Minister Waneoroa Closes Workshop; Encourages Constituency Officers To Be Diligent In Their Roles

The Constituency Development Program is a national initiative of the Solomon Islands Government (SIG), administered by the Ministry of Rural Development (MRD).
The Ministry of Rural Development (MRD) CDF Governance Training and Program Implementation Workshop successfully ended on Thursday last week, with calls for Constituency Officers involved in the implementation of the CDF program to discharge their duties with diligence.
Honourable Minister for Rural Development, Daniel Waneoroa, MP, made the call during the official closing ceremony held at the National Aquatic Centre in Honiara.
The workshop, which ran from 26 to 29 May, brought together 150 Constituency Officers and 50 members of the Constituency Development Committee (CDC) for the first time.
'As your Minister, I am very glad that you have all enjoyed this workshop, and I encourage you to continue undertaking your roles and duties with diligence.
'I believe you have achieved the key objectives of this workshop: gaining good knowledge and developing the basic capacities required to serve your rural communities and support their development ambitions,' Minister Waneoroa underscored.
Honourable Minister Waneoroa said that capacitating officers in all aspects of their roles is very important to the ministry.
'…we will continue to build on this to help us deliver our objectives and achieve the national government's policy goals for the people of Solomon Islands.
'As you leave this place today, I urge you to use the skills and knowledge gained during these four days of the workshop effectively and support your constituents in achieving our development needs.
'As an MP, I personally understand the challenges you face as constituency workers.
You have faced criticisms from all sides and endured sleepless nights in undertaking your work. I believe you will continue to persevere and demonstrate resilience in the face of the many adversities you encounter,' he said.
Honourable Minister Waneoroa further stated that this workshop is one of many to come, aimed at continuously capacitating all constituency officers, including MRD's headquarters staff, to work in line with the ministry's legislative reforms and programs, including developing standardized and relevant administrative procedures, tools, and guidelines that will support the ministry's endeavors.
Honourable Minister Waneoroa also thanked MRD's Permanent Secretary, John Niroa Misite'e, and staff for their efforts in organizing the program.
He acknowledged constituency officers, CDC members, and everyone who contributed to making this training possible, and conveyed well wishes as they returned to their respective constituency offices to continue serving our people.
Speaking on behalf of the participants, Constituency Development Officer (CDO) for Hograno-Kia-Havulei Constituency, Apollos Manegere, appreciated MRD for the timely training.
He said the workshop deepened officers' understanding of the new CDF legislation, especially regarding its legal and accountability requirements, which are crucial for their roles.
'We leave this workshop better informed, more confident, and committed to upholding transparency, accountability, and development that truly benefits our people,' he said.
The workshop also provided an opportunity for officers to give feedback on the first draft of the CDF Act 2023 Regulations.
'Being consulted in this process reflects the ministry's commitment to inclusive governance and helps ensure that the final regulations reflect ground realities,' Mr. Manegere added.
He emphasized that the workshop empowered officers with the necessary knowledge and skills to effectively implement the CDF Act 2023, strengthen governance at the constituency level, and improve service delivery to rural communities.
The workshop involved presentations, hands-on activities, and interactive sessions, including group exercises, discussions, and real-life application of new templates, as officers familiarized themselves with relevant administrative procedures, tools, and guidelines in line with the new legislation.
The workshop not only enhanced officers' learning but also encouraged teamwork and shared understanding among participants.
This workshop was one of the key activities under MRD's annual work plan for this year, with the main objective to capacitate constituency officers with foundational knowledge of the CDF Act 2023 and the CDF Governance Framework.
It was purposefully designed to achieve the following key outcomes:
Participants will be able to explain the key provisions of the CDF Act 2023 and how it governs constituency development, ensuring compliance with legal and accountability requirements.
Participants will be able to review the draft of the CDF Act 2023 Regulations and provide informed feedback to ensure that constituency perspectives are incorporated into the final document.
