Fadillah: Federal govt helps Sabah improve public health and flood mitigation
Deputy Prime Minister Datuk Seri Fadillah Yusof said the Putatan Phase 1 Centralised Sewerage Scheme, valued at RM134.4 million, is currently 69.85 per cent complete as of last month.
"Launched in December 2020, the project aims to upgrade sewage infrastructure in the rapidly urbanising Putatan district.
"It is slated for completion by March 3, 2026," he said after visiting the project near here.
The scope of the project includes a new sewage treatment plant with a 50,000 population equivalent (PE) capacity and 9.9km of new sewage pipeline network, the rationalisation of three existing small-scale sewage treatment plants, and the construction of a 60m pipe bridge.
Fadillah, who is energy transition and water transformation minister, said one of the major challenges in implementation has been the discovery of large boulders underground, which delayed pipe-laying works.
"The contractor has increased the number of pipe jacking teams to three as of June 2025, allowing simultaneous work at project sites.
"The project is expected to significantly enhance public sanitation, improve environmental sustainability, and support long-term development in the Putatan area."
Meanwhile, the Sungai Damai Flood Mitigation Project (RTB) in Basin 8 is some 54 per cent completed.
This RM48 million project is part of the federal government Development Expenditure channeled to Sabah through the ministry.
It began in September 2023 and is targeted for completion by July 2026.
The project includes upgrading drainage systems, constructing a pumping station, building culverts and flood control gates.
These interventions are expected to protect around 17,500 residents in the surrounding areas from recurrent flooding.
This year, the ministry has approved development expenditure of RM153.3 million under the 12th Malaysia Plan (Rolling Plan 5) for 27 projects under the Drainage and Irrigation Department.
These projects cover flood mitigation, coastal erosion control, river mouth rehabilitation, riverbank stabilisation, and mechanical and electrical works.

KOTA KINABALU, July 14 (Bernama) -- Water supply issues affecting students at Universiti Malaysia Sabah (UMS) have drawn the attention of the Ministry of Energy Transition and Water Transformation (PETRA), with the university becoming the first location visited under the PETRA Squad's initiative to assess water and energy challenges in Sabah today. The on-ground assessment, aimed at gathering direct feedback, was attended by Deputy Prime Minister, Datuk Seri Fadillah Yusof, who is also Energy Transition and Water Transformation Minister. He was accompanied by his deputy, Akmal Nasrullah Mohd Nasir and PETRA secretary-general, Datuk Mad Zaidi Mohd Karli, with the visit taking place from 11 am to 5 pm today. In addition to UMS, the survey covered four other key locations: the Sungai Damai Basin 8 Flood Mitigation Plan (RTB) in Likas; the Kota Kinabalu Main Inlet Substation in Tanjung Aru; Kota Kinabalu International Airport (KKIA) to review a rooftop solar installation; and the Putatan Phase I Sewerage Scheme project in Putatan. At UMS, Fadillah said that the federal government is committed to assisting the university in addressing frequent water disruptions, through a short-term intervention plan valued at RM1 million. The initiative will be implemented in collaboration with the Sabah Water Department, PETRA and UMS. The plan is expected to benefit more than 3,000 students, particularly those residing at the Tun Mustapha and Tun Fuad Residential Colleges, which are among the most affected by water supply interruptions. 'This will involve the construction of a dedicated distribution channel to connect to UMS' existing groundwater source, the addition of an underground water tank with a capacity of 0.13 million litres, and the installation of automated valve controls,' he said. Also present during the UMS visit were Higher Education Minister, Datuk Seri Dr Zambry Abdul Kadir and UMS vice-chancellor, Prof Datuk Dr Kasim Mansor. At the Sungai Damai Basin 8 RTB, Fadillah said that RM48 million in development funding has been allocated for the flood mitigation project, which commenced in September 2023 and has reached 54 per cent physical completion. The project includes upgrading the drainage system, constructing pump houses, road culverts, and flood control gates. Upon completion, expected in July 2026, it is projected to protect around 17,500 residents from flood risks.

