Frasers, Sekisui, CSC Land consortium tops nine bids for Dunearn Road site with S$1,410 psf ppr bid
[SINGAPORE] A consortium comprising Frasers Property, Sekisui House and CSC Land has placed the top bid for a 99-year private housing site in Dunearn Road. Its bid of S$491.5 million works out to S$1,410 per square foot per plot ratio (psf ppr). The state tender for the site, which closed on Thursday (Jun 26), drew nine bids. Also bidding at the tender were City Developments; a partnership between Sim Lian Land and Sim Lian Development; and a tie-up involving UOL, Singapore Land and Kheng Leong Company. Other bidders include Kingsford Group and Wee Hur Development. The plot, which can generate about 380 homes, is the maiden government land sale (GLS) site in Bukit Timah Turf City. It can generate 335 private homes and 1,400 square metres gross floor area of commercial space. The government has planned for 15,000 to 20,000 public and private housing units for Bukit Timah Turf City. Apart from the two GLS sites in Dunearn Road, there are three white sites and more than 20 residential plots (including those with commercial at first storey) that could be made available under the Draft Master Plan (DMP) 2025 unveiled on Wednesday, PropNex noted. 'The plans outlined will establish Bukit Timah Turf City as a self-sustaining neighbourhood with a mix of commercial offerings, healthcare amenities, as well as a school,' said PropNex chief executive officer Ismail Gafoor.

URA Draft Master Plan: Developing Bishan as business node rivalling Paya Lebar Central being studied, Singapore News
Plans to develop Bishan into a business node like Paya Lebar Central are being studied under the Urban Redevelopment Authority (URA) Draft Master Plan (DMP) 2025. In a video posted to Facebook on Thursday(June 26), Minister for National Development and Bishan-Toa Payoh GRC MP Chee Hong Tat stated this will make it easier for to Bishan and Marymount residents to travel to work. "This means new office spaces (in Bishan) that could match the scale of Paya Lebar Central — around 200,000sq m — bringing workplaces closer to where you live," he said. Other projects for Bishan-Toa Payoh GRC under DMP 2025 include a new hawker centre, which will be integrated with the revamped Bishan bus interchange, as well as a Bishan Polyclinic. "Works for these new developments will start within this term, and will take several years to complete," said Chee. Moreover, completed cycling paths in Bishan Town Centre will allow easier access to upcoming recreational spaces like the North-South Corridor and Kallang River and a pedestrian mall linked to transport hubs and community facilities will be built at Bishan Place Road. An "active street" for residents to walk and cycle along Bishan Road to Bishan-Ang Mo Kio Park is also in the works, the minister said. New housing areas in Dover, Newton, Defu, and Paterson announced The Urban Redevelopment Authority (URA) has unveiled its Draft Master Plan 2025, outlining Singapore's land use and development goals for the next 10 to 15 years. New housing estates will be introduced in key areas including Dover, Newton, Defu, and Paterson. These developments aim to deliver at least 80,000 public and private residential units islandwide. In Dover, a new housing estate located near one-north and several tertiary institutions will feature approximately 6,000 homes in its eastern section, with development set to begin in November 2025. A Government Land Sales site along Dover Road will accommodate the first 625 private apartments. In Newton, the proposed estate will include 5,000 private homes anchored by a high-density mixed-use development adjacent to Newton MRT station and Newton Food Centre. In Defu, currently part of an industrial estate near Paya Lebar Air Base, a new town with both public and private housing is planned. Development will commence as existing business leases expire. The new residential area will prioritize accessibility, with essential amenities located within a 10-minute walking distance. Live Events Community hubs, amenities, and new parks in multiple towns As part of broader urban enhancements, URA plans to introduce community hubs modeled after Our Tampines Hub in Sengkang, Woodlands North, and Yio Chu Kang. Additionally, more green spaces and recreational facilities are planned for the north-west region of Singapore. In Bishan, new office and retail developments will be supported by a revamped bus interchange, a new hawker center, and a polyclinic. The area is expected to serve as a sub-regional center, potentially matching Paya Lebar Central in commercial capacity. The former Sembawang Shipyard, which will close in 2028, and the Singapore Racecourse in Kranji, which hosted its final race in 2024, are both being considered for redevelopment into residential precincts. City center revitalization and heritage preservation plans URA's plans include measures to refresh Singapore's city center and enhance connectivity. At Dhoby Ghaut Green, a new elevated pedestrian link bridge will connect the expanded Istana Park to Fort Canning Park. Another bridge linking Marina Centre and Bay East Garden is scheduled