
Centre releases grievance redress, monitoring system reports for States for May 2025
DARPG released the 34th CPGRAMS Report of States/UTs and the 37th CPGRAMS report Central Ministries/Departments, showcasing success stories.
According to an official statement, in the 34th report, there was a grievance against Rajesh Choudhary about a delay in GST Registration for Micro, Small and Medium Enterprises (MSME).
'Rajesh Choudhary faced repeated rejections of his GST registration application over a span of three months, despite having responded to all departmental queries. The delay caused financial losses to his MSME startup, as potential clients required a valid GST number to proceed with business transactions,' an official statement from the ministry said.
'He also raised concerns about the lack of transparency regarding the reasons for rejection. Seeking redressal, he filed a grievance on the CPGRAMS portal. Following this, the concerned officer reviewed the application, verified the details, and approved the GST registration. A GST number has now been issued, thereby resolving the grievance,' the statement added.
A grievance by one Pawan Rajput regarding Irregular Power Supply, stated, 'a resident of Rajendra Nagar, Bareilly, faced frequent power outages due to a faulty connection from the nearby electricity pole. This not only caused severe discomfort during the summer nights but also posed a risk to household appliances. Despite raising multiple complaints through the electricity helpline, the issues remained unresolved, and complaints were closed without action. Seeking resolution, he filed a grievance on the CPGRAMS portal. Upon review, the concerned authorities visited the site and rectified the faulty connection. The grievance was resolved within 15 days.'
A grievance by Faiz Mohammad Ayyub for Area Cleaning and Mosquito Control was also mentioned in the statement. 'A resident of Ainuddinpur, Kareli, Prayagraj, Uttar Pradesh, raised a concern regarding stagnant rainwater around his house leading to a severe mosquito infestation. He also reported the overgrowth of poisonous weeds, increasing the risk of snake sightings and endangering his family's safety. Seeking immediate action, he filed a grievance on the CPGRAMS portal, requesting weed removal, mosquito control spray, and garbage clearance.'
Upon review, the concerned authorities cleaned the area, removed the overgrown vegetation, and conducted mosquito repellent spraying to address the issue. The grievance was resolved and closed.
In the 37th CPGRAMS Report of Central Ministries/Departments, the success stories highlighted the story of Prem Deep.
Prem Deep, after his Army release, submitted all required documents for settlement, but faced delays and no response from PCDA (Officers), Pune regarding partial dues of Rs 90,936 and a PLI refund of Rs 6,492. Despite multiple attempts, the matter remained unresolved, causing distress. Seeking resolution, he filed a grievance on the CPGRAMS portal. Upon review, authorities confirmed the PLI refund and release of 76,808 after adjustments, providing Statements of Accounts as proof. All dues were settled, and the grievance was close.
Another incident mentioned was that of Syoprasad, a salaried taxpayer who had filed his return for the Assessment Year 2014-15, claiming a TDS credit of Rs 16,536. However, while processing the return, the credit was not given,and a demand of Rs 16,560 was incorrectly raised. Despite submitting a rectification request and paying the demand, no correction was made, and additional interest under Section 220(2) was shown. Seeking resolution, he filed a grievance on the CPGRAMS portal. Upon review, the concerned authorities rectified the mistake and issued a refund of 18,360. The refund was credited to his revalidated bank account. (ANI)

Small shopkeepers are turning away from UPI payments
India's journey towards becoming a cashless economy is facing a reality check as small shopkeepers are increasingly rejecting UPI in favour of cash. Financial educator and investor Akshat Shrivastava attributes this shift to rising compliance costs, taxation worries, and systems that don't work for SMALL VENDORS PREFER CASH TO DIGITALAkshat Shrivastava writes in a LinkedIn post, 'Small businesses have very small profit margins to begin with. If they register under GST, they would have to start adding GST to their final bills. This could be upward of 18%.' This tax raises product prices and drives away customers. 'The seller wants to sell more. The buyer wants to buy cheap. Additional 'GST' drops sales,' he concerns are echoed on the ground. According to a report by Moneycontrol, Karnataka's GST department issued notices to nearly 14,000 unregistered traders after analysing their UPI receipts, which showed annual digital transactions exceeding Rs 40 lakh. This triggered panic among vendors in places like Bengaluru and Hubballi, many of whom immediately removed their UPI QR codes and reverted to accepting only cash. The Times of India also reported that some retailers even displayed handwritten signs saying 'No UPI, only cash', fearing tax scrutiny and heavy SYSTEM ISN'T BUILT FOR SMALL BUSINESSESShrivastava further explains that most small vendors don't maintain separate business and personal bank accounts. 'A father running a shop would take money on behalf of their son, daughter, wife, brother, etc. All this can be tagged as 'income'. And GST can be slapped on that,' he also questions the expectations placed on micro-businesses: 'Expecting small shopkeepers to do sophisticated accounting is stupidity,' he says. While some vendors may avoid taxes, Shrivastava argues that enforcement efforts should be better directed. 'Hunting small guys? That's what the priority is? When you let political parties, IPL dudes, corporate honchos run free?' he complains,'Thousands of crores are outright wasted and syphoned off. But, the focus is to grab hundreds of crores, while forgoing thousands.'According to the National Payments Corporation of India (NPCI), UPI saw over 14.04 billion transactions in June 2024. Yet, for many at the grassroots, the system seems too complex and risky to fully embrace. A field study by the Centre for Effective Global Action (CEGA) at UC Berkeley also found that around 58% of small merchants in Jaipur still preferred cash, using it for over 80% of transactions, even when digital options were small shopkeepers quietly go back to cash, it raises urgent questions about whether India's digital payment ecosystem is truly inclusive or it is just built for those already ahead.- EndsMust Watch

