
Permission to KE to recover Rs50bn: Sindh PA speaks in unison against Nepra
The move sparked protests from both the treasury and opposition benches, as lawmakers argued that the decision amounted to 'collective punishment' for power theft committed by a few.
The issue was raised through a resolution presented by Muttahida Qaumi Movement (MQM) lawmaker Muhammad Aamir Siddiqui, who told the House, 'Nepra decided on July 18 that K-Electric would recover Rs50 billion from the public. This is unjust. Nepra has no right to penalize an entire area for the fault of one individual.'

Aamir Siddiqui said the failure of K-Electric to collect dues or curb theft was now being blamed on honest bill payers. 'They failed to stop electricity theft and couldn't collect the dues, but now they want to punish those who do pay. We wrote to Nepra, but instead of corrective action, they passed an illegal order. It must be withdrawn. This additional burden will start appearing in August bills,' he said.
Senior Minister for Information Sharjeel Inam Memon supported the resolution, saying, 'This isn't just K-Electric. The same issue exists with HESCO and SEPCO. These companies punish people collectively, which is unconstitutional. When one person makes a mistake, the whole city is punished. In rural areas, one meter serves an entire village.'
He recalled that he had filed a petition in the high court five years ago against such practices, which is still pending. 'Our responsibility is to protect the human rights of our people. We support this resolution fully,' Memon said.
Zia-ul-Hasan Lanjar said, 'This matter will be debated in detail tomorrow.' Acting Speaker Anthony Naveed gave his ruling that discussion on the resolution would be held on Tuesday. The Assembly was then adjourned until 1:30 pm the next day.
Earlier during the session, the Sindh Control of Narcotics (Amendment) Bill was passed. Zia-ul-Hasan Lanjar presented the bill, explaining that a new narcotics control department had been established in 2024 and that several related matters had reached the courts.
'Each district now has a designated narcotics judge. Earlier, such cases were handled by session or additional session judges. After this amendment, police will be empowered to handle narcotics cases under the new law,' he said.
Zia-ul-Hasan Lanjar added that independent courts would now be set up for these cases and that legislative loopholes had been addressed through the latest amendments.
The Assembly rejected a call-attention notice moved by Aamir Siddiqui regarding an additional toll tax being collected between Karachi and Bahria Town. 'Citizens are paying Rs240 just to travel to and from Bahria Town. The federal government is collecting this toll, and it should be stopped,' Siddiqui urged.
Zia-ul-Hasan Lanjar opposed the motion, and Deputy Speaker Anthony Naveed advised the member to bring a resolution instead. 'If you table a resolution, we will pass it and send it to the federal government,' he said.
Meanwhile, during the question hour related to the Planning and Development Department, Parliamentary Secretary Sadia Javed responded to various queries from lawmakers. She provided updates on development schemes across the province and answered questions about the pace of ongoing projects.
Responding to another call-attention notice raised by MQM's Shariq Jamal regarding rising crime in Model Colony, Zia-ul-Hasan Lanjar assured the House that maintaining public safety was the government's responsibility. 'We are trying to bring down crime rates. Despite criticism on social media, we have engaged with the community and business leaders to improve the situation,' he said.
He added that reforms in traffic laws and policing were underway. 'We want citizens to feel safe when they visit a police station. We will also establish a model police station in Model Colony,' Lanjar announced.
Later, in response to a notice by MQM's Rashid Khan concerning the closure of classes at Government College Kali Mori in Hyderabad, Education Minister Syed Sardar Shah said, 'This college is of historical significance. It was established in 1917. In 2018, the Assembly passed an act that the college would be upgraded to university level.'
He clarified that although the college had been separated from the Colleges Department, it continued to function. 'There's a misconception on social media that the college is being shut down. That is not true. The act clearly states that the college will be managed by the university,' he said.

The notification came a few hours after the Sindh Excise and Taxation Minister Mukesh Kumar Chawla said on the Sindh Assembly floor that the Sindh government might consider extending the date for new number plates. The new number plates with Ajrak design have special features, which according to the government are readable by the surveillance cameras of the safe city project. Responding to a call-attention notice by MQM member Qurat-ul-Ain Khan during Monday's Sindh Assembly session, he said the new plates are applicable across Sindh and enforcement will be strict everywhere. He mentioned that the new number plates were introduced in 2021, and within two to three months, new centers will be established in Korangi, SITE Area, and Gulshan-e-Iqbal. Qurat-ul-Ain Khan pointed out that enforcement is lax in rural areas, while Karachi residents are being unnecessarily targeted. "The given deadline is too short, and the public is facing serious difficulties. The government should reconsider," she said. Consequently, the deadline has been extended by the government. Sindh Assembly has unanimously passed a resolution to pay tribute to martyred police officers. The resolution was presented by Pakistan Peoples Party (PPP) member Farooq Awan, who called on the Sindh government to provide healthcare, education, and a special benefits package for the families of police martyrs. Home Minister Sindh Zia-ul-Hassan Lanjar supported the resolution, stating, "Today is Police Day, and the resolution holds great significance in the house. On the very day, Inspector General of Police in Khyber Pakhtunkhwa was martyred. The martyrs of Sindh Police laid down their lives to protect the lives and property of the people." He said, he had personally visited the katcha areas, where police officers are bravely conducting operations against terrorists. These areas are so difficult to access that even APCs (armored personnel carriers) get stuck, yet police personnel remain resolute." Local Government Minister Saeed Ghani also supported the resolution, saying that Farooq Awan's services are part of history. "He was attacked but returned to the field with renewed dedication," he said. Ghani also highlighted the police's need for modern weapons and technology, pointing out that "terrorists have access to advanced weapons and facilities that police do not." He paid tribute to the sacrifices of Pakistan Army, Rangers, and intelligence agencies, noting that peace has only been achieved through their joint efforts. Opposition Leader Ali Khursheedi also honored the police and other security force martyrs as a source of national pride, saying, "We must equip the police with modern weapons so they can perform their duties effectively."

