Upgraded hotmix plant functional, yet tender floated to asphalt road

Nagpur: Even as the Nagpur Municipal Corporation (NMC) recently commissioned its hotmix plant at Hingna after a long-overdue upgrade, the public works department (PWD) floated a tender for Rs24.73 lakh to asphalt a road in Shanti Niketan Colony in the Laxmi Nagar zone.
The move sparked criticism, as the internal tar road is in a poor condition and residents were demanding immediate repairs, which the plant was expected to handle efficiently.
Just a few weeks ago, a committee led by officiating chief engineer Manoj Talewar certified the new counter flow drum mix plant as fully functional. A comprehensive inspection on May 5, conducted by a six-member committee including officials from mechanical and hotmix departments, found all components such as the thermodrum unit, bitumen storage tanks, cold feeder and control cabin systems aligned with technical specifications.
During the trial, the plant produced a batch of bituminous mix (BM), which was found satisfactory. Only a minor issue of noise from the thermodrum's chain drive was noted and rectified with lubrication. Additionally, samples were tested and calibrated by a third-party lab, confirming the quality output of the plant.
With civic complaints rising and citizens demanding better infrastructure, NMC's decision to outsource a road project even after certifying its plant as operational raised serious concerns about administrative efficiency and public accountability.
However, Talewar defended the tender stating that "the plant has only recently become operational and is yet to run at full capacity." Ironically, the audit report signed by Talewar himself had confirmed the smooth functioning of the plant.
The new plant, capable of producing 60-90 tonnes of asphalt per hour (up from the previous 30 tonnes), was projected to significantly reduce NMC's dependency on private contractors.
Citing an example, an NMC official said that a 700-metre stretch at Manish Nagar was asphalted at a cost of Rs35 lakh by deploying services of the old hot-mix plant last year, while private firms would have quoted Rs1.5 crore for the same work.
The 25-year-old unit was dismantled and the upgraded facility was completed ahead of its May deadline by installing a modern Light Diesel Oil (LDO)-based drum mix plant. It was seen as a major step toward achieving transparency, quality control, and cost-effectiveness in roadwork, especially considering that NMC spends over Rs95 crore annually on outsourcing road repairs, compared to Rs5 crore on in-house operations.
A pre-monsoon survey by the hot mix department identified 497 potholes and 159 bad roads across the 10 zones, excluding roads managed by other agencies like the Nagpur Improvement Trust and the National Highways Authority of India. Subsequently, it sought details of bad roads from the zonal offices. None of the zones have so far submitted the lists of bad roads or potholes with locations, confirmed the official.

NMC collects Rs 100 crore in property tax in April-June
Nashik: The Nashik Municipal Corporation's property tax collection reached Rs 100 crore-mark in the April-June quarter of the 2025-26 financial year, slightly lower than the Rs 106 crore collected during the same period last year. NMC officials attributed the collection to rebates of 6-8% on property taxes for prompt payers. NMC is offering rebates for prompt property tax payments, including 8% for payments made in April-May, 6% for June payments and 3% for July payments, with the incentive scheme expiring on July 31. The civic administration also provides 1% additional concessions for online tax payments. Civic officials said they sent out messages to the taxpayers last year to avail themselves of the benefits of the tax rebates. "Employees of the property tax department also visited the houses of the taxpayers, informing them about the tax rebates. This year, however, NMC did not send messages to the taxpayers as they appointed three private agencies for six divisions to distribute property tax bills. Still, NMC managed to collect Rs 100 crore in property tax during the first three months of the financial year," an official said. During the last financial year 2024-25, NMC collected Rs 256 crore in property tax, even though the property tax collection target was Rs 250 crore. NMC has set the property tax collection target of Rs 275 crore for the current financial year.

