Andhra Pradesh teachers' transfers, promotions in online mode to ensure transparency and efficiency: official
In response to constant pleas by teachers' associations for implementation of manual counselling, Mr. Rama Raju asserted that the web-based counselling has enabled rule-based, transparent and teacher-friendly transfers, proving to be a robust, scalable and legally compliant solution.
Explaining the benefits of the online mode, he said transfers and promotions are based solely on teacher service records without any human interference. He said for the first time in the State's history, 4,851 teachers have been promoted simultaneously. Since the formation of the new coalition government in the State, the Teachers Transfer Act has been implemented after multiple consultations with teacher unions, he pointed out, informing that as per the finalised schedule from May 21 to June 10, as many as 35,235 transfers had been completed so far.
Speaking about the several advantages of this mode, he said teachers can view schools based on their distance from the mandal headquarters, allowing them to choose nearby schools, there are options to select from vacancies within clusters of 150-200 schools, the applicants can save their preferences multiple times, a video guide explains how to use the web option system and help centers have been set up at all levels to assist teachers.
On the contrary, he says there are issues with manual counselling, which does not immediately display the newly available vacancies, causing senior teachers to miss out. Only 400-500 teachers per day can participate, making it hard to complete transfers on time, women, elderly teachers and those with health issues face hardship travelling to counselling centres and overall, manual counselling is not beneficial to teachers, he emphasised.
Mr. Rama Raju pointed out that before 1998, Zilla Parishad Chairpersons handled transfers in ZP and Mandal Parishad schools, while the District Education Officers (DEOs) managed government school transfers, later all responsibilities were moved to the DEOs. In 2015, the web-based counselling system was introduced to reduce political interference and inefficiencies, and this system brought trust and transparency into the process and was continued by successive governments.
Reminding that in 2021, around 38,000 transfers were done in online mode, in 2023, around 44,000 transfers were implemented using this system, he advised teachers not to believe 'rumours and misleading campaigns driven by personal agenda.' The online system is completely transparent and fair and solely based on service records, he reiterated.

Jagan alleges ‘undeclared emergency' in state
Nellore: YSRCP president Y S Jagan Mohan Reddy accused the TDP-led coalition government of creating an undeclared emergency-like situation in the state by misusing police to file false cases against opposition leaders. During a one-day tour in Nellore district, Jagan visited former minister Kakani Govardhan Reddy at Nellore central prison to offer support and later met the family of former Kovur MLA Nallapureddy Prasanna Kumar Reddy at their residence in Sujathamma Colony. While Govardhana Reddy is in jail for his role in illegal mining, Prasanna Kumar Reddy is facing criminal charges for making derogatory comments against Kovuru MLA Vemireddy Prashanthi Reddy. Addressing the media, Jagan warned Chief Minister N Chandrababu Naidu of 'severe consequences' for promoting vindictive politics, including orchestrating attacks on opposition leaders' homes. 'Criticism is common in politics, but sending armed mobs to attack Prasanna Kumar Reddy's house is clear evidence of the TDP's 'red book constitution' in Andhra Pradesh,' he said. Jagan questioned the government's deployment of a large police force, road blockades, and unprecedented restrictions to prevent people from meeting him. He accused Naidu of using these tactics to divert attention from unfulfilled election promises. The YSRCP chief alleged that Naidu derives 'sadistic pleasure' by filing false cases to keep opposition leaders, including Kakani Govardhan Reddy, in jail for extended periods. He claimed that despite a village revenue officer's statement denying illegal quarrying at Rusthum Mines in Tatiparthi village, Podalakuru mandal, the government falsely implicated Govardhan Reddy in 14 cases, including an illegal mining case and an SC/ST case, as part of its vendetta politics. Jagan further alleged that YSRCP leaders such as Sajjala Ramakrishna Reddy, Chevireddy Bhaskar Reddy, Jogi Ramesh, Nandigama Suresh, Pennelli Ramakrishna Reddy, and others have been targeted. He claimed PV Midhun Reddy was jailed due to a past college rivalry between his father, Peddireddi Ramachandra Reddy, and Naidu. Condemning the TDP's use of foul language against YSRCP leaders like RK Roja, Rajani, and ZP Chairperson Harika, Jagan asked, 'If we retaliate in the same manner, where will democracy stand?' He said public discontent, noting that students have not received fee reimbursements for six quarters, farmers are denied MSP, and Aarogyasri dues remain unpaid, depriving the poor of quality healthcare. Jagan vowed to hold all corrupt individuals accountable, stating, 'No one involved in wrongdoing will be spared, regardless of their position'.