to be completed by 2029 to support cyclists and pedestrians. The URA also announced efforts to preserve heritage, including proposals to conserve buildings such as the NatSteel Steel Pavilion and the former Pasir Panjang English School. In Newton, heritage buildings will be retained and incorporated into new developments to maintain the district's character. Land optimization and infrastructure for future growth To support the demands of future development, agencies such as JTC Corporation are continuing feasibility studies for major infrastructure projects. One such project includes Gali Batu Cavern near Mandai, intended as an underground aggregate storage facility to free up surface land. URA is also beginning investigative work in the waters off East Coast Park to assess geological and seabed conditions for the proposed Long Island reclamation project. These efforts are part of a broader initiative to optimize Singapore's limited land resources amid ongoing challenges such as climate change, global uncertainty, and evolving housing demand. From Scotts Road to Monk's Hill: More homes planned for city centre under Draft Master Plan 2025, Singapore News
Those seeking homes near the city centre will have greater opportunities to do so under the Draft Master Plan 2025 unveiled by the Urban Redevelopment Authority (URA) on Wednesday (June 25). A new neighbourhood comprising three clusters at Newton Circus, Scotts Road and Monk's Hill, for example, has been planned next to Newton MRT station. This neighbourhood, said URA, will be a "vibrant, mixed-use precinct" framed by greenery. Over at Orchard Road, the Paterson area will be transformed into a mixed-use hub with residential developments, shops and public spaces above Orchard MRT station. The neighbourhood is planned to be walking- and cycling-friendly, with cycling paths connecting it to the Inner Ring Corridor and beyond. Launching the Draft Master Plan exhibition at the URA Centre on Wednesday morning, Minister for National Development Chee Hong Tat said public outreach efforts for the Draft Master Plan 2025 started two years ago. And the authority has engaged close to 220,000 people through surveys, exhibitions, dialogues and workshops so far. "This is the most extensive engagement that URA has conducted to date," said Chee. "I'll like to thank the participants, Singaporeans who have shared with us a wide range of ideas. The exhibition you see today brings these ideas together into a shared vision for the next 10 to 15 years." The draft master plan maps out Singapore's detailed land plans for the next 10 to 15 years. Plans are also in place for Monk's Hill Road to be transformed into a linear park linking Newton MRT station to Emerald Hill. Chee also said that more homes will also be built at the former Singapore Racecourse site in Kranji, and the Dover-Medway area near one-north. He added that authorities are studying more areas to meet future housing needs, including developing new towns at where the Paya Lebar Air Base and Sembawang Shipyard are currently located. "When the Paya Lebar Air Base relocates from the 2030s, it will also free up height restrictions in the surrounding towns, which will allow for more land intensification to meet demand for different land uses," the minister elaborated. The relocation of the air base will free up about 800ha of land - bigger than Bishan or Ang Mo Kio - for a car-lite town, which will be connected with neighbouring areas including the future Defu neighbourhood in Hougang. Historical elements such as the old airport structures and a section of the runway will be adaptively reused and integrated into the neighbourhood, and redevelopment will be done in phases — starting with Defu — which is located next to the air base. At Sembawang Shipyard, the area will be progressively transformed into a new mixed-use waterfront district after the shipyard ceases operations in 2028. Waterfront public spaces could be created along the berths, and key heritage buildings and structures potentially adapted for community, sports and cultural activities. [[nid:656232]] In addition, the authority is also looking to roll out more active ageing centres and senior housing options such as private and public assisted living facilities. For example, one private assisted living development at Parry Avenue in Kovan, which was awarded the tender in June 2023, is expected to be completed by 2026. It will feature 200 assisted living apartments, a 100-bed nursing home, a geriatric care centre and a wellness clubhouse. Said Minister Chee: "MND will work closely with MOH and other agencies to flesh out the plans for this important area of work." The Draft Master Plan 2025 also proposes three new integrated community hubs in Woodlands, Yio Chu Kang and Sengkang, to be developed in the next 10 to 15 years. Located near public transport nodes, these hubs will bring together sports facilities, healthcare, and community spaces in a convenient location, said Chee. Noting that integrated community hubs benefit residents and is a "productive use of our limited land", he added that the authorities are studying other locations for such hubs to be developed.