India-UK FTA to boost leather, footwear sector; export could exceed $900 million
The United Kingdom and India signed a historic free trade agreement (FTA) on Thursday, boosting bilateral trade by around $34 billion annually. Besides this, the landmark deal will also boost India's leather and footwear exports to the UK. According to an ANI report, India's leather and footwear export could exceed $900 million, marking a major leap forward for the sector. This growth is expected as the India-UK FTA opens up new opportunities for small artisans and businesses across the country. The FTA offers duty-free access to the UK's $23 billion market, giving Indian Micro, Small and Medium Enterprises (MSMEs) a strong advantage over other countries like Bangladesh, Cambodia, and Pakistan in labour-intensive sectors such as leather and footwear, textiles and clothing, gems and jewellery, furniture, and sports goods. This is expected to unlock vast new opportunities for Indian exporters. The agreement is also likely to enhance the financial stability of small businesses, particularly for artisans, women entrepreneurs, and craftsmen, the report said. The FTA is expected provide small businesses with access to a large market like the UK, and will in turn enable these groups to support their families and communities while becoming key players in global value chains. The FTA includes provisions that encourage MSMEs to utilise digital tools, adopt e-commerce, and transition to more sustainable production methods. These changes will not only enhance efficiency but also enable Indian products to reach a broader international audience. With stronger intellectual property rights (IPR) and geographical indication (GI) protections included in the deal, MSMEs' unique and traditional products are expected to gain better recognition globally. This can increase the value of their goods in foreign markets. Increased export opportunities in labour-intensive industries, such as textiles, leather, and footwear, are expected to raise demand for skilled artisans in hubs like Tirupur and Kanpur. This, in turn, could create more jobs and boost local economies, the report added. As exports rise, private sector players in India are also expected to increase their production capacity. This is likely to lead to increased employment and improved income for individuals involved in these industries. India is now well-positioned to become one of the top three suppliers of textiles, leather, and footwear to the UK. SMEs across different states are expected to expand their production, hire more workers, and contribute to the development of their communities, the ANI report said. In addition to leather and textiles, MSMEs in other sectors, such as marine products, agriculture, pharmaceuticals, chemicals, electronics, engineering, oilseeds, alcoholic beverages, and soft commodities, are also expected to benefit from the FTA by increasing production and innovation.

GST notices in Karnataka was bid to recover revenue lost to guarantee schemes: Mysuru MP
Yaduveer Krishnadatta Chamaraja Wadiyar, MP from Mysuru, said that the GST notices served to small traders was a desperate attempt by the government of Karnataka to recover revenue lost due to 'unscientific guarantee schemes that are a drain on the exchequer'. Though Chief Minister Siddaramaiah has ordered withdrawal of the notices, the controversy is yet to die down. Mr. Yaduveer took to social media to urge the government of Karnataka to prioritise public awareness over abrupt enforcement. The controversial tax notices, which targeted micro enterprises, including bakeries and condiment vendors, demanded lakhs of rupees in dues — some dating back four to five years — sparking widespread panic among small traders. Though the Congress leaders in Mysuru blamed the Centre for the GST notices, Mr. Yaduveer insisted that they were not issued by the Central Government, but by the Commercial Tax Department of the government of Karnataka. 'This move is deeply concerning,' he said, adding that small businesses have been targeted without any prior guidance or awareness campaign. The enforcement drive was not just ill-timed, but also poorly thought out, and motivated by the need to make up for fiscal mismanagement, he alleged. The MP further criticised the manner in which the notices were served, highlighting the setback to digital payment adoption. 'Such actions are discouraging UPI usage in local businesses, undermining the nation's digital payment ecosystem and creating fear among merchants,' he said in his social media post. The MP also criticised the attempts being made by the Congress to blame the Centre. 'Efforts to portray this as a Central Government decision are misleading. Current GST rules apply only to businesses with turnover above ₹40 lakh. This sudden enforcement seems like a veiled attempt to gradually push even the smallest traders into the GST ambit,' said Mr. Yaduveer. Calling for a more responsible approach from the State Government, he said the focus should be on creating awareness, transparency and supporting digital transactions rather than weakening them.
