‘Pay-as-you-use' mulled at new affordable housing schemes
PETALING JAYA : The housing and local government ministry is exploring a 'pay-as-you-use' model for maintenance fees in future affordable housing developments, as part of housing sector reforms.
Its minister, Nga Kor Ming, said this is part of efforts to elevate the real estate industry and promote more equitable access to housing for all Malaysians.
Speaking to reporters at the Kuala Lumpur Architecture Week (KLAW) 2025 today, Nga said the ministry plans to introduce a system that allows residents to pay maintenance fees based on actual usage of shared facilities.
'Under this proposed model, residents will receive access cards that track their monthly usage of shared facilities.
'We are starting with the Rumah Bakat Madani initiative led by Skyworld Pearlmont in Penang, which features a pay-per-use clubhouse with an infinity pool, pickleball and badminton courts, a children's playground and gyms,' Bernama reported him as saying.
Nga said the concept will serve as a reference for future public housing projects.
'These projects may also include vertical schools to provide vulnerable communities better access to education,' he said.
He said the ministry also plans to engage private sector players to develop industrialised building system facilities, aiming to expand the use of modular construction methods such as prefabricated prefinished volumetric construction.

Rosmawati said the focus was on the 80 million population of the BIMP-EAGA (Brunei-Indonesia-Malaysia-Philippines-East Asean Growth Area) region. "Sabah can serve as a platform for these countries and other regions to promote their products and services. "In this respect, we are stimulating growing international interest by extending invitations to other countries, including China, Singapore, and Taiwan, to take part in this year's event. "Thailand has confirmed participation with 20 booths," she said. Rosmawati said they conducted promotional visits to Brunei and Indonesia, along with outreach efforts across Penang, Kedah, Perlis, Selangor, and Kuala Lumpur, to build regional participation and connect businesses to Sabah's growing marketplace. The BIGSABAH Sale will be themed under Gourmet & Home Living and Decor as well as Fashion & Lifestyle (Level 4), which will showcase culture, commerce, cuisine, fashion, and collaboration, Rosmawati added.

13MP: New Special Tourism Investment Zones in four states
KUALA LUMPUR: New Special Tourism Investment Zones (STIZ) will be developed in Johor, Melaka, Negeri Sembilan, and Sarawak. Narrowing the gap: 13MP to prioritise rural economy, basic infrastructure
KUALA LUMPUR: The government will improve basic infrastructure and stimulate the economy in rural areas and development zones under the 13th Malaysia Plan. Prime Minister Datuk Seri Anwar Ibrahim also said strategic investments in these areas would be encouraged. He said the government was committed to narrowing development gaps between regions to ensure that rural communities benefited equitably as the country developed. "Large-scale infrastructure development also remains a priority to strengthen inter-regional connectivity and stimulate the growth of surrounding areas in a planned and structured manner," he said when tabling the 13th Malaysia Plan (13MP). "Among the projects being implemented is the construction of the East Coast Rail Link (ECRL)," he said.