Participants will broaden their understanding of the structure, roles, and responsibilities of the Constituency Development Committee (CDC) under the CDF Act 2023 and apply this knowledge in constituency governance.
Participants will be able to identify and utilize mandatory templates for developing constituency plans and reports.
Participants will be equipped to design and implement effective civic-awareness initiatives and communication methods to enhance public understanding of the CDF program and its regulatory framework.
The Constituency Development Program is a national initiative of the Solomon Islands Government (SIG), administered by the Ministry of Rural Development (MRD).
It is implemented across 50 constituencies nationwide to improve the socio-economic livelihoods of Solomon Islanders.

Solomon Islands: HKH Constituency 2025 Development Pathway Targets Empowering Communities
The Hograno-Kia-Havulei (HKH) Constituency is charting a development pathway aimed at empowering communities through strategic investments in the productive sector. Utilising the Constituency Development Funds (CDF), the initiative seeks to stimulate the local economy, improve livelihoods, and elevate socio-economic conditions at the rural level. HKH Constituency Development Officer (CDO), Apollos Manegere underscored this vision during a recent meeting with community-based Constituency Development Committees (CDCs) in Kaevanga and Kia, Isabel Province. Accompanied by a team from the Ministry of Rural Development (MRD), Mr. Manegere outlined a holistic approach to rural development, integrating social, economic, and environmental components with a focus on sustainability, community-driven solutions, and infrastructure improvements. "Enabling local communities to identify their needs and implement solutions is vital for ownership and long-term success," Mr. Manegere said. "Our constituency office will continue to engage with the CDC to ensure the effective implementation of the 2025 CDF program." The HKH Constituency has prioritised the productive sector, allocating 40 per cent of its 2024 budget of $3.88 million to projects that generate economic returns. "We have abundant resources in fisheries, marine, agriculture, and forestry. By leveraging CDF support, we aim to inject investment capital into rural areas, reduce poverty, and enhance livelihoods," Mr. Manegere explained. 'Investments in agriculture and fisheries are expected to increase incomes and improve the quality of life for constituents. This aligns with our vision to foster economic growth and self-reliance," he added. Under the new CDF Act 2023, the HKH Constituency is committed to ensuring the efficient and effective delivery of development programs. The Act introduces key changes, including the establishment of CDCs, which play a pivotal role in coordinating, endorsing, and monitoring CDF projects. "The CDCs are critical stakeholders in this process, with clearly defined responsibilities under the new law," Mr. Manegere emphasised. CDC functions include: • Coordinating constituency development programs. • Approving annual budgets. • Managing CDF funds in consultation with the Member of Parliament and the Constituency Office. • Monitoring and supervising project implementation. • Engaging with communities to develop tailored development plans. MRD's Principal Legal Officer, Ms. Diana Alasia who was also part of the team, highlighted the CDF Act's emphasis on transparency, accountability, and community participation. "The law mandates inclusive decision-making, requiring at least two women to serve on each CDC. It also ensures project recipients uphold their commitments through legally binding agreements," she said. Mr. Manegere expressed gratitude to the Solomon Islands Government and the Ministry of Rural Development for their unwavering support of the CDF program. "This national initiative enables constituencies to access vital funds for development, directly benefiting our rural people," he noted. RFK Jr sacks US vaccine committee
