Letter to NA Speaker: PBF urges parliament to declare FY26 ‘a year of economic legislation'

KARACHI: In a significant move aimed at spurring private sector growth, the Pakistan Business Forum (PBF) has written a letter to the Speaker of the National Assembly, urging Parliament to declare the ongoing fiscal year as the 'Year of Economic Legislation.'
President PBF, Khawaja Mehboob ur Rehman emphasized that sustainable private sector growth is only possible when Parliament stands firmly with the business community. He expressed hope that the Speaker would play an active role in positioning the legislative branch as a true economic partner.
'It is imperative that Parliament leads the way in crafting legislation that binds banks to offer fair and accessible credit to the SME and startup sectors,' said the PBF President. 'For too long, the banking industry has operated on its own terms — refusing to extend credit to small businesses while focusing almost exclusively on lending to the government, which is an easier route.'
Highlighting the deep-rooted financial access issues, particularly in Balochistan, the PBF pointed out the shocking reality that many businesses in the province are effectively excluded from the credit system. The Forum also raised alarms over Sections 37AA and 37B of the Finance Bill, demanding immediate revision.
'Mehboob warned that those measures would cripple businesses, accelerate unemployment and damage investor confidence. The chamber strongly condemned the extraordinary powers granted to Federal Board of Revenue (FBR) officials, unjust treatment of the business community and policy decisions made without business consultation. It demanded immediate withdrawal of those measures and a halt to economic victimisation of the business community.'
'If these clauses are not removed, the business community may be forced to shut down operations. These provisions have deeply shaken business confidence across Pakistan. We call upon the Speaker to form a special parliamentary committee to address these issues.'
The letter further states that access to easy and fair credit is considered essential in all developed economies, but Pakistan continues to lag behind, with the government currently working on a 10-year industrial policy, the Forum warned that without enabling financial access for the private sector, the policy's objectives will remain unfulfilled.

Listen to article The Pakistan Business Forum (PBF) has called on the Federal Board of Revenue (FBR) to immediately issue a Statutory Regulatory Order (SRO) for imposing 18% general sales tax (GST) on imported cotton, as outlined in the Finance Bill 2025. In a statement, the PBF emphasised that despite clear announcement in the federal budget to tax the imported cotton, its implementation was pending due to the absence of the required SRO. "More than three weeks have passed since approval of the budget, yet the delay continues without any justifiable reason." According to the PBF, credible reports indicate that certain influential interest groups are obstructing the issuance of the SRO. "The government must ensure transparency and move forward in the interest of local cotton growers and the economy," said PBF Chief Organiser Ahmad Jawad. The forum cautioned that cotton imports had exceeded domestic production for the first time in Pakistan's history – a development that poses serious risks to sustainability of textile and agriculture sectors. "The FBR must act urgently, keeping in view the seriousness of the issue and release the SRO without further delay," it said. The forum disclosed that importers had already entered into agreements for 7.5 million bales of cotton from international markets. "After much effort, local cotton farmers finally achieved a level playing field through legislation. The time has come to translate that into action," Jawad said. To reclaim Pakistan's status as a leading cotton-producing nation, he underlined the need for federal and provincial governments to launch a nationwide cotton revival programme. He recommended that the import of raw material, especially those impacting domestic industries, should be entirely excluded from the Export Facilitation Scheme. The forum also expressed concern over the current state of cotton crops. According to the latest figures, Sindh's performance remains particularly troubling, with reported supply of only 152,650 bales so far this year, compared to 327,666 bales in the same period of last year – a decline of 53%. In contrast, Punjab has shown relatively better results, with supply of 145,101 bales, reflecting a 27% rise over last year. Notable growth has been observed in several districts, including Khanewal (28,825 bales), Vehari (33,950 bales), Dera Ghazi Khan (19,397 bales) and Rajanpur (9,200 bales) – all recording improved yields.

