Centre releases grievance redress, monitoring system reports for States for May 2025

New Delhi [India], June 16 (ANI): The Department of Administrative Reforms and Public Grievances (DARPG) on Monday released two separate Centralised Public Grievance Redress and Monitoring System (CPGRAMS) reports for states and union territories and the various union ministries and departments.
DARPG released the 34th CPGRAMS Report of States/UTs and the 37th CPGRAMS report Central Ministries/Departments, showcasing success stories.
According to an official statement, in the 34th report, there was a grievance against Rajesh Choudhary about a delay in GST Registration for Micro, Small and Medium Enterprises (MSME).
'Rajesh Choudhary faced repeated rejections of his GST registration application over a span of three months, despite having responded to all departmental queries. The delay caused financial losses to his MSME startup, as potential clients required a valid GST number to proceed with business transactions,' an official statement from the ministry said.
'He also raised concerns about the lack of transparency regarding the reasons for rejection. Seeking redressal, he filed a grievance on the CPGRAMS portal. Following this, the concerned officer reviewed the application, verified the details, and approved the GST registration. A GST number has now been issued, thereby resolving the grievance,' the statement added.
A grievance by one Pawan Rajput regarding Irregular Power Supply, stated, 'a resident of Rajendra Nagar, Bareilly, faced frequent power outages due to a faulty connection from the nearby electricity pole. This not only caused severe discomfort during the summer nights but also posed a risk to household appliances. Despite raising multiple complaints through the electricity helpline, the issues remained unresolved, and complaints were closed without action. Seeking resolution, he filed a grievance on the CPGRAMS portal. Upon review, the concerned authorities visited the site and rectified the faulty connection. The grievance was resolved within 15 days.'
A grievance by Faiz Mohammad Ayyub for Area Cleaning and Mosquito Control was also mentioned in the statement. 'A resident of Ainuddinpur, Kareli, Prayagraj, Uttar Pradesh, raised a concern regarding stagnant rainwater around his house leading to a severe mosquito infestation. He also reported the overgrowth of poisonous weeds, increasing the risk of snake sightings and endangering his family's safety. Seeking immediate action, he filed a grievance on the CPGRAMS portal, requesting weed removal, mosquito control spray, and garbage clearance.'
Upon review, the concerned authorities cleaned the area, removed the overgrown vegetation, and conducted mosquito repellent spraying to address the issue. The grievance was resolved and closed.
In the 37th CPGRAMS Report of Central Ministries/Departments, the success stories highlighted the story of Prem Deep.
Prem Deep, after his Army release, submitted all required documents for settlement, but faced delays and no response from PCDA (Officers), Pune regarding partial dues of Rs 90,936 and a PLI refund of Rs 6,492. Despite multiple attempts, the matter remained unresolved, causing distress. Seeking resolution, he filed a grievance on the CPGRAMS portal. Upon review, authorities confirmed the PLI refund and release of 76,808 after adjustments, providing Statements of Accounts as proof. All dues were settled, and the grievance was close.
Another incident mentioned was that of Syoprasad, a salaried taxpayer who had filed his return for the Assessment Year 2014-15, claiming a TDS credit of Rs 16,536. However, while processing the return, the credit was not given,and a demand of Rs 16,560 was incorrectly raised. Despite submitting a rectification request and paying the demand, no correction was made, and additional interest under Section 220(2) was shown. Seeking resolution, he filed a grievance on the CPGRAMS portal. Upon review, the concerned authorities rectified the mistake and issued a refund of 18,360. The refund was credited to his revalidated bank account. (ANI)

