plastics, sustainable aviation fuel and various chemicals.

Startup partnerships can help corporations unlock deep tech innovation

DEEP tech – including breakthroughs in artificial intelligence (AI), synthetic biology, quantum computing and advanced materials – is shaping the future of industries, economies and everyday life. In 2023, the global deep tech market was valued at US$548 billion, and it is expected to grow to US$2.7 trillion by 2034, according to Future Market Insights. These technologies are not just creating new products and services; they are driving transformations in key industries such as energy, healthcare, mobility and manufacturing. Governments are responding accordingly: the US Chips Act, Europe's EIC Accelerator, and China's sovereign AI programmes reflect a shared strategic priority – accelerating deep tech commercialisation. For corporations, the implications are clear. Capturing the value of deep tech is no longer optional. It is crucial to develop long-term competitiveness. Yet despite growing urgency, many firms find that internal research and development (R&D) effort alone is not delivering at the speed or scale desired. Why corporate R&D alone often falls short Corporations are not short on resources or talent. Yet, deep tech innovation presents structural challenges that traditional R&D systems struggle to overcome. Siloed organisation structures often separate research teams from business units, procurement, and compliance functions. Layered decision-making slows down experimentation momentum. Short-term performance focus creates friction with the long development timelines that deep tech requires. And many organisations lack internal capabilities to evaluate unproven technologies at early maturity stages. Startups, by comparison, operate differently. They plan scientific and commercial milestones around the urgency and constraints of limited capital and time. Their flat teams enable faster iteration and testing cycles, guided by market feedback and commercial traction. According to Startup Genome's 2023 deep tech report, top-performing startups consistently compress time to Technology Readiness Level 7 (real-world prototype validation) through agile development, lean operating models, and fast feedback cycles. Sign Up Sign Up These dynamics do not suggest that startups are inherently superior. Corporations bring advantages that startups often lack – such as regulatory expertise, global market access, and deep industry relationships. This contrast reveals an opportunity: partnerships that combine the scale and resources of corporations with the speed and adaptability of startups. What effective partnerships can achieve When structured correctly, corporate-startup partnerships can accelerate time to market, de-risk emerging technologies and create value for both parties. For example, Tokio Marine subsidiary ID&E launched a pilot to modernise road maintenance in Japan using deep-tech startup partnerships. Traditionally reliant on manual inspections, the company saw an opportunity to shift from reactive repairs to predictive maintenance. It did this by integrating AI-enabled mobile tools using smartphone video to detect road defects in real time – eliminating bulky sensors and significantly improving speed and accuracy. This aligned with Japan's market shift from new construction to maintenance of ageing infrastructure, and helped ID&E close capability gaps in data collection and analysis. Building on the pilot's success across multiple prefectures, ID&E launched a broader initiative in Singapore under the Economic Development Board's Corporate Venture Launchpad programme, aiming to deliver predictive, AI-supported road asset management across South-east Asia's US$13 billion to US$14 billion road maintenance market. Another example comes from wastewater treatment startup Hydroleap which partnered with IX Technology to reduce the environmental impact of water-intensive data centres in Singapore. Hydroleap's electrochemical solution removes up to 95 per cent of pollutants and cuts water discharge by 70 per cent, offering a more sustainable approach to cooling tower operations as industrial water demand – and AI data processing – surges. With plans to expand across Malaysia and Vietnam, the partnership reflects how deep-tech solutions can scale rapidly when paired with the right industry platform. These examples demonstrate that when corporates provide the structure, and startups provide the technical domain expertise, the combination can outperform either approach alone. A framework for high-impact startup partnerships Despite the potential, many corporate-startup collaborations fail to scale. Based on observation across sectors, four enablers consistently distinguish successful partnerships: Protected pilot space Corporates must create dedicated environments – what we call 'sandboxes with teeth' – where startups can test technologies under real-world conditions without navigating standard corporate procurement and compliance processes. These spaces require their own budgets, legal protocols, and executive sponsorship. Business-aligned ownership A pilot that succeeds technically but lacks business unit buy-in rarely moves forward. Tie partnership outcomes to operational KPIs and profit-and-loss goals from the start. This ensures shared accountability and increases the likelihood of scale-up. Startup translators Startups and corporates operate on different assumptions. Hiring individuals who understand both environments – start-up 'translators' – can bridge communication, translate startup value into corporate context, and align expectations throughout the collaboration. Portfolio thinking Rather than investing in isolated pilots, manage startup collaborations as a portfolio of experiments. Measure learning velocity – how quickly lessons from one engagement are reused across the organisation – and create stage gates to reallocate resources towards the most promising pilots. The strategic imperative Startup partnerships are not a shortcut. They are a strategic mechanism to unlock value that internal systems alone cannot deliver. Corporations that rely solely on internal R&D risk falling behind more agile players – both startups and competitors who collaborate with them. With the right structures in place, corporations can accelerate innovation, reduce risk, and bring transformative technologies to market faster. [NEW YORK] Non-fungible tokens (NFTs), once a burgeoning scene for crypto traders and enthusiasts, seem to have lost much of their allure as trading volumes in the once-hot sector have now declined for the fifth straight quarter. Trading in the digital assets, best known for their collectible cartoon avatars and viral memes, declined to US$823 million in the second quarter, down from US$4 billion during the prior-year period, according to data compiled by DappRadar. A 19 per cent decrease in total trading volume made 2024 the worst year ever for NFT traders, but this year's data suggest the downturn is far from over. The second quarter marks the weakest performance for the space since the NFT market peaked in 2022, when annual trading volume reached more than US$50 billion. At the time, digital collectibles were sometimes sold for six-figure sums, driven by big-name celebrity endorsements from Tom Brady and Justin Bieber, before prices collapsed. NFTs serve as blockchain certificates that authenticate ownership of a particular asset. Although the sector saw a slight rise after the election of US President Donald Trump, it has not rebounded as strongly as Bitcoin and other major tokens. The Bitwise Blue-Chip NFT Collections Index, which monitors the performance of leading, high-profile projects in the NFT arts and collectibles space is down 52 per cent since the presidential inauguration in January. Trump has offered four different collections of NFTs that feature images, ranging from the president in a superhero costume to one where he is holding figurative Bitcoin. Each collection sold out in a matter of hours. Trump also held a dinner with buyers of his NFTs last year. BLOOMBERG