Health Secretary Robert F. Kennedy Jr. has fired all 17 members of a US Centers for Disease Control and Prevention panel of vaccine experts and is in the process of replacing them, his department said, drawing protest from many vaccine scientists. The move is the most far-reaching in a series of actions by Kennedy, a long-time vaccine sceptic, to reshape US regulation of vaccines, food and medicine. Scientists and experts said the changes to the vaccine panel, which recommends how vaccines are used and by whom, would undermine public confidence in health agencies. Kennedy promised the move would raise public confidence. "Today we are prioritising the restoration of public trust above any specific pro- or anti-vaccine agenda," Kennedy said in a statement from the Department of Health and Human Services. Kennedy has for years sown doubt about the safety and efficacy of vaccines, but he pledged to maintain the country's existing vaccine standards to secure his appointment in President Donald Trump's administration. The Food and Drug Administration, which is overseen by Kennedy's department, has approved a number of vaccines during his tenure despite concerns over his stances. Even so, at least one senior Republican member of Congress expressed doubts about the changes in the panel. Kennedy said the Advisory Committee on Immunization Practices is rife with conflicts and has never turned down a vaccine, even though the decision to approve vaccines rests with the US Food and Drug Administration. The CDC panel provides guidance to the CDC on which groups of people would most benefit from an already-approved vaccine. "That's a tragedy," said former FDA Chief Scientist Jesse Goodman. "This is a highly professional group of scientists and physicians and others... It's the kind of political meddling that will reduce confidence rather than increase confidence." The Pharmaceutical Research and Manufacturers of America called Kennedy's action concerning for public health. "Upending the ACIP membership increases uncertainty and vaccine skepticism, undermining the health gains achieved through vaccination," the industry body said in a statement. Shares of vaccine makers Moderna and US-listed shares of BioNTech fell more than 1%, while Pfizer was down marginally in extended trading on Monday. Kennedy said most panel members received funding from drugmakers although members were required to declare any potential or perceived conflicts of interest that arise in the course of their tenure and any relevant business interests, positions of authority or other connections with organisations relevant to the committee's work. Kennedy and HHS provided no specific evidence of industry conflicts of interest among departing ACIP members. The CDC's web page for conflicts of interest, last updated in March, showed that one current member had recused herself from votes on a handful of vaccines because she had worked on clinical trials for their manufacturers. BIDEN APPOINTEES All 17 ACIP members were appointed under former president Joe Biden's administration, including 13 in 2024, HHS said. Without their removal, Trump's administration would not have been able to choose a majority of the committee until 2028. "This is not a political committee, it's never been partisan," said Dorit Reiss, a vaccine law expert at UC Law San Francisco. "It's an expert committee. Presidents have never been involved in ACIP membership." The decision drew criticism from Democrats in Congress, and one key Republican expressed concern. "Of course, now the fear is that the ACIP will be filled up with people who know nothing about vaccines except suspicion," said Republican US Senator Bill Cassidy in a post on X. "I've just spoken with Secretary Kennedy, and I'll continue to talk with him to ensure this is not the case." Cassidy, a doctor from Louisiana who had expressed wariness about Kennedy's anti-vaccine views before clearing the path for him to become the nation's top health official, said at the time he had received assurances Kennedy would protect existing vaccination programmes. The CDC panel will convene its next meeting June 25-27 at CDC headquarters in Atlanta, the department said. Vetting new panel members typically takes months, said one expert with close ties to the committee, who expressed doubts the newly appointed panel would be able to meet on time unless Kennedy and his team "have been working in the shadows" to onboard them months ahead of the announcement. Kennedy has drawn condemnation from health officials for his vaccine policies, including what they say is a weak endorsement of the measles shots during an outbreak that has infected more than 1000 mostly unvaccinated people and killed three. He announced last month the government was dropping its recommendation that healthy children and pregnant women should receive Covid shots, sidestepping the typical process. Traditionally, once the FDA approves vaccines for sale to the public, ACIP's role is to review data in a public meeting and vote on vaccine recommendations, which are then sent to the CDC director to sign off. The Affordable Care Act generally requires insurers to cover vaccines that are listed on the CDC vaccine schedules for adults and children. The recommendations also determine which vaccines the CDC's Vaccines for Children program will provide free of charge to those without insurance.