New Delhi: Finance Minister Nirmala Sitharaman clarified in Parliament on Monday that apartment associations are required to register under GST if their aggregate turnover exceeds Rs 20 lakh (Rs 10 lakh in special category states) in a financial year and the associations are required to pay GST only where the maintenance charged is more than Rs 7,500 per month per member. The Finance Minister further stated that apartment associations having maintenance charges up to Rs 7,500 per month per member or having aggregate turnover of goods and services below the threshold need not be registered under GST. The residents staying in the apartments do not have to pay GST. It is only the apartment associations that have to pay as they are the supplier of services, the Finance Minister said in a written reply in the Lok Sabha. "No GST compliance requirements have been placed upon the residents of apartments, irrespective of the monthly maintenance amount paid," she added. Initially, services by an apartment association to its resident members against maintenance charges up to Rs. 5,000 per month were exempt. However, the exemption limit was enhanced to Rs. 7,500 per month per member in accordance with the recommendations of the GST Council in its 25th meeting held on January 18, 2018, the Finance Minister said. The services by an apartment association to its own resident members, where the maintenance charges are greater than Rs 7,500, are taxed at the rate of 18 per cent on the recommendations of the GST Council. The limit of Rs 7,500 was also prescribed on the recommendations of the GST Council in its 25th meeting, in which a decision was taken to increase the limit from the previous level of Rs 5,000 per person per member. Sitharaman also said that if any due tax has not been paid under the GST Act, the taxpayers are provided with an option to pay either no penalty or reduced penalty, provided they are ready to pay the due tax within a specified time period. She also said that events like Taxpayer Samvad, workshops, and awareness programs are regularly being organised for information dissemination and awareness through GST facilitation centres. These initiatives are designed to help taxpayers accurately assess their tax liability. Further, there is no requirement under CGST law to obtain any official letter from the resident or apartment associations regarding their apartment's GST status.

As India's digital economy evolves and more taxpayers report income from non-traditional sources like content creation and speculative trading, the Income Tax department has overhauled its ITR utility to introduce a revised list of 'Nature of Business/Profession' codes. This change, effective from assessment year (AY) 2025–26, is designed to bring more clarity, compliance and alignment with sector-specific practices. Why did the Income Tax department make this change? The update is a response to the changing economic landscape. 'The revised codes aim to better capture emerging income sources, like social media influencing or F&O trading, while reducing ambiguity in disclosures,' said Parag Jain, chartered accountant & tax head at 1 Finance. The older codes were too generic, leading to inconsistent classification and potential compliance gaps. The change also boosts the department's analytics and cross-platform matching. 'It is a strategic move to enhance digital governance, improve compliance, and match data with GST and MCA systems,' said Deepak Kumar Jain, founder & chief executive officer of Vivek Jalan, Partner at Tax Connect Advisory Services LLP, noted that the classification will also help the department compare profitability within sectors using AI tools, which may affect how returns are scrutinised. What changes for small businesses, freelancers, and professionals? The new codes help taxpayers report income more accurately. For example: A freelance graphic designer must now use code 14010 instead of the generic 0607 A mobile retailer should now choose code 09019 instead of selecting 'Others' F&O traders must now use code 21010, replacing older catch-all financial activity codes YouTubers and influencers have a new code: 16021 'These help align disclosures with actual income and reduce mismatches,' Parag Jain said. Sonu Jain, chief risk officer at 9Point Capital, added that better classification can also ensure eligibility for presumptive schemes under Sections 44AD/44ADA. What if the wrong code is selected? While there's no explicit penalty, the risks are real. 'Wrong codes can trigger AI-based scrutiny, mismatches, or even notices,' Parag Jain noted. 'This is especially critical if the data doesn't match with GST or MSME/Udyam records,' Deepak Kumar Jain added. Jalan pointed out that if declared profits diverge significantly from industry norms, for instance, an influencer showing just 20 per cent profitability where the average is 50 per cent, they may need to furnish expense justifications. What should taxpayers and CAs do now? Experts agree there's no need to revise past filings. 'This is a forward-looking change,' Sonu Jain said. However, accuracy this year is essential. 'Use the latest ITR utility, match codes with GST/MSME records, and verify presumptive scheme eligibility,' Deepak Kumar Jain advised. In short, the ITR utility's new codes aren't just a formality. They are a signal that the tax system is adapting to modern income sources and taxpayers must adapt too.
