Punjab Assembly Speaker Malik Muhammad Ahmad Khan has said that the uproar by the opposition and disorder during the budget session was an attack on the public's right to know how much money was being allocated for them.
Addressing the students of a university at Old Punjab Assembly Hall, he said books were always torn and thrown during budget speeches and there had been attempts to attack the speaker. Should such conduct not come to an end now? he asked.
He shared that during the budget session, the opposition had submitted 37 applications, 12 of which were merely meant to create noise and disruption.
He expressed his willingness to play a role in facilitating meaningful dialogue between the government and the opposition, adding that decisions based on justice and in line with the Constitution would guarantee the country's stability.
He said Article 63(2) of the Constitution clearly states that if a member violates the Constitution, the speaker has the authority to initiate action.
He stated that when members of the assembly make obscene gestures, use abusive language, or harass women, it becomes a constitutional duty of the speaker to take action against them.
He said 22 members of Pakistan Tehreek-e-Insaf (PTI) had requested National Assembly Speaker Ayaz Sadiq to send a reference against former prime minister Nawaz Sharif, but the allegations had been declared baseless. He said the disqualification of Nawaz Sharif was the worst judgment in the history of judiciary.
He emphasised that he was not against any political party but the protection of parliamentary values remained his foremost priority.
The Punjab Assembly speaker said he had provided representation to the opposition in standing committees, whereas former speaker Chaudhry Pervaiz Elahi had not done so.

Listen to article The Peshawar High Court (PHC) on Tuesday annulled the distribution of reserved seats in the Khyber-Pakhtunkhwa (K-P) Assembly and ordered the Election Commission of Pakistan (ECP) to redistribute the seats after hearing the parties. A two-member bench, comprising Justice Syed Arshad Ali and Justice Dr Khurshid Iqbal, announced the reserved judgment on the petition of the PML-N against the distribution of reserved seats. In its two-page judgment, the court declared null and void both the announcements of the ECP regarding the allocation of reserved seats for women and minorities. It said the ECP should reallocate these seats after hearing all candidates and political parties within 10 days. The court delayed the oath-taking of the lawmakers on the reserved seats until the ECP decision. The court also ruled that ECP's deadline for the independent candidates to join any political party in the provincial assembly by February 22, 2024, was unconstitutional. The K-P Assembly comprises 124 lawmakers – 99 elected on general seats, besides 21 reserved seats for women and four reserved seats for non-Muslims. The reserved seats are allocated only to the political parties in the house based on their strength. After the general elections on February 8, 2024 the ECP allocated the reserved seats to the political parties, excluding the independents, who were PTI-backed, and formed majority in the house. However, the matter dragged for over a year in the courts, until it was settled in the Supreme Court recently. The PHC ruling directed the ECP to redistribute these seats after hearing the PML-N, the JUI-F, the PPP, the ANP and the PTI-Parliamentarians. Earlier, during the hearing, ECP Special Secretary Law Muhammad Arshad, ECP lawyer Mohsin Kamran, PML-N lawyer Aamir Javed and Barrister Saqib Raza, JUI lawyer Naveed Akhtar and Farooq Afridi appeared in the court. The petitioner's lawyer argued that the ECP counted six PML-N members – five elected on general seats and one independent joining the party within three days of stipulated time – and distributed the reserved seats, accordingly, through a notification issued on February 22, 2024. However, he continued, notifications of the election victories of some candidates were still pending by that time. He added that the notification of Malik Tariq Awan's victory was issued on February 22, who joined the PML-N on February 23 – well within the three days of timeframe. This raised the PML-N's strength in the house to seven, the lawyer told the court. Similarly, he added, the ECP issued a separate notification for allocation of reserved seats for minorities on March 4 and again the PML-N's six seats were counted, as Awan was declared an independent. As per the distribution, lawyer stated, one minority seat was given to the JUI, one to the PML-N and one to the PPP, while one seat was left vacant, which would have been decided through tossing of the coin. He added that the party moved the ECP and claimed that it had seven seats in the house. Overall, lawyer Aamir Javed told the court, the ECP gave 10 reserved seats to the JUI based on its seven general seats in the assembly, while the PML-N was given eight reserved seats on the strength of seven general seats, by counting its six seats. The petitioner's lawyer said that the party did not want postponement of the Senate elections which was due later this month. He requested that if the court wanted to send the matter to the ECP, then the election supervisor should be bound to decide the matter within three days. When asked by Justice Ali as to how the ECP could distribute the seats when the process was not complete, the ECP special secretary said that the assembly session had to be held 21 days after the election. He added that ECP allocated the seats based on the party positions on February 22, 2024. The JUI lawyer took the position that the party whose seats were challenged should be made a party to the case. Naveed Advocate said that JUI was not party and he was representing Gujral Singh, who was elected on a reserved seats. After hearing the matter, the court reserved its ruling, which was announced later in the day. The court also annulled the notification regarding Gujral Singh, dated March 26, 2024.

