Govt constitutes National Crisis Management Committee under amended DM Act
The Disaster Management Act (Amendment) Act, 2025, which came into force on April 9, provided statutory status to certain organisations such as the National Crisis Management Committee, which had been in existence long before the 2005 Act was enacted.
On Wednesday, the ministry of home affairs notified the Disaster Management National Crisis Management Committee (Procedure) Rules, 2025 and constituted the committee under cabinet secretary TV Somanathan.
The home secretary, defence secretary, secretary (coordination) at the Cabinet Secretariat, and the member and head of department of the National Disaster Management Authority will be its members, the notification said.
The home ministry order said NCMC would be 'the apex body for dealing with the situation arising out of a major disaster, which has national ramifications'.
'The chairperson of the NCMC may co-opt any expert or any officer either from the central government or the state government or any organisation, depending on the nature of the crisis, to assist the committee in performing its functions during a threatening disaster situation, an emerging disaster situation or a disaster,' the notification said.
It added that NCMC would evaluate preparedness to respond to any threatening disaster situation, emerging disaster situation or disaster and give directions, where necessary, for enhancing such preparedness.
'The NCMC shall give such directions as may be necessary for the proper coordination and monitoring of disaster response in the country,' the order added.
Currently, the National Disaster Response Force (NDRF) has 16 operational battalions with a combined sanctioned strength of 18,581.

'We opposed the mention of TRF in the UNSC statement. I got calls from global capitals, but Pakistan will not accept. TRF was deleted, and Pakistan prevailed," Dar had said. At that time, the Pakistani foreign minister also maintained that Pakistan would need more substantial evidence regarding the TRF's involvement in terror activities. Even while responding to the question posed by The Hindustan Times on Friday, Dar defended his claim, saying there was no conclusive proof then to warrant TRF's inclusion in the UN Security Council statement. It is pertinent to note that India designated The Resistance Front (TRF) as a terrorist outfit under the Unlawful Activities (Prevention) Act in January 2023. A massive controversy erupted after a verbal altercation at the Karnataka Bhavan in Delhi escalated into serious allegations of assault, as H Anjaneya – a special officer to Karnataka Deputy Chief Minister DK Shivakumar – accused C Mohan Kumar – assistant resident commissioner and special officer to Chief Minister Siddaramaiah – of attacking him with a shoe. Anjaneya filed a formal complaint with Resident Commissioner Imkongla Jamir, demanding criminal proceedings against Kumar. 'I was beaten with a shoe, and it has hurt my honour and dignity. Conduct a criminal trial against him (Kumar) and give me justice," Anjanaya said in his complaint, news agency PTI reported. Jamir confirmed the receipt of the complaint dated July 22 and said that due process will be followed. In an elaborate complaint letter, Anjanaya alleged that Kumar has been systematically disrupting his work. 'He threatened to hit me with a shoe in the chamber of the office in front of everyone," he wrote. 'If any accident happens, Kumar will be responsible," Anjanaya warned in his letter. His complaint also referred to Kumar's alleged past conduct, and claimed, 'If you look into the service books in the past, he has beaten M M Joshi and not given respect to senior officers and behaved with ego as special officer on duty for CM." Anjanaya said that he had earlier sought a transfer from the Karnataka Bhavan primarily to avoid such conflicts while being posted as special officer to the deputy chief minister. The matter was raked up by the BJP in Karnataka as the party described the incident as evidence of a deeper rift within the state government. The clash between their aides has once again sparked talk of a power struggle between Siddaramaiah and Shivakumar. Both leaders had worked together to lead the Congress to victory in the 2023 assembly elections, but rumours about tensions between them have continued ever since. Prof Jagneshwar Dandapat reappointed interim VC of Utkal University under amended Ordinance
BHUBANESWAR: Prof Jagneshwar Dandapat has been reappointed as the in-charge vice-chancellor (VC) of Utkal University. The Chancellor's office on Friday issued a notification in this regard. He will continue till joining of the new vice-chancellor or until further orders. Dandapat was appointed as the in-charge V-C on May 27 this year after Sabita Acharya's extended tenure ended on May 23. However, this was challenged by a lawyer Prabir Kumar Das who filed a PIL in Orissa High Court, alleging that the appointment violated Section 6 (10) of the Odisha Universities Amendment Act, 2024. The Orissa High Court on Wednesday disposed of the PIL following the state government's decision to cancel the appointment. The re-appointment is according to the Odisha Universities (Amendment) Ordinance, 2025. Section 6 (10) of the Ordinance has been amended to empower the Chancellor to appoint any person as V-C for the time being until a regular appointment is made. This also empowers the Chancellor to fix the tenure of the V-C.