ISLAMABAD: As many as 78 (25 percent) members of the National Assembly (MNAs) attended all sittings, whereas, 10 (three percent) did not attend any sitting during the 17th budget session of the National Assembly that spanned over 13 sittings from June 5 to 27, 2025, a Free and Fair Election Network (FAFEN)'s report said on Tuesday. The attendance of members kept fluctuating during the budget session, it added. The budget session began on a high note, with 83 percent attendance recorded during the first sitting when the Finance Bill, 2025, was introduced. However, as the House progressed into the general discussion on the budget, attendance declined, hitting the lowest 57 percent on the third sitting. The attendance resurged again at 79 percent on the final day of the general discussion, which also included deliberations on Senate recommendations and charged expenditures. A remarkable increase was observed towards the end of the session, with attendance rising above 90 percent during the voting on demands for grants and the Finance Bill. The highest attendance was 93 percent recorded on the day the Finance Bill was passed. The lawmakers raised concern on the absence of government ministers during the budget discussion, prompting the chair to direct the government members holding finance-related portfolios to come to the floor of the House. An analysis of the attendance and the leaves applications read during the proceedings shows that 235 members 75 percent of the current strength missed at least one sitting during the session. However, only 79 (34 percent) of them submitted an application seeking leave from the House for their absence. A total of 22 female MNAs including 19 on reserved seats and three on general seats (41 percent of total female membership) attended all sittings. Among seven minority members, all attended more than half of the sittings including three MNAs who have attended all sittings. Regionally, across all provinces, the majority of MNAs attended more than half of the sittings. The Islamabad Capital Territory (ICT) recorded the highest percentage, with all three of its MNAs attending every session. In Sindh, 68 MNAs (86 percent) attended more than half of the sittings, including 20 who were present at all. Punjab saw 140 MNAs (85 percent) attend more than half of the sittings, with 37 attending every session. From Khyber Pakhtunkhwa, 39 MNAs attended more than half of the sittings, including 15 who were present at all. In Balochistan, 15 MNAs (75 percent) participated in more than half of the sittings. The majority of lawmakers from the Pakistan Muslim League-Nawaz (PML-N), Pakistan People's Party Parliamentarians (PPPP), Muttahida Qaumi Movement Pakistan (MQMP), and Sunni Ittehad Council (SIC) attended more than half of the sittings. The federal minister for Finance and Revenue, who is a senator, attended nine (69 percent) sittings. The minister of State and the Parliamentary Secretary for Finance and Revenue, both of whom are MNAs, were present in 11 sittings (85 percent). Notably, the federal minister for Economic Affairs, also a Senator, did not attend any sitting during the session, despite his portfolio closely related to the issues discussed during the budget session. ISLAMABAD: The Standing Committee on Cabinet Secretariat has expressed serious reservations over the government's decision to lay-off contractual and daily wages employees and decided to refer the matter to the Parliament for further deliberations. The 3rd meeting of the National Assembly Standing Committee on Cabinet Secretariat was held under chairmanship of Ibrar Ahmed. While responding to 'the Protection of Rights of Regularised Civil Servants and Employees Bill 2024,' moved by MNA Khursheed Ahmed Shah, Inamullah Khan said the government has abolished 60 percent of the vacant vacancies since the government is no more in a position to bear the cost of these vacancies. He apprised the members that as per the judgement of the Islamabad High Court (IHC) on 01.11.2017, 'No one is allowed to hire any person on daily wages, contract basis, in any project, organisation Office, Ministries/ Divisions, etc.; except in accordance with law.' He said that in the judgement, it was also mentioned that all persons have to be appointed on permanent post only and appointment on ad-hoc basis could not be considered for regularisation and no individual could claim any legal right for regularisation under any consideration while appointed on ad-hoc basis. 'All project employees who are appointed in BS-16 and above on projects could not claim regularisation of their services unless their projects have been converted from development to non-development phase by the government of Pakistan. The secretary said the Supreme Court also upheld the IHC's stance in its judgement on 13-09-2024. By stating: 'Foregoing in view, it is concluded that the High Court correctly understood the controversy at hand and made a well-founded decision based on the relevant laws on the issue.' He said in the appointment letter of contractual employees it is clearly mentioned that during the service they will not seek permanent employment. Khurshid Shah, on this occasion, said that the Parliament is above the judiciary and the judiciary could not overrule the legislation passed by the Parliament. He said the daily wagers and contractual employees working in the government departments deserved to be regularised. The chairman committee said majority of daily wages and contractual employees become overage for civil service exams and if their services would be terminated then it will be great injustice. Pir Ameer Ali Shah Jeelani said one of the ministers assured us that no employee of Utility Stores Corporation would lose their jobs and they would be accommodated in other departments. But now these 17,000 Utility Stores employees are protesting on roads in such harsh weather conditions for the restoration of their jobs. The members said syllabus of Public Service Commission exams changed after every two to three years which made it very difficult for the contractual or daily wages employees to pass. They said how the government can abolish the posts of lower grades such as of drivers and gardeners when they needed them. The committee also recommended to the Establishment Division not to take any action against any employee which came under the purview of the legislation till its final outcome. On this occasion, commending the Establishment Division and Finance Division on attaining ISO 9001 certification, the committee has recommended that all the ministries should follow suit and get them certified as per international certification standards. The secretary Establishment Division apprised the committee about the working of the division and its core functions. He apprised that management of four occupational groups of services of Pakistan came under its purview besides regulation of all matters related to the recruitment, promotion, verification of character and antecedents, conduct and discipline and terms and conditions of civil posts in connection with affairs of the Federation. Apprising about the last five years performance of the Division, he said that special professional pay scales were introduced, head hunt was conducted to meet professional manpower requirements for technical posts, rules for promotion of civil servants were revised besides revision of policy for upgradation/ re-designation of posts and other rules were carried out. He informed that with technological advancement, Establishment Division had adopted human resources management information system. Apprising about the ongoing initiatives, the secretary said that deputation policy was being revised, updating of Esta Code, Establishment Manual and Secretariat instruction was being carried out. The meeting was attended by MNAs; Tahira Aurangzeb, Nuzhat Sadiq, Dr Nelson Azeem, Ali Asghar Khan, Khurram Munawar Manj, Syed Raza Ali Gillani, Shahida Begum and Rana Ansar, Ehsanul Haq Bajwa, Muhammad Aslam Ghumman, through Zoom, movers; Syed Khursheed Ahmed Shah, MNA and Sahibzada Sibghatullah, MNA, the secretary Establishment Division and other officers of other concerned departments also attended the meeting.
