
Breaking news. EU slaps new sanctions on Russia amid Donald Trump's push for negotiations
Trump's secretary of state, Marco Rubio, suggested that Europe would eventually be called to the negotiating table to discuss sanctions relief for the Kremlin.
"There are other parties that have sanctions, the European Union is going to have to be at the table at some point because they have sanctions as well that have been imposed," Rubio said on Tuesday after meeting his Russian counterpart in Saudi Arabia.
Rubio stressed concessions on "all sides" would have to be made. When asked about Europe's exclusion from the process, he replied: "No one is being sidelined."
Still, the bloc is keen on maintaining its punitive policy – at least for now.
Wednesday's deal among ambassadors was deliberately timed to arrive in the lead-up to the invasion's third anniversary, which the College of Commissioners is set to mark with a joint visit to Kyiv. It represents the 16th package of restrictions since February 2022.
The new sanctions introduce a ban on imports of Russian primary aluminium, an idea that was discussed in the past but never approved due to the reticence of some member states who worried about its economic impact.
Russian unwrought aluminium accounts for about 6% of the EU's aluminium imports, a share that has decreased over the past years as European manufacturers moved away from Russian suppliers.
The EU had already banned certain aluminium-made products coming from Russia, such as wires, tubes and pipes, though these only accounted for a fraction of purchases. Now, the ban is extended to cover primary aluminium, which is sold as ingots, slabs and billets, and makes up the vast share of the imported value.
Besides the raw metal, the latest package of sanctions broadens the blacklist against tankers belonging to Russia's "shadow fleet," which the Kremlin has deployed to circumvent Western restrictions on oil trade and maintain a source of revenue that is crucial to fund the war on Ukraine.
The fleet consists of old-age, uninsured ships that are suspected of deceptive practices, including transmitting falsified data, turning off their transporters to become invisible and conducting multiple ship-to-ship transfers to conceal the origin of their oil barrels.
The condition of these vessels is so poor that Brussels worries they could spill oil and cause an environmental catastrophe near the bloc's territory.
Political pressure is at an all-time high following several incidents in the Baltic Sea where the "shadow fleet" was accused of carrying out sabotage against undersea cables.
The "shadow fleet" is estimated to have around 600 ships but no official number exists due to the Kremlin's secrecy of information.
China and India are today the main buyers of Russian oil, which is often refined in their territory and sold back into the EU market under a different label.
According to diplomats, the new raft of EU sanctions blacklists 73 vessels suspected of being part of the "shadow fleet." The addition brings the total number to 153 ships.
All of them are denied access to EU ports and EU services.
The bloc's legal text has been revised to allow the blacklisting of owners and operators of "shadow fleet" vessels, including captains.
Additionally, the new sanctions expel 13 Russian banks from the SWIFT electronic system and suspend the broadcasting licences of eight Russian media outlets.

China focus Trump has also taken special aim at China. The world's two biggest economies engaged in an escalating tariffs war this year before their temporary pullback. The countries imposed triple-digit duties on each other at one point, a level described as a trade embargo. After high level talks, Washington lowered its levies on Chinese goods to 30 percent and Beijing slashed its own to 10 percent. This pause is set to expire August 12, and officials will meet for further talks on Monday and Tuesday in the Swedish capital Stockholm. The US level is higher as it includes a 20 percent tariff over China's alleged role in the global fentanyl trade. Beyond expansive tariffs on Chinese products, Trump ordered the closure of a duty-free exemption for low-value parcels from the country. This adds to the cost of importing items like clothing and small electronics. Autos, metals Trump has targeted individual business sectors too, under more conventional national security grounds, imposing a 25 percent levy on steel and aluminum imports which he later doubled to 50 percent. The president has unveiled plans for a 50 percent tariff on copper imports starting August 1 as well and rolled out a 25 percent tariff on imported autos, although those entering under the USMCA can qualify for a lower rate. Trump's auto tariffs impact vehicle parts too, but new rules ensure automakers paying vehicle tariffs will not also be charged for certain other duties. He has ongoing investigations into imports of lumber, semiconductors, pharmaceuticals and critical minerals that could trigger further duties. What is the status of US tariff negotiations?