Nand Nagri flyover's opening to coincide with PM's birthday
New Delhi: The PWD plans to inaugurate the Nand Nagri flyover in Sept to coincide with Prime Minister Narendra Modi's birthday. The elevated corridor, from the Mandoli prison complex, connects to Gagan Cinema, situated along Mangal Pandey Marg. PWD minister Parvesh Verma said all efforts were being made to complete the project on time. "The department aims to inaugurate the flyover around Sept 16–17, aligning with Prime Minister Narendra Modi's birthday," he said. Once the flyover is operational, Nand Nagri and Gagan Cinema junctions will become signal-free, easing congestion in the area and improving connectivity across northeast Delhi. He was accompanied by North East Delhi MP Manoj Tiwari and deputy speaker Mohan Singh Bisht. The flyover, in one of Delhi's busiest corridors, is in the final stage of construction. The 6–7km stretch of Wazirabad Road has long seen multiple traffic cuts and uncontrolled junctions. To resolve this, Delhi govt undertook a two-part flyover project — a 1.3 km double-decker flyover by Delhi Metro Rail Corporation (DMRC) and another 1.4km single-pillar flyover, including the Nand Nagri T-Junction, executed by PWD Delhi. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like AI is helping small businesses increase productivity. The project faced delays due to pending clearance to cut 27 trees, primarily around a 240-meter ramp near Mandoli Jail. "With environmental permissions now granted, the final phase has resumed," said a senior official. The 1.5-km flyover will have six lanes, and six U-turns. The first will be constructed near Nand Nagari police station, followed by two back-to-back U-turns, which will be 500 metres ahead of the turn near the police station. Another set of back-to-back U-turns have been proposed near the Gagan Cinema bus stop, and another after the Gagan Cinema junction.

Metro & Road Works Paralyse 64% Bus Routes In Nagpur
Nagpur: Travelling has become a daily nightmare for thousands of Nagpur Municipal Corporation run-Aapli Bus commuters, with 86 out of 135 routes (or 64%) affected by delays and diversions, leading to an increase in travel time between half an hour to over an hour. The disruptions, triggered by Metro construction, road and flyover works, and weekly markets, have crippled public transport across all seven city depots. A route-wise analysis from Patwardhan, Wathoda, Hingna, Koradi, Khapri Naka, Wadi, and Orange Street depots reveals citywide chaos. Core areas like Cotton Market, Loha Pul, Sakkardara square, Law College stretch, Mankapur ring road, and Koradi naka are repeated choke points, plagued by overlapping infrastructure projects. "We get stuck near Cotton Market or Mankapur for nearly half-an-hour daily. Sometimes we have to skip stops or terminate midway because passengers start raising hue and cry. We don't get any real-time updates," said an Aapli Bus driver from Wadi depot, requesting anonymity. Details obtained from NMC's transport department revealed that Wadi depot has the highest disruption rate, with all routes affected by flyover construction near Loha Pul, Metro works at Kamptee, and severe congestion around Law College. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch CFD với công nghệ và tốc độ tốt hơn IC Markets Đăng ký Undo At Orange Street depot, 100% of routes are impacted due to Metro-related blockages along the Hingna corridor and Loha Pul flyover diversions, it revealed. As per an analysis of depot-wise route disruptions, Hingna depot reports significant issues on most routes due to Metro construction near Hingna Gramin Hospital, flyover works, and craters-riddled road surfaces that slow down movement. At Wathoda depot, nearly two-thirds of the network is affected by bridge construction at Loha Pul, congestion near MIDC industrial zones, and traffic snarls around residential clusters, the report added. The report revealed that Patwardhan ground depot, covering central Nagpur, sees major disruptions at Rani Durgawati Square, Cotton Market, and Sakkardara due to ongoing Metro and overbridge construction coupled with weekly market congestion. Koradi depot struggles with gridlocks at Koradi Naka and Lonkhairi Phata, compounded by wrong-side vehicle movement and overbridge works, the analysis suggests. Khapri Naka depot routes are affected by persistent jams around MIDC Butibori and construction activity on key link roads, which includes stretches under Metro construction. This is affecting the Aapli Bus service very hard as commuters bear the brunt, admitted a senior official. Despite best and reliable service, the NMC is not able to gain the confidence of passengers, the official pointed out. "I waited 45 minutes for a bus at Sakkardara square. No updates—just uncertainty," said Asha Taksande, a commuter. "It's like we're on our own." Though NMC has introduced GPS-based real-time tracking facility for android phone users, passenger communication remains inadequate. Many bus shelters lack proper signage or digital alerts, leaving commuters uninformed about diversions or delays. Transport experts emphasise the urgent need for inter-agency coordination, advanced diversion notices, and live updates at bus stops to ease commuter distress. With several disrupted routes catering to AIIMS, industrial belts, educational hubs, and densely populated localities, the lack of reliable transit alternatives is worsening the urban commute.
