URA Draft Master Plan 2025 unveils new housing in Dover, Defu, Newton and Paterson

The Urban Redevelopment Authority (URA) has unveiled its Draft Master Plan 2025, outlining Singapore's land use and development goals for the next 10 to 15 years. New housing estates will be introduced in key areas including Dover, Newton, Defu, and Paterson. These developments aim to deliver at least 80,000 public and private residential units islandwide.
In Dover, a new housing estate located near one-north and several tertiary institutions will feature approximately 6,000 homes in its eastern section, with development set to begin in November 2025. A Government Land Sales site along Dover Road will accommodate the first 625 private apartments. In Newton, the proposed estate will include 5,000 private homes anchored by a high-density mixed-use development adjacent to Newton MRT station and Newton Food Centre. The plan includes converting Monk's Hill Road into a linear park while integrating heritage buildings and mature trees.

As part of broader urban enhancements, URA plans to introduce community hubs modeled after Our Tampines Hub in Sengkang, Woodlands North, and Yio Chu Kang. Additionally, more green spaces and recreational facilities are planned for the north-west region of Singapore. In Bishan, new office and retail developments will be supported by a revamped bus interchange, a new hawker center, and a polyclinic. The area is expected to serve as a sub-regional center, potentially matching Paya Lebar Central in commercial capacity.

The Draft Master Plan also covers long-term transformation projects in former industrial and special-use areas. The former Sembawang Shipyard, which will close in 2028, and the Singapore Racecourse in Kranji, which hosted its final race in 2024, are both being considered for redevelopment into residential precincts.
City center revitalization and heritage preservation plans
URA's plans include measures to refresh Singapore's city center and enhance connectivity. At Dhoby Ghaut Green, a new elevated pedestrian link bridge will connect the expanded Istana Park to Fort Canning Park. Another bridge linking Marina Centre and Bay East Garden is scheduled to be completed by 2029 to support cyclists and pedestrians.
The URA also announced efforts to preserve heritage, including proposals to conserve buildings such as the NatSteel Steel Pavilion and the former Pasir Panjang English School. In Newton, heritage buildings will be retained and incorporated into new developments to maintain the district's character.
Land optimization and infrastructure for future growth
To support the demands of future development, agencies such as JTC Corporation are continuing feasibility studies for major infrastructure projects. One such project includes Gali Batu Cavern near Mandai, intended as an underground aggregate storage facility to free up surface land.
URA is also beginning investigative work in the waters off East Coast Park to assess geological and seabed conditions for the proposed Long Island reclamation project. These efforts are part of a broader initiative to optimize Singapore's limited land resources amid ongoing challenges such as climate change, global uncertainty, and evolving housing demand.

National Development Minister Chee Hong Tat stated that the Draft Master Plan represents Singapore's most extensive public engagement effort to date, incorporating feedback from over 220,000 participants since October 2023. The exhibition showcasing the draft plan will run at The URA Centre until November 29, 2025, with a roving version visiting various locations from August 2 to November 9.

