Indore: Taking a firm stand against habitual traffic offenders, Indore Transport Department began the process of cancelling registrations of vehicles for violating traffic norms more than 10 times.

Collector Asheesh Singh had issued instructions during a recent review meeting of Intelligent Traffic Management System (ITMS) to initiate strict action against drivers who repeatedly flouted traffic rules. He had specifically asked Regional Transport Officer (RTO) to commence proceedings for cancellation of vehicle registrations of repeat offenders.
Following the directives, Transport Department has issued notices to 31 vehicle owners, informing them of the impending cancellation of their vehicle registrations.
Regional Transport Officer Pradeep Sharma confirmed receiving a list of 31 vehicles that include bus, four-wheelers, and two-wheelers, from Indore Smart City Development Ltd that manages ITMS. These vehicles have accumulated at least 10 serious traffic violations each, including repeated red-light jumping and other significant infractions.
The owners of all these vehicles have been asked to respond to the RTO notices within seven days.
The notice states that if a satisfactory response was not provided within the stipulated time, the vehicle registration would first be suspended and subsequently cancelled. "Once the vehicle registration is cancelled, the same can't be plied on the road and if found, it would be seized," Sharma said.
Singh emphasised that adherence to traffic rules was mandatory for maintaining traffic discipline and controlling road accidents. He reiterated that strict action would be taken against those who repeatedly violate the rules. This initiative is seen as a important step towards making Indore a city with a safer and more streamlined traffic system, he said.

The Andheri Regional Transport Office (RTO) issued the certificate to Tesla India Motors and Energy Pvt Ltd, the local subsidiary of the US-based electric carmaker, as per the procedures laid out under the Motor Vehicles Act, PTI reported. 'A trade certificate has been granted to Tesla India following due inspection of the facilities mentioned in their application,' a senior RTO official told PTI, confirming the development. 'This includes the showroom, vehicle parking area and warehousing facility.' Meanwhile, the EV company posted on X, stating "Coming soon" The trade certificate, granted under Rule 35 of the Central Motor Vehicle Rules, allows authorised dealers and manufacturers to move unregistered vehicles legally on public roads under specific conditions. It is valid for five years and permits activities like vehicle display, test drives, delivery runs, and workshop movement. 'This is a procedural requirement for all auto dealerships,' said a retired transport official. 'With this in place, Tesla can now operate demo cars, initiate customer trials and begin the registration process for retail sales.' Tesla's India entry ends years of speculation and signals the start of its commercial operations in one of the world's fastest-growing EV markets. According to reports, Tesla plans to launch its bestselling Model Y in India initially. The company has selected a premium location for its first retail outlet. As per the registration documents reviewed by PTI, Tesla's showroom is located on the ground floor of the Maker Maxity commercial complex, adjacent to a shopping mall at North Avenue in Mumbai's BKC. Tesla's after-sales operations will be handled from its service and warehouse centre at Lodha Logistic Park in Kujupada, Sakinaka — around six kilometres from the showroom and close to the Mumbai international airport. Maharashtra Transport Commissioner Vivek Bhimanwar confirmed Tesla's application for the certificate was processed by the Andheri RTO. Switzerland-headquartered Tesla, helmed by Elon Musk, has long expressed interest in India but delayed its plans over policy hurdles and import duty concerns. Its entry now aligns with India's push for electric mobility and follows recent moves to ease localisation rules for foreign EV manufacturers. Motorists in Hyderabad are facing confusion over inconsistent enforcement of High Security Registration Plates (HSRP) by traffic police, with many claiming they have been penalised despite receiving no clear instructions on how to comply with the mandate. Vehicle owners, particularly those with older registration numbers, have reported receiving challans ranging from ₹100 to ₹300 for what are being classified as 'irregular number plates'. What has sparked discontent is not the fine itself, but the lack of clarity on how to obtain HSRPs, especially for vehicles registered before the current system was introduced in 2019. Aditya Rao, a private employee working in Gachibowli, said he received a challan for an 'irregular number plate' for his two-wheeler in December 2024. 'The vehicle was a 2016 purchase. Back then we didn't have this system of getting your number plates from the showroom like it is now. I got it done in due time and honestly I wasn't aware of the violation until I was slapped with the challan,' he said. Other residents shared similar concerns. Arun Abraham, a resident of Sanathnagar, was issued a challan in June 2025 for his car, registered in 2014. 'The vehicle was registered before HSRPs became mandatory. There has been no official notification or instruction from the State government on how owners of older vehicles can make the switch,' he said. Jurisdictional overlaps are compounding the confusion. Residents say traffic police stations across different zones, Hyderabad and Cyberabad, appear to be enforcing the rule with varying interpretations. Arun noted that although he resides within Cyberabad limits, he was fined in the Hyderabad zone. 'I went to the Begumpet traffic police station to understand the reason. They acknowledged that they had been asked to issue challans but did not know how to facilitate the conversion to HSRP. They simply directed me to the RTO,' he said. This situation unfolds in the backdrop of a planned enforcement drive by the Hyderabad and Cyberabad police in coordination with the Telangana Transport Department. The aim was to ensure compliance with HSRP requirements, mandated under the Motor Vehicles Act, as a safety and traceability measure. However, the lack of preparatory groundwork is now creating more chaos than compliance. HSRPs are designed to be tamper-proof and are linked to a centralised database. While their phased rollout has been underway across India, implementation in Telangana, particularly Hyderabad, has been uneven. The lack of a formal Government Order specifying how and when owners of older vehicles must switch to HSRPs has only added to the confusion. Many commuters see the ongoing enforcement as premature in the absence of such official clarity. Several vehicle owners who attempted to book appointments online reported technical issues. 'I am trying to get an appointment on but it keeps giving me an error asking for a 'correct registration number'. All details, including chassis and engine numbers, are being entered correctly, yet I keep getting these error messages,' said one user on Reddit. Another user wrote, 'Unable to apply for HSRP—facing the same error for Telangana. Tried contacting HSRP support but received no reply. All documents are within the validity period.'