Many of these tariff hikes were part of a package first announced in April, under which dozens of economies were due to face higher levies -- up from a 10 percent level -- over their trade surpluses with the United States. The twice-postponed deadline for duties to take effect is now Friday, August 1. But Washington has expanded its group of targets coming up against these tariffs, while announcing agreements with the European Union, Britain, Vietnam, Japan, Indonesia and the Philippines. A deal with the European Union unveiled on Sunday sees a 15 percent tariff imposed on European exports to the United States, down from the 30 percent that Trump earlier threatened. Where do other US trade talks stand? South Korea: Heightened pressure Seoul is racing to reach a deal with Washington, as Tokyo's success in landing an agreement has "amped up the pressure for South Korea," a government source told AFP. Local media reported that Seoul was preparing to propose more than $100 billion in investment as part of a broader agreement, with expected participation by major firms such as Samsung and Hyundai Motor. The South Korean government did not confirm this. But South Korean officials have outlined proposals to deepen collaboration in sectors like shipbuilding, semiconductors and batteries. National Security Advisor Wi Sung-lak has told reporters that the two countries are in "the final and most crucial phase of negotiations" to avert Trump's proposed 25 percent duty. India: Cautious optimism Indian Commerce Minister Piyush Goyal told Bloomberg Television Thursday that he was optimistic his country could reach an agreement with the United States to avert Washington's 26 percent tariff threat. Vice President Hsiao Bi-khim said Taipei's negotiating team was "working almost 24 hours a day to achieve trade balance and Taiwan's industrial interests, and even to further deepen cooperation." Canada, Mexico: Deal unclear Although Canada and Mexico were spared from Trump's "reciprocal" tariffs announced in April, goods from both countries entering the United States generally face a separate 25 percent duty if they fall outside a North American trade pact. This figure stands to jump to 30 percent for Mexico come August 1, while the level for Canada was set at 35 percent. Mexican President Claudia Sheinbaum said her administration was "doing everything" possible to avert the duties and that she would speak with Trump if necessary to try to reach a pact. Trump told reporters Friday there was no deal with Canada so far. Brazil: Political nature Brazil is girding for a virtual trade embargo on its planes, grains and other goods if Trump's threatened 50 percent tariff on its exports takes effect on August 1. The United States runs a trade surplus with Latin America's biggest economy, which was not originally expected to face steeper tariffs under Trump's "reciprocal" duties plan. Stock investors expect rally as Europe clinches US trade deal

Euro Stoxx 50 futures will reopen for trading around 2 a.m. Paris time on Monday. Sectors most exposed to trade, including autos and consumer products, had outperformed Friday as investors were optimistic that an agreement would be reached before the Aug. 1 tariff deadline. European stocks have been range-bound since May due to jitters around the outlook for global trade. The benchmark Stoxx 600 is now 2.3% below its March record high. A UBS basket of stocks sensitive to tariffs has underperformed this year, suggesting there's room for the group to catch up to the broader regional benchmark. 'I do think there will be a relief rally as soon as the details are finalized, and this is a much needed shot in the arm for European stocks as earnings season is in full swing,' said Geoff Yu, a macro strategist for EMEA at BNY Mellon. Focus will be on carmakers, such as Stellantis NV, Volkswagen AG, Mercedes-Benz Group AG and BMW AG, as well as auto parts suppliers like Valeo SE, Forvia SE and Pirelli & C SpA. A gauge for the sector is flat on the year, missing out on Europe's broader rally. The fact is that Americans will pay higher tariffs from US imports and face an inflation surge and lower growth in the second half. The EU also faces higher tariffs than the UK, which gives UK exporters an advantage over their European competitors.' Michael Brown, senior research strategist at Pepperstone 'Stocks hardly need much of an excuse to rally right now, and the agreement not only removes a key left tail risk that the market had been concerned about, but also yet again reiterates that the direction of travel remains away from punchy rhetoric, and towards trade deals done. Rumours that the US-China trade truce will be extended for a further 90 days will also help on this front.' 'From a sectoral perspective, European automakers are one of the big winners here, with the 15% tariff also applying to auto imports into the States, a similar carve out to that achieved by Japan. Other obvious winners include US defense names given the EU's purchase commitments on that front, as well as US energy stocks, bearing in mind the almost $1 trillion of spend coming their way.' But given where we were pre-Liberation Day, this isn't good news for Europe. Longer-term, it will keep growth subdued in Europe.'
