Parliamentary Affairs Minister Kiren Rijiju reiterated that a discussion on SIR cannot be allowed under parliamentary rules. "The government is ready to discuss any issue as per rules. But this is a process undertaken by a constitutional authority and it's not the first time it's being done," he said. Citing former Lok Sabha Speaker Balram Jakhar, he added, "What is not favoured by rules and convention cannot be discussed." He also asked who in the House would answer on behalf of the EC. Opposition leaders, however, remain firm. Rahul Gandhi, after a meeting with Speaker Om Birla, accused the EC of acting on behalf of the BJP. "Currently, members are submitting notices on a range of issues, but there is no consensus among them," a source said. Deputy Chairman Harivansh, addressing members in the Upper House on Thursday, urged them to use Question Hour and Zero Hour more productively. "This session provided opportunities for 120 questions, 120 Zero Hour submissions and 120 Special Mentions. But only 11 questions, three submissions and 17 mentions could be taken up. The House has lost 30 hours and six minutes of members' time-not government business time," he said.

Ahead of Cong protest, ex-minister seeks copy of ‘2023 letter'; no record, says Karnataka CEO
Ahead of Congress's protest scheduled on August 5 in Bengaluru over alleged voter fraud during 2024 Lok Sabha elections, former minister H Nagesh had written to the Chief Electoral Officer, Karnataka, seeking a copy of a complaint he claimed he had submitted in April 2023 alleging forged entries in voters' list. The CEO's office, however, denied receiving any such complaint. Nagesh contested the 2023 polls from Mahadevapura constituency in Bengaluru and lost by a margin of 44,000 votes to BJP's S Manjula. On July 31 this year, in a letter to the state election commission, he said, 'I, H Nagesh, wish to bring to your kind attention that we had earlier during April 2023, submitted a list containing details of alleged forged entries in the voters list pertaining to our constituency 174 Mahadevapura. This issue is of grave concern as it affects the transparency and fairness of the electoral process. However, we have misplaced the list of documents — we do not have a copy of the submitted documents for our records. We kindly request you to share a copy of the document which we had submitted.' The letter was shared on the official X handle of the Chief Electoral Officer, Karnataka, and the reply attached. Yogeshwar S, Joint Chief Electoral Officer, in a letter dated August 2, said that 'this office does not have records of any such letter received from you during April 2023 on the issue of electoral rolls with a list containing details of alleged forged entries in the voter list pertaining to 174-Mahadevapura Assembly constituency, which you have suddenly raised now.' 'This office has a statutory copy of the electoral roll which is also available online and is always handed over to the candidates during the elections, including you while you were a contesting candidate,' the letter said. 'Since then, you have not filed any petition with respect to 174-Mahadevapura Assembly Constituency as per Section 80 of the Representation of the People Act, 1951 nor any appeal to either the first appellate authority or second appellate authority against entries in the electoral rolls published in 2023 as per Section 24 of the Representation of the People Act, 1950,' it said.

PM Modi, Amit Shah meet President Murmu separately at Rashtrapati Rhavan
Prime Minister Narendra Modi and Union Home Minister Amit Shah on Sunday called on President Droupadi Murmu separately within hours at the Rashtrapati Bhavan here. It was not known the reasons behind the subsequent meetings of the prime minister and the home minister with the President. "Prime Minister Shri @narendramodi called on President Droupadi Murmu at Rashtrapati Bhavan," the Rashtrapati Bhavan said on 'X'. Hours later, the Rashtrapati Bhavan again wrote on 'X', "Union Minister for Home Affairs and Cooperation, Shri Amit Shah called on President Droupadi Murmu at Rashtrapati Bhavan." The home minister also wrote on 'X' sharing a picture of his meeting with President Murmu. "Called on Hon'ble President Smt. Droupadi Murmu Ji at Rashtrapati Bhavan." However, there is no words so far from the prime minister's office. This was the first meeting of the prime minister with the President after his recent visit to the United Kingdom and the Maldives. The meetings came against the backdrop of the logjam in Parliament over the Opposition's demand for a discussion on the Special Intensive Revision (SIR) exercise in Bihar ahead of the assembly elections in the state. Except discussions in both Houses on Operation Sindoor, Parliament has seen little business ever since the Monsoon session began on July 21. Also, the Lok Sabha last week approved the extension of the President's rule in Manipur for six more months, while the Rajya Sabha is yet to take up the motion for discussion. The President's rule was imposed in the Northeastern state on February 13. The prime minister's meeting with the President also came days after US President Donald Trump announced 25 per cent tariffs on exports from India and an unspecified penalty because of New Delhi's purchases of Russian military equipment and oil. The meetings also came nearly two weeks after Jagdeep Dhankhar on July 21 tendered his resignation as vice president to the President citing health grounds. The vice president also functions as the chairman of Rajya Sabha. The Election Commission last week announced that election of vice president will take place on September 9. The electoral college for the vice-presidential election comprises all elected and nominated members of the Rajya Sabha and all members of the Lok Sabha.
