Telangana HC hears Vacate Petitions filed by senior IAS and IPS officers on land at Nagaram

The High Court of Telangana on Monday heard the Vacate Petitions filed by senior IAS and IPS officers and questioned the writ petitioner Birla Mallesh about his locus standi to file the writ petition concerned with Survey No. 194 of Nagaram village.
Senior counsels appearing for the officers, have pointed out that Birla Jangamma, mother of the writ petitioner, had already filed a writ petition in the year 2024 and it was disposed. The writ petitioner with a malafide intention to tarnish the image of IAS and IPS officers has not disclosed the WP filed by his mother and disposed of in 2024 to the High Court, they argued.
Senior counsels P. Raghuram and Chandrasen Reddy have further argued that the petitioner, after obtaining interim orders stating Survey No. 194 of Nagaram village as Bhoodan land, has changed his stand that the land is not Bhoodan land but government land. The petitioner also suppressed various material facts misrepresenting that Survey No. 194 of Nagaram village is a Bhoodan land. The counsel for petitioner sought two weeks of time from the Court, but the Court declined the request and posted the matter to tomorrow (July 29) for hearing.

Deputy Inspector General of Police (Tiruchi Range) Varun Kumar has approached the Madras High Court to restrain Naam Tamilar Katchi (NTK) leader S. Seeman from making defamatory, false, slanderous, or scandalous allegations against him through the media. Justice K. Kumaresh Babu accepted a request made by senior counsel P.H. Arvind Pandian, representing the DIG, for an urgent hearing of the plea due to serious reputational damage being caused, and directed the High Court Registry to list the matter on August 6, 2025. In the meantime, since advocate S. Shankar, representing Mr. Seeman, too entered appearance and objected to the grant of an ex-parte interim injunction, the judge granted him time till the next hearing for filing of a counter affidavit on behalf of the NTK leader. Filing an affidavit in support of his interim injunction application, the DIG listed out his professional achievements ever since he joined the Indian Police Service (IPS) after securing All India Rank-3 in the 2010 Union Public Service Commission (UPSC) civil services examination. Stating that Mr. Seeman had founded the NTK in 2010, the DIG said, he was a politician known for his demagoguery and controversial statements and actions, which had attracted criticism from various political parties as well as others for their polarising nature. 'His views and statements have, on numerous occasions, been seen as inciting division, and his rhetoric has stirred public debate,' Mr. Kumar said, and claimed that the politician began a personal tirade against him ever since the latter took action against a party member. In 2020-21, NTK member 'Sattai' Duraimurugan was arrested by Tiruvallur district police for having caused a law and order issue due to a false claim on his YouTube channel about the death of Foxconn factory workers due to food poisoning. He was also detained under the Goondas Act. 'At that time, I was serving as the Superintendent of Police, Tiruvallur district. Following 'Sattai' Duraimurugan's arrest, the Respondent herein (Mr. Seeman), the Chief Coordinator of Naam Tamilar Katchi, developed intense animosity towards me,' the DIG said. Complaining that the NTK leader had been making disparaging remarks against him in the media since then, the DIG said, Mr. Seeman had termed him 'a beggar' besides sullying the image of the entire police force in the country by stating that he was 'after all an IPS officer.' The DIG accused the NTK leader of also insinuating that he got promoted from one rank to the next not because of merit but because of his political allegiance. The officer said, the followers of the politicians too had begun harassing him and his family members on social media, thereby causing immense mental agony.

UPSC Success Story: The Indian bureaucracy is famous for its red-tapism. There are several examples where projects are running late or citizens are waiting for development works to reach their villages. More often, these IAS/IPS are found to be embroiled in corruption as well. While assigned to make policy, political leaders often blame them for policy paralysis. At a time when there is so much negativity, there are some bureaucrats who live up to expectations and become a role model for civil servant aspirants. One such IAS officer is Indrajit Singh. Modest Beginning To IAS Indrajit Singh, a 2016-batch IAS officer of the Uttar Pradesh cadre, embodies persistence, discipline, and a quiet sense of purpose. Born into a service family—his father served in the Indian Air Force—Singh grew up across multiple Indian cities, including Tezpur, Pune, and Pathankot. His early schooling at Kendriya Vidyalayas across the country instilled in him the adaptability and resilience that would define his professional journey. Academic Excellence Singh's academic credentials are rooted in the sciences. He earned a BSc from Punjab University, Chandigarh, and went on to complete his MSc in Applied Physics from Guru Nanak Dev University, where he emerged as a topper in his class. Despite his academic prowess in physics, cracking the Civil Services Examination proved to be a different kind of challenge. Bank PO To IAS Before donning the mantle of an IAS officer, Singh experienced the rigours of the workforce in two significant roles: first as a bank probationary officer and later as an Assistant Provident Fund Commissioner in Mysore, where he served for five years. These early experiences gave him a unique, ground-level view of public service and administration—insights that would later guide his policymaking as a civil servant. He made three sincere attempts at the UPSC with Physics as his optional subject, each time narrowly missing the cut. Unfazed, he pivoted to Sociology in his fourth attempt, clearing the Mains but falling short of the final selection into the IAS. It was in his fifth and final attempt that he not only succeeded but secured a rank high enough to earn the prestigious IAS, with a home-state posting in Uttar Pradesh. Transformation of Lucknow (2022–2024) One of Singh's most impactful postings came during his tenure as the Municipal Commissioner of Lucknow from 2022 to 2024. His time in the post is remembered for significant strides in urban sanitation and environmental sustainability. Under his stewardship, Lucknow witnessed a visible transformation in cleanliness, public hygiene, and green cover. His initiatives weren't merely administrative—they reflected a hands-on approach driven by long-term vision. Be it the streamlining of waste collection mechanisms, the promotion of green spaces, or the digitisation of civic services, Singh ensured that the city's growth was both people-centric and environmentally conscious. It was his effort that Lucknow ranked 3rd in the Cleanliness ranking, up from 41st. Current Role Presently, Indrajit Singh serves as the Special Secretary in the Energy Department, as well as the Managing Director of UP NEDA (New and Renewable Energy Development Agency) and Uttar Pradesh Renewable and EV Infrastructure Ltd. In this dual role, he is at the forefront of shaping Uttar Pradesh's renewable energy landscape and electric mobility infrastructure. Through strategic partnerships and infrastructure investments, Singh is helping the state pivot toward cleaner energy and smarter urban planning—goals that align with India's national commitment to sustainability and net-zero targets.

His perseverance paid off in 2005 when he cleared the exam with an impressive All India Rank (AIR) of 121 and secured a place in the Indian Police Service (IPS). IG in Maharashtra Police 6 / 7 After overcoming all odds, Manoj Kumar Sharma has continued to serve with integrity and commitment as an IPS officer. His consistent hard work and dedication have now earned him the prestigious position of Inspector General (IG) in the Maharashtra Police — a true reflection of his perseverance and sincerity.
