Consumer credit law risks squeezing poorer households further, says think tank

THE Institute for Strategic Analysis and Policy Research (INSAP) has applauded recent the passing of the Consumer Credit Bill 2025 (CCB) by the Dewan Rakyat.
However, its chairman Datuk Dr Pamela Yong cautioned that while the CCB is a milestone in efforts to regulate Malaysia's expanding consumer credit market, legislation alone will not resolve the structural issues pushing Malaysians, particularly the youth and informal workers, into cycles of debt.
'The Bill's introduction of a dedicated Consumer Credit Commission (CCC) to oversee previously unregulated credit providers and enhance consumer protection is a positive step,' she remarked.
'(But) without wider economic reforms, this law may unintentionally tighten credit access for low- and middle-income groups already struggling with stagnant wages, high living costs and shrinking financial buffer.'
As of December 2024, Malaysia's household debt stood at RM1.63 tril, representing 84.2% of GDP, which is the highest in Southeast Asia according to Bank Negara Malaysia.
This reflects the growing reliance on short-term credit to cope with volatile income and essential spending, especially as the economy transitions from stable industrial jobs to more precarious service roles.
At the same time, new fiscal measures such as petrol subsidy rationalisation and sales and services tax (SST) expansion have increased pressure on household budgets.
The think tank went on to warn that layering new compliance costs on credit providers may inadvertently make credit more expensive or inaccessible, especially for the very groups the law intends to protect young adults, gig workers and financially excluded households.
It also highlighted the importance of institutional clarity, regulatory independence and accountability for the CCC.
Clear frameworks must govern leadership appointments, scope of powers and stakeholder engagement to ensure transparency and public trust.
Crucially, INSAP stressed that any reform of the credit ecosystem must be matched by real structural policies that raise income security and job quality, control the cost of essential goods and services, and expand access to financial literacy and consumer rights education.
'The CCB must not become a regulatory plaster over a deeper economic wound. Without bold reforms to tackle inequality and economic insecurity, Malaysians will continue to borrow just to survive, no matter how well-regulated the system becomes,' Dr Yong added. ‒ July 25, 2025

KUALA LUMPUR: The government is studying a proposal to replace the current lump sum withdrawal system under the Employees Provident Fund (EPF) with a monthly pension-style payout, as part of efforts to ensure more sustainable retirement savings for Malaysians. Finance Minister II Datuk Seri Amir Hamzah Azizan said the new system may initially apply only to new EPF members, while existing contributors could be given the option to transition to the revised structure voluntarily. He added that the idea, aimed at preventing contributors from depleting their savings too quickly, is being refined and has already been addressed by the Economic Planning Unit. "The main idea is to develop a more sustainable system such as a pension system where savings are not withdrawn in one lump sum, but paid out monthly," he said at the 2025 National Tax Conference her today. Amir Hamzah noted that many EPF contributors tend to exhaust their savings soon after retirement, which often leads to financial difficulties in their later years. As such, the government is taking a cautious and comprehensive approach in evaluating the long-term implications of the proposed reform. "This is to replace the current lump sum withdrawal system. If the proposal is accepted, its implementation will be practical and phased," he added. The government's broader objective is to build a more resilient and inclusive retirement framework that ensures long-term financial security for all Malaysians, he added.

Rafizi said Malaysians have previously drawn international attention for collectively targeting Israel's official social media accounts, earning them the nickname "tentera bawang" (onion army). 'The time has come for us to once again be keyboard warriors en masse, to pressure Israel to end the atrocities that are causing massive starvation in Gaza,' he said in a social media post on Tuesday. Rafizi was commenting on the worsening humanitarian crisis in Gaza due to the Zionist regime's blockade on food supplies for Palestinians. However, he also expressed disappointment that while the world is focusing on the suffering in Gaza, many Malaysian netizens remain preoccupied with domestic political debates such as 'Turun Anwar' and 'Kekal Anwar'. At the same time, he raised concern over the growing culture of cyberbullying, especially among youth, stemming from political disputes. 'Among netizens, quarrels that often lead to insults and cyberbullying are typically related to politics,' he said. Rafizi also cited a report by the United Nations Children's Fund (Unicef), which ranks Malaysia second in Asia after China, and fifth globally, for cyberbullying incidents among teenagers. The former Minister of Economy highlighted that Unicef's findings show 47 per cent of parents are aware of at least one child or teen in their community who has been a victim of cyberbullying, while one in four believe their own child has experienced it. Rafizi stressed that this toxic behaviour often stems from adults who frequently leave rude or offensive comments online. 'As parents, we are all responsible, because children follow our example. 'When we make comments on social media that make us feel powerful but are actually a form of cyberbullying, we are normalising this culture in society,' he said. As a solution, he proposed redirecting this aggressive online behaviour toward more meaningful causes, especially humanitarian issues like the conflict in Gaza. 'For the month of August, let's try to channel our ego and cyberbullying tendencies into something else. 'If you really can't resist making a fiery post, let it be for good — for instance, to demand that Israel stop these atrocities,' he said.

PETALING JAYA: Former Klang MP Charles Santiago has proposed that the RM100 cash aid announced for all Malaysian adults last month be channelled instead to 6.3 million Employees Provident Fund (EPF) contributors who have less than RM10,000 in their accounts. Santiago, an economist by training, said low wages have forced many Malaysians to dip into their EPF savings before retirement. He said a targeted injection by Putrajaya would go a long way towards rebuilding Malaysians' retirement fund. He noted that Singapore's Central Provident Fund (CPF) system includes employer contributions and regular top-ups by the state, especially for low-income workers and seniors. 'It's a system designed to support people through retirement, not leave them scrambling to survive. That's the difference: long-term thinking versus short-term patchwork,' he said, praising the government support for CPF. 'Retirement shouldn't mean poverty. To make the (Malaysian) system stable, there must be regular top-ups from the government or employers, and through broader social protection schemes.