Police repulse terror attack on Bannu post
Listen to article Police repulsed a terrorist attack on their Fateh Khel post on the outskirts of Bannu city, killing three terrorists in a fierce exchange of fire in which one brave policeman laid down his life, police said on Sunday. Unidentified terrorists launched a fierce attack on the police post late last night using small and heavy weapons. The police responded promptly, engaging in a heavy exchange of fire and neutralising three attackers while injuring several others, they said. During the intense gunfight, a brave policeman embraced martyrdom, laying down his life in defence of the country, they added. The security forces have launched a search operation in the area to apprehend the remaining militants and eliminate any lingering threats. The police said that 40 to 50 terrorists attacked the check post, adding that three terrorists were killed in the firefight that lasted more than an hour. Bloodstains and abandoned footwear at the scene suggested that the fleeing terrorists carried away their wounded accomplices, officials at the scene said. Deputy Inspector General (DIG) of Bannu Range Sajjad Khan and District Police Officer (DPO) Saleem Abbas Kulachi immediately reached the site of the encounter and commended the valour of the police personnel. "The terrorists had blocked the roads leading to the post, but the police officials reopened the roads and fought with the terrorists," DIG Khan said in a statement. "Police personnel bravely fought the terrorists, who used heavy weapons," he added. "The Khyber Pakhtunkhwa [K-P] Police are a courageous force, standing firm on the frontlines against terrorism," he said. "Our officers know how to respond decisively to the enemy's cowardly attacks. Such actions will not demoralize us. The Bannu Police are ready to make every sacrifice for peace," he added. DIG Sajjad Khan said that Inspector General (IG) of the K-P Police Zulfiqar Hameed also praised the bravery of the police force and paid rich tributes to the martyred cop. "Martyred Constable Rooh Niaz Khan is our hero. His sacrifice for the nation will never be forgotten." The funeral prayers for martyred Constable Rooh Niaz Khan were offered at Bannu Police Lines on Sunday morning, which were attended by DIG Khan, DPO Kulachi, relatives, and other police officers. On the occasion, DPO Kulachi said that Bannu police were fully capable of confronting terrorists. Interior Minister Mohsin Naqvi paid tribute to the martyred constable, saying he attained the highest level of martyrdom by sacrificing his life in the line of duty. "The police bravely fought the Indian-sponsored terrorists who attacked at night," he said. K-P and Balochistan have witnessed an uptick in terrorist attacks in recent months. A report states that militant attacks in July increased by 5% compared to June. The last month saw a slight increase in militant violence, following a brief decline in the preceding month, the Pakistan Institute for Conflict and Security Studies (PICSS) said in its monthly report released last week. The report said that 82 militant attacks were recorded across the country in July, resulting in the death of 101 people, and injuries to 150 others. Among the fatalities, 47 were civilians, 36 security personnel, and 18 militants. In contrast, the report said that June saw 78 militant attacks, resulting in 100 fatalities and 189 injuries. The July's numbers indicated a 5% increase in the militant attacks compared to the previous month, the report added. K-P remained the epicentre of such attacks, bearing the brunt of 53 assaults. It was followed by Balochistan with 28 attacks. According to the report, no militant incidents were reported from Punjab, Sindh, Azad Jammu and Kashmir (AJK), or the Islamabad Capital Territory (ICT). The report also highlighted intensified counter-militancy operations by the security forces, which resulted in the killing of 106 militants and the arrest of 69 suspected operatives in July. Bilawal pays tribute to fallen cops

Our police martyrs are the silent guardians of our peace, who gave their lives so our people can live without fear," Bilawal said. He reiterated his party's firm commitment to the welfare of police martyrs' families. "Let us honour their memory with a pledge to build a society worthy of their sacrifices - a society founded on justice, peace, and dignity," he stated. Memorial Run at Do Darya To honour the fallen heroes of Sindh Police, a 5-kilometre "Run for Shuhada" was organised at Do Darya, Karachi, under the banner of "Born to Run Pakistan." Nearly a thousand male and female participants took part in the event. Inspector General of Police (IGP) Sindh Ghulam Nabi Memon, who was the chief guest, addressed the participants and said the run aimed to raise public awareness about physical fitness, respect for traffic rules, and the rule of law. He said that every year on August 4, Sindh Police commemorates the sacrifices of its martyrs by meeting with their families and distributing gifts among their children. At the conclusion of the run, cash prizes ranging from Rs100,000 to Rs50,000 were distributed among participants. The event ended with enthusiastic tributes paid to the martyrs of Sindh Police.