His statements on ending the conflict are viewed with skepticism, mirroring reactions to his tariff policies. He wants to claim a victory in stopping the war. While aiming to reduce commitments to Ukraine and increase sanctions, the effectiveness of these measures in compelling Putin to negotiate is uncertain. How might the suspension of US arms supply impact Ukraine's political stability and military capabilities, even as Russia is making territorial gains? Swaminathan Aiyar: Every country in a war is fighting out of stocks. So, if the United States stops, it does not mean that Ukraine will run out of weapons in a day or even a week. Mr Trump has a way of changing his mind every second day. I am not clear at this particular point what his aim is. It is certainly not the case that Zelenskyy is insisting on – continuing the war or that Russia is keen on a ceasefire. I would add that the Europeans, to the extent they can, are giving full support to Zelenskyy. So, it is not as though they will be deprived totally of any supplies, they will get supplies from the other parties. The key question is, does he have a proposal which both sides will accept? At this point of time, Russia has the advantage. I mean, it has the men, it has the arms, it has the money. Can it continue with the war if it feels like it? And the answer is yes. Again and again, Putin has said that I want the whole of Ukraine, whether it is a negotiating position or not. So, at this point of time when Trump wants to have a quick deal, whether he has the ability to do so by these various tactics is far from clear. Let us see what happens. I have a feeling that this is just a short-term tactic. Beyond that, he has given a number of threats to countries like India and China that have been buying Soviet crude oil. By now, Indians have diversified, but there can be no question that there is a very large grey market and there are ships which nobody knows where they are from, that are supplying oil through various chains. So, let us see. I hope so. I mean, we would all want a ceasefire and some kind of resolution on Ukraine. The problem right now is that Putin is on a very strong wicket. What does he have to lose if he continues? That is the real problem and let us see whether there is any way out of that. But let us talk a bit more about Trump's strategy with respect to the Russia-Ukraine war. In the past when he assumed office, he showed a lot of enthusiasm regarding halting this war within days. But now his patience seems to be wearing thin. But is this necessarily indicating a shift in the US policy when it comes to Ukraine and Russia? Do you want to throw a bit more light on this changed US policy perhaps towards Russia and Ukraine? Swaminathan Aiyar: All I can say is that he keeps shifting. He was initially extremely rude to Mr Zelenskyy when he went over to the USA and Trump and Vance said he would have to apologise and behave properly and thank them more, which he did. And then later on when the Russians were not giving in, he declared that Putin is mad, Putin is stupid, and very funny the Russians reacted by saying we do not take this seriously. So, they could see the acting. At this point, he is acting like he has always acted and he claims that in deal-making you say various things in order to prepare yourself for the final. So, at this point I would say we do not know what his tactics are. He wants a ceasefire that is clear. How he pushes both sides into a ceasefire is not clear and he may once again call Putin mad the day after tomorrow, we do not know! So, let us see what happens. At this point of time, I would simply say, nobody is taking Trump seriously on any one statement because he keeps changing. So, when he begins to show a more clearcut coherent line, I think then we will say this is what Trump wants to do. At this point of time, people say yawn, do not take it too seriously, he may go back on this tomorrow, wait and see whether there is a cogent line, then we will know where he is actually going. Swaminathan Aiyar : He has said that he is going to do this again and again. It is not the first time he said this. The very first time he said that I am going to do nothing at all. I mean, this is before Zelenskyy landed there. And then some of it was resumed and then it was partial. So, I will say it is like his statements on tariffs as well. Initially the stock market would react violently to a statement. Now he keeps making different statements. The stock market said just relax. This guy is not to be taken seriously until we get to the final blow. So, right now, it is undoubtedly true that Washington wants a ceasefire. Washington wants a resolution. Washington wants an out from constant supply of money and arms and other things. It does not want to continue. At the same time, he wants to claim a victory in stopping the war. But how he is going to stop Putin is unclear right now. He is trying very hard on oil. Actually, Biden was the one who tightened the screws and now it is going to be much more difficult for Russia to sell oil. But the way the war is going at this point, I do not see that Russia can be stopped in its tracks right now by further sanctions on oil or other things. So, all we can say is that we are in a ferment of not knowing what is going to happen. It is almost difficult to think that Trump has only been in office for about 100 days. It seems such a long time since he stirred the pot and everybody began to wonder what he is going to do in war. So, I would say that he certainly wants to reduce his commitments to Ukraine. He wants to combine that with greater sanctions and forcing Putin to the negotiating table. Nobody really knows how this is going to happen or on whose terms. Zelenskyy's real fear is that Russia will say okay we have a ceasefire, they will be a ceasefire and then they will resume the attack. In that case, what will Trump do? After all these sanctions, if Russia has not given way, what is the additional thing he is going to do? Italy's defence spending amounted to just 1.5% of output in 2024, near the low end of the 32 NATO members. Live Events The government this year met the previous 2% target by a raft of accounting changes, factoring in previously excluded items such as soldiers' pensions and the coastguard. But hitting the new goal will be far more difficult. On paper, it would require an increase in spending of more than 60 billion euros ($71 billion), a huge task for a country with the euro zone's second largest debt pile, at 135% of output. The European Commission, which is also urging EU states to hike defence spending, has adopted a so-called "escape clause" from its fiscal rules to allow increases of 1.5% of gross domestic product per year through 2028. Italy, however, has less scope to use this clause because its deficit is already considered too high. CIVILIAN INFRASTRUCTURE Italian officials said Meloni would double down on this year's approach by including items already budgeted for that have at best a tenuous link to defence, hoping the tactic is accepted by NATO and the European Commission. Italy, the euro zone's third largest economy, could prove a litmus test for other NATO countries that have also signed up to the 5% goal but face an uphill struggle to reach it. Rome is considering civilian infrastructure such as ports, shipyards, and even an ambitious, long-planned bridge connecting Sicily to the mainland, officials said. Overall, Italy plans to invest 206 billion euros to upgrade its railways and a further 162 billion for its roads and motorways, according to a parliamentary study based on government data. Many of these projects could now receive the defence and security label. "A large part of planned infrastructure investments fall within the NATO parameters because they have dual-use applications," Deputy Transport Minister Edoardo Rixi told Reuters. In response to a Reuters request for comment, the EU Commission said it was for Italy to determine whether an infrastructure's main purpose was military or civilian. A NATO official said countries must have "a credible path" to achieve their defence spending pledges "and they will provide plans on how they will support increases in their defence investments each year". In promising remarks for Italy's plans, he added: "We need civilian transportation networks that can support military mobility. As well as tanks, fighters and warships, we need roads, rail, and ports." Italy has already identified necessary strategic infrastructure projects worth a massive 483 billion euros to be completed over future years, meaning there is no shortage of potential schemes to be included. PLAYING FOR TIME The new NATO target includes a core component for defence spending, which must reach 3.5% of GDP by 2035, and a further element on broader security-related investments, worth 1.5%. Upgrading ports in the northern cities of Trieste and Genoa, as well as a shipbuilding and maintenance hub in nearby La Spezia, would be eligible for meeting NATO criteria, Rixi said. "If you need to build, repair and maintain military ships as well as transport troops and military equipment, you need to have adequate infrastructures to do so," he said. Time is also a key factor. With the centre-left opposition saying defence spending will subtract resources from the welfare state, Meloni wants to delay any increases until after the next election due in 2027, officials said. "The real challenge for Meloni is not the amount but the timing," said Francesco Galietti, founder of Rome-based political risk think-tank Policy Sonar. In 2027 Italy will also be able to fully tap the EU's fiscal leeway "escape clause", provided it gets its deficit below 3% of GDP in 2026 as planned. For this reason, Rome successfully lobbied NATO allies to avoid a minimum annual defence spending increase being imposed, an official with knowledge of the negotiations said, adding that Rome was also instrumental in delaying the 5% target year to 2035 from a previously planned 2032. "The message is clear, Italy will do what it must to meet its NATO commitments, but it will do so in its own time," Galietti said.