Federal Government allocates RM8.8 billion for 86 energy and water projects in Sabah

Energy Transition and Water Transformation Minister Dato' Sri Fadillah Yusof said the allocation, recorded up to June this year, falls under the development expenditure of the Fifth Rolling Plan (RP5) of the Twelfth Malaysia Plan (RMKe-12). 'This substantial allocation for Sabah reflects PETRA's strong commitment to addressing critical infrastructure issues and improving the well-being of the people in this state,' said Fadillah, who is also Deputy Prime Minister II. He added that the Federal and Sabah state governments continue to collaborate closely to enhance the state's water and electricity supply systems. Fadillah made the remarks during an engagement session with local media representatives held at a hotel here today. He also pledged to continue visiting ongoing projects across Sabah to monitor progress and find solutions to pressing concerns, such as the water supply issue at Universiti Malaysia Sabah (UMS). He urged the Sabah state government to urgently address its water and electricity issues. 'Even though water and energy are state matters, we at the federal level will find ways to assist,' he said. In the same event, Fadillah lauded the media for their vital role in delivering accurate information, saying that responsible reporting has positively influenced Malaysia's investment climate and tourism industry by boosting investor and tourist confidence in the country's safety and stability. The Petra Jaya member of parliament said Sabah holds immense potential, particularly in transforming its natural beauty into tourism attractions. In 2023, Sabah recorded 2.613 million tourist arrivals, with the figure projected to rise to 3.147 million in 2024. 'With more strategic planning and through the media's role in promoting Sabah, we are confident the state can attract even more tourists. 'This isn't just about tourism. Tourists bring economic benefits — they spend, stay in hotels, and eat — generating employment and boosting the local economy. 'If marketed properly, Sabah can become a world-class destination. Tourism is central to this.' He also highlighted Malaysia's progress in global press freedom, citing Reporters Without Borders (RSF)'s recent update, which showed Malaysia had improved its standing to 88th place in the 2025 World Press Freedom Index, up from 107th in 2024. Seven projects to boost power supply in Sabah, Labuan

KOTA KINABALU (July 14): More than 60,434 users in Sabah and the Federal Territory of Labuan will benefit from a more stable and efficient electricity supply following the completion of seven major energy projects by the Energy Transition and Water Transformation Ministry (PETRA), worth over RM260.7 million. The projects include substation upgrades, new grid line installations, and advanced safety monitoring systems, covering key areas such as Tanjung Aru, Ranau, Batu Sapi and Labuan. Deputy Prime Minister and Energy Transition and Water Transformation Minister Dato' Sri Haji Fadillah Haji Yusof officiated the handover ceremony during PETRA's Sabah Squad 2025 visit to the Kota Kinabalu 132/33kV Main Intake Substation (PMU KKVBY), one of the flagship projects under the Sabah Electricity Supply Special Project Task Force (PPKBES). The PMU KKBU project, initiated under the Tenth Malaysia Plan (RMKe-10), now benefits approximately 11,452 users in the Tanjung Aru and greater Kota Kinabalu area. It involved the installation of 132kV and 33kV Gas Insulated Switchgear (GIS) equipment and a 132/33/11kV transformer, replacing the outdated 66/11kV system. It also supports a new 33kV cable line to the Kota Kinabalu International Airport (KKIA), significantly enhancing power supply reliability in the strategic area. Six other completed projects under PPKBES include: 132kV Labuan-Sipitang Interconnection Project (Phase 1 – Package 2): Valued at RM34.92 million, the project involved a 7km stretch of 275kV transmission towers from Megalong PMU to the Sindumin border, linking Sabah to Lawas, Sarawak. Completed on 2 September 2024, it awaits the final segment by Sarawak Energy, expected in September 2025. Once operational, it will enable the import of up to 30MW of electricity from Sarawak, with a transmission capacity of up to 500MW, enhancing cross-border energy sharing under the ASEAN Power Grid initiative. 33/11kV Ranau Main Distribution Substation (PPU): Costing RM31.3 million, this substation began operations on 11 January 2024 and was completed on 15 March 2025. It connects Ranau to the Sabah electricity grid, eliminating reliance on the 18MW diesel-powered generating station, benefiting 15,620 consumers and reducing environmental impact and diesel subsidies. Batu Sapi PPU Project: Valued at RM30.02 million and operational since 13 December 2024, the project modernized the ageing system and improved power distribution efficiency for approximately 4,744 consumers in areas such as Karamunting, Bokara and Kampung Istimewa. Protection Online Monitoring Project: At a cost of RM42 million, this project upgraded communication systems and protection relays, including the installation of a 15km undersea fibre optic cable from Kampung Lambidan (Menumbok) to Tanjung Aru (Labuan). Completed on 5 February 2024, it strengthened grid protection between PMU Beaufort and PMU Rancha-Rancha. 132/33/11kV Universiti Malaysia Sabah (UMS) PMU Project: Worth RM50.01 million and fully operational since 12 August 2024, this project increased firm capacity from 93.51MW to 131.60MW. It significantly reduced the System Average Interruption Duration Index (SAIDI) and improved the 33kV network in Sulaman and Alamesra, directly benefiting over 5,000 users and supporting future expansions, including the UMS Hospital. 11kV Reinforcement System in Labuan: Completed on 9 November 2024 with a value of RM6.3 million, this project enhanced the protection system at Rancha-Rancha PPU and boosted capacity to support ongoing development in Labuan.
