Egypt's President reviews energy plan, stresses renewables and localisation

Egyptian President Abdel Fattah Al-Sisi has directed the government to intensify efforts to attract investment in the renewable energy sector and pursue the local manufacturing of its components, the presidency said in a statement.
The president met in Alamein City on Tuesday with Prime Minister Mostafa Madbouly and Minister of Electricity and Renewable Energy Mahmoud Essmat to review the electricity ministry's action plan.
According to presidential spokesperson Ambassador Mohamed El-Shennawy, the discussion covered the development of Egypt's energy mix, the use of renewable energy and storage batteries, and efforts to improve the national grid through electrical interconnection projects.
The electricity minister outlined measures taken by the ministry to improve services, including coordinating with the petroleum ministry to secure gas and fuel for power stations. He also detailed the regular monitoring of maintenance programmes, efforts to combat electricity theft and reduce losses in the network.
Essmat stated that plans were underway to add approximately 2,000 megawatts (MW) of new capacity from renewable sources, representing investments of around $2.3bn.
The spokesperson added that the meeting also addressed efforts to localise the manufacturing of equipment for the electricity and renewable energy sectors. This includes coordination with major foreign companies that manufacture storage batteries and wind turbines to establish those industries in Egypt.
The minister provided an update on the national grid's capacity to absorb renewable energy. He noted that current installed renewable capacity totals 8,031 MW, sourced from wind, solar, and hydropower. The meeting also reviewed projections for renewable capacity in 2030 under the country's Integrated and Sustainable Energy Strategy, as well as the expected solar and wind capacity to be added to the grid by June 2028.
The spokesperson said the meeting also covered developments on major energy projects. These include the Dabaa Nuclear Power Plant, the 3,000 MW Egypt-Saudi Arabia electrical interconnection project with investments of about $1.8bn, and the ongoing efforts to implement the Egypt-Greece electrical interconnection.
President Al-Sisi stressed the need for the government to ensure a sustainable supply of electricity for the national grid, industrial sectors, and services, and to intensify work on projects aimed at raising the efficiency of the energy system.
He directed the government to continue improving electricity services in all governorates and to enhance the national grid's ability to handle expected increases in consumption. This would be achieved through the continuous modernisation of generation plants, transmission and distribution networks, and control centres, the statement said.

It also addressed the features of the National Development Portfolio and its developments for 2024, the OIA's procedures, and examples of the programmes and initiatives it has implemented to improve the performance of its subsidiaries. The chairman of the OIA shed light on the Rawabet Programme, the OIA's corporate governance system and the Oman Future Fund. The chairman of the State Council emphasised that the meeting with the chairman of the OIA and its representatives, and their presentations to council members, provided an opportunity to review the strategies, plans and projects being implemented by the OIA and to closely examine the achievements and challenges it faces. This, in turn, enhances the role of the State Council. MUSCAT - Nama Power and Water Procurement Company (PWP), the sole procurer of power and water capacity in the Sultanate of Oman, has launched its fourth auction round for International Renewable Energy Certificates (I-RECs) – a move aligned with the Sultanate of Oman's broader strategy to advance decarbonization and its Net Zero targets. Over 3 million I-RECs are on offer in this latest round, building on three previous auctions that have reinforced Oman's efforts to provide avenues for businesses and strategic sectors within the country to decarbonise their operations. Two years ago, Oman became the first country in the GCC to register the first wind farm – the 50 MW Dhofar I Wind Project – with the I-REC Standard Foundation. Since then, PWP has successfully registered Manah I Solar IPP and Manah II Solar IPP with the globally recognized I-REC Standard Foundation, which promotes an internationally recognized methodology for issuing and redeeming I-RECs. This system is implemented globally with the support of national governments and local stakeholders. The I-REC certificates in this auction round represent renewable energy generated by the three projects between July 2024 and December 2025. The grid-connected Manah I and Manah II solar PV projects – each with a capacity of 500 MW – are expected to generate around 1.5 million I-RECs annually, while the Dhofar I Wind project is estimated to contribute approximately 150,000 certificates per year. Ahmed bin Salim al Abri, Nama PWP CEO Commenting on the significance of this latest auction, Nama PWP CEO Ahmed bin Salim al Abri stated: 'Through this market-based solution, PWP is enabling local businesses to decarbonize their operations by purchasing the I-RECs, while offering domestic and international buyers a credible pathway to meet voluntary sustainability targets.' According to PWP, certifying the flow of energy from clean sources has become increasingly important for consumers who demand greater choice in how they procure electricity. Some companies seek to demonstrate compliance with renewable energy procurement requirements, while others aim to reduce their greenhouse gas emissions. To accurately report the use of renewable energy in emissions disclosures, companies must own and redeem a verified environmental attribute certificate, such as an I-REC. Well-known Omani environmental services specialist Three Pillars Consulting (TPC) serves as the local issuer of I-RECs in the Sultanate of Oman. As the accredited issuer, TPC supports the registration of renewal and issuance of I-REC renewable energy tracking system.

Cairo - British International Investment (BII) has penned more agreements with a total value exceeding $300 million to support two major renewable energy projects in Egypt. These projects are a 1.10 gigawatt (GW) Gulf of Suez Wind Farm and a 1.10 GW integrated solar and battery storage project with Scatec, according to a press release. The financing comes as part of BII's investment plan to boost Egypt's energy transition and build climate-resilient infrastructure that drives growth in North African countries. Valued at $1.20 billion, the Gulf of Suez Wind Farm project marks Africa's largest onshore wind development, and it is expected to generate 4,500 gigawatt-hour (GWh) annually. This will contribute to eliminating 2.50 million metric tons of CO₂ emissions on a yearly basis. BII's $190 million investment forms part of a broader $704 million in debt financing, with a consortium of development finance institutions (DFIs). The European Bank for Reconstruction and Development (EBRD), the African Development Bank (AfDB), the German Investment and Development Company (DEG), the OPEC Fund for International Development, and the Arab Energy Fund participated in the transaction. The project comes within the framework of Egypt's Nexus of Water, Food & Energy (NWFE) program and will create over 10,000 power-enabled jobs. Moreover, BII signed an agreement to co-finance Egypt's first integrated solar photovoltaic (PV) and battery energy storage system (BESS), in partnership with Scatec, AfDB, and EBRD. The $479.10 million project accounts for 80% of the total capital cost, producing 1.10 GW of solar PV capacity and 200 MWh of battery storage. BII is securing a $100 million concessional loan and a $15 million grant to lower the cost of the BESS component, attracting private investment and developing a model for future deals. The projects align with BII's North Africa climate strategy to enhance climate resilience for future generations. Sherine Shohdy, Head of Egypt Office and Coverage Director of BII, added: 'Through our capital partnerships, we are proud to deliver new infrastructure that will provide affordable and reliable, low-carbon power and unlock thousands of green jobs.' 'Our goal is to deliver impact at scale, supporting Egypt's renewable energy ambitions and the resilience of its wider economy,' Shohdy added. Being a key partner for BII, Egypt has a portfolio size of over $708 million, reflecting its commitment to supporting the region's climate agenda.