RFK Jr removes all current members of CDC vaccine advisory committee

The entirety of the 17-member Advisory Committee on Immunisation Practices, which advises the US Centres for Disease Control and Prevention on the vaccine schedule and required coverage of immunisations, will be retired and replaced with new members, Kennedy announced in a Wall Street Journal op-ed. The HHS secretary has authority to appoint and dismiss ACIP members, who typically serve four-year cycles. But removing the entire panel prematurely is unprecedented. Kennedy said that a number of the panel's members - traditionally paediatricians, epidemiologists, immunologists and other physicians - were "last-minute appointees" of the Biden administration. "Without removing the current members, the current Trump administration would not have been able to appoint a majority of new members until 2028," he wrote. ACIP members are not political appointees. However Kennedy, a longtime critic of federal vaccine policy and vaccine safety, argued that the current group is rife with conflicts of interest and has not been transparent in its vaccine recommendations. ACIP recently considered narrowing the recommendations for Covid-19 vaccinations among children. Kennedy had previously pledged to Sen. Bill Cassidy, a Republican from Louisiana and chairman of the Health, Education, Labour and Pensions Committee, that he would consult with the senator on filling key roles on vaccine advisory boards, and that he would maintain the ACIP without changes, according to a February speech Cassidy delivered when he voted in favour of Kennedy's confirmation as HHS secretary. "Of course, now the fear is that the ACIP will be filled up with people who know nothing about vaccines except suspicion," Cassidy said in a post on X on Monday. "I've just spoken with Secretary Kennedy, and I'll continue to talk with him to ensure this is not the case." The move "raises serious questions," Republican Sen. Susan Collins of Maine said Monday. "It seems to me to be excessive to ask for everybody's resignation." The committee is scheduled to meet on 25-27 June to discuss vaccinations for Covid-19, RSV, influenza, HPV and meningococcal disease. HHS said the meeting will still take place, giving the agency roughly two weeks to fill its advisory panel. "Appointing people this fast means they were not properly vetted, and there is no real time to check conflict of interests issues," Dorit Reiss, a professor of law at UC Law San Francisco, told CNN. "This will not restore trust in vaccines, and is not designed to do so." Other health leaders and institutions quickly spoke in defence of the CDC's advisory committee. Dr. Richard Besser, president and CEO of the Robert Wood Johnson Foundation and former acting director of the CDC, said the committee had guided US health agencies for more than 60 years and he had relied on its advice during his own 30-year career as a paediatrician. "This decision will make it far more difficult for paediatricians and other providers to care for their patients. The idea that ACIP has failed to scrutinize vaccines being given to pregnant women and babies is absolutely absurd," Besser said. "Nobody has done more than Secretary Kennedy to sow unwarranted doubt about the safety and effectiveness of vaccines, and this decision demonstrates a complete lack of caring about the health and safety of every American." Dr. Bruce A. Scott, president of the American Medical Association, said in a statement that's Kennedy's decision undermines trust and "upends a transparent process that has saved countless lives. With an ongoing measles outbreak and routine child vaccination rates declining, this move will further fuel the spread of vaccine-preventable illnesses." Dr. Tina Tan, president of the Infectious Diseases Society of America, said the committee members were highly qualified and Kennedy's allegations about the integrity of ACIP were "completely unfounded and will have a significant negative impact on Americans of all ages." "Unilaterally removing an entire panel of experts is reckless, shortsighted and severely harmful." One just-dismissed ACIP member told CNN they did not receive a termination notice until after Kennedy's op-ed published. "I've never seen anything this damaging to public health happen in my lifetime," the adviser said. "I'm shocked. It's pretty brazen. This will fundamentally destabilise vaccination in America." On the conflict of interest allegations, the panellist told CNN, "Kennedy knows better. ACIP has the most rigourous conflict of interest policy of any organization that I know of." The adviser said providers are no longer going to rely on the CDC vaccination schedule, and will need to create a parallel committee to ACIP that they can trust. One effort, the Vaccine Integrity Project, launched earlier this year due to concerns that US health leadership was casting unfounded doubt on the safety of well-studied vaccines. Among the project's considerations: whether there's a need for a new independent body to evaluate vaccine safety and effectiveness. "The firing of the ACIP represents one of the darkest days in modern public health," Dr. Mike Osterholm, the Vaccine Integrity Project founder said. "Mr. Kennedy has no interest in science or saving lives. We have entered into a dangerous time for the health of the country." -CNN