ISLAMABAD: Chief Justice of Pakistan Yahya Afridi has summoned a Supreme Judicial Council (SJC) meeting on July 12 to review pending complaints and consider amendments to the SJC rules. The Council is headed by CJP Yahya Afridi, and comprises two senior most judges of the Supreme Court; i.e., Justice Syed Mansoor Ali Shah and Justice Munib Akhtar, and two senior Chief Justices of High Courts; i.e., Justice Aalia Neelum, Chief Justice of Lahore High Court (LHC), and Justice S M Attique Shah, Chief Justice of Peshawar High Court (PHC). The Supreme Court's PRO on February 7, 2025 issued Judicial Performance report on the completion of CJP Yahya Afridi's 100 Days. According to that, the SJC had examined 46 complaints under Article 209 of the Constitution received against constitutional officeholders, out of which, 40 were disposed of, whereas, comments in five complaints were sought, and one was sent for information. Six judges of the Islamabad High Court (IHC) – Justice Mohsin Akhtar Kayani, Justice Tariq Mahmood Jahangiri, Justice Babar Sattar, Justice Sardar Ejaz Ishaq Khan, Justice Arbab Muhammad Tahir, and Justice Saman Raffat Imtiaz on March 25, 2024 had written a letter to the SJC against the alleged 'interference' and 'intimidation' by the 'operatives of intelligence agencies.' In the letter, they sought guidance from the SJC with regard to the duty of a 'judge to report and respond to actions on part of members of the executive, including operatives of intelligence agencies that seek to interfere with discharge of his/ her official functions and qualify as intimidation'. Former Chief Justice of Pakistan Qazi Faez Isa on their letter had taken a suo moto and constituted a seven-member bench to examine the IHC judges' concerns. However, Justice Yahya opposed the suo moto and recused from the bench. Justice Faez also formed one-man Commission comprising ex-CJP Tassaduq Hussain Jillani to probe the allegations of the IHC judges. However, Justice Tassaduq due to social media declined to head the commission. After that no further progress was made in that respect. Following the IHC judges' letter, complaints were filed against five judges of the IHC, which have been pending. The Judicial Performance report also stated that significant reforms were implemented to enhance efficiency, transparency, accountability, and accessibility in the justice sector. A key aspect of these reforms includes the swift resolution of complaints against constitutional officeholders, ensuring accountability mechanisms function efficiently, and upholding public confidence in the judiciary. The amendments in the Supreme Judicial Council Code of Conduct and Procedure of Enquiry 2005 were considered. ISLAMABAD: Pakistan People's Party (PPP) categorically rejected the rumours circulating regarding President Asif Ali Zardari's removal and said this system (the government) could not be run without Zardari. Pakistan People's Party Parliamentarian (PPP-P) Secretary General Nayyar Hussain Bukhari said, 'The government cannot function without the support of the PPP. President Asif Ali Zardari is the elected president of this country. Those who speculate have no understanding of the Constitution and law. This system cannot function without Asif Zardari.' He said in a statement on Tuesday 'there is no truth in the speculations circulating on social media against President Zardari.' He said President Zardari is the elected president of this country. Those who are speculating want to destabilise the country, he said. The clarification comes amidst reports suggesting President Zardari's removal from office and that another Constitutional amendment was in the offing. The PPP-P secretary general further clarified, 'the PPP is not joining the federal cabinet. The PPP supported the Pakistan Muslim League-Nawaz (PML-N) government in the Budget-2025-26; we ensured that the system and Parliament continue to function.' The said rumours began circulating after the ruling PML-N obtained a simple majority in the National Assembly after the reinstatement of reserved seats by the Election Commission of Pakistan following the top court's Constitutional Bench verdict. After the allocation of the reserved seats, the ruling coalition, comprising PML-N, PPPP, the Muttahida Qaumi Movement-Pakistan (MQM-P) and other parties, surged above the two-thirds majority of 224 (235) in the 336-strong house. He said, 'After making minus to PPP, neither the government is established nor run in the National Assembly. The members of the Assemblies have right to remove a prime minister or any chief minister if they are not delivering under the Constitution. The members who are sitting in treasury and opposition benches have Constitutional procedure to remove them (PM or CM).' The PPP-P leader said, 'Removing a chief minister through a no-confidence motion does not destabilize the system. Removing someone unconstitutionally or through a protest strategy does destabilize the system. If a no-confidence motion had led to instability, the provision would not have existed in the Constitution.' He said that Pakistan Tehreek-e-Insaf (PTI) does not believe in negotiations and dialogues process.
