Court proceedings cannot be recorded without nod, warns Punjab & Haryana HC

The Punjab and Haryana High Court has released a public notice cautioning individuals against recording court proceedings without authorisation. This directive applies to all courtrooms in the high court as well as district courts across Punjab, Haryana, and the Union Territory of Chandigarh, Bar and Bench reported.
The court emphasised that electronic devices used for such recordings are liable to be seized. It also warned that those found violating the directive may face contempt of court proceedings.
'All the parties/litigants and public at large are hereby informed that recording of court proceedings by any person or entity is prohibited in the Punjab and Haryana High Court and the District Courts in the state of Punjab, Haryana and UT Chandigarh. In case any person/entity is found violating these orders, appropriate action can be taken by the concerned court including confiscation of electronic gadget used for recording of proceedings and initiation of contempt proceedings against such person/entity,' the Registrar General said in a statement issued on Wednesday.
In line with other high courts
The move aligns with similar measures implemented by other High Courts of India. The Uttarakhand High Court, for instance, has also explicitly prohibited unauthorised usage or recording of virtual hearings.
'Any unauthorised usage/recording of video conferencing facility through any means will be punishable as an offence under the Indian Copyright Act, 1957, I T Act, 2000, and other provisions of law, including the law of contempt,' reads a notice on the official website of the Uttarakhand High Court.
Man fined for recording court proceedings
In March this year, the Bombay High Court levied a penalty of Rs 1 lakh on a Navi Mumbai resident who was caught recording a court hearing without permission. The incident occurred during the hearing of a property dispute before Justices AS Gadkari and Kamal Khata.
Court staff noticed Sajid Abdul Jabbar Patel filming the proceedings and confronted him. Patel claimed to be related to some of the respondents. Advocate Hiten Venegaonkar, representing the respondents, confirmed that Patel had not been authorised to record the session. His mobile phone was subsequently confiscated and handed over to the court registry.
'He fairly submitted that the act of the said person cannot be justified. However, he requested this court to show leniency to him as this is his first act and therefore may not take stringent action against him,' the Bench recorded. Patel agreed to deposit Rs 1 lakh into the High Court Employees Medical Welfare Fund within three days.

Belagavi: The ambitious Belagavi Ring Road project, aimed at decongesting city traffic, has hit a major roadblock due to the delay in securing forest clearance. The project remains stalled as state forest officials failed to respond to queries raised by the Union ministry of environment, forest and climate change. The Centre approved the project in three phases, allocating Rs 1,622 crore for the construction of a 34.5-kilometre ring road in the first phase. Union minister for road transport and highways Nitin Gadkari laid the foundation stone in Feb 2024, calling it a key infrastructure upgrade for Belagavi. The proposed road cuts through 27.3 hectares of reserve forest in the villages of Honaga, Kakati, Sonatti, Kanabargi, and Kalakhamb. Belagavi deputy conservator of forests (DCF) Maria Christu Raja D submitted his inspection report in Aug 2024, and based on his report, the state forest department recommended the diversion of forest land to the Centre in Jan 2025. However, questions have now been raised over the accuracy and completeness of the report submitted by the DCF. Bengaluru-based environmental activist Ramprasad flagged potential discrepancies, citing satellite images that allegedly show encroachment on portions of the forest land recommended for diversion, which were not mentioned in the DCF's report. Following the activist's complaint, the central forest department asked the state govt to submit a factual report by June 10, a deadline that has since lapsed without compliance. The failure to provide a factual report is now the primary reason for the delay in greenlighting the Ring Road Project. DCF Maria Christu Raja D declined to comment on the matter. Meanwhile, Belagavi South MLA Abhay Patil, a strong advocate for the project, expressed his frustration over the delay. "We worked hard to get this major project sanctioned by the Centre, but the inefficiency of local forest officials is stalling it. If the DCF fails to submit the required factual report within 15 days, I will protest in front of his office," he warned.

Thiruvananthapuram : A city-based doctor lost Rs 1.01 crore in a cryptocurrency trading scam. According to police, the accused dealt with the 56-year-old doctor residing at Kannammoola with utmost professionalism, leaving no room for any suspicion. The fraud began in Jan this year, and the doctor transferred the amount in 20 different transactions from Jan 24 until May 15. The doctor was first contacted on WhatsApp by a person who introduced herself as a doctor, claiming that she was into trading and she was able to earn an amazing profit from it. To verify her profession, the victim asked some questions and she responded accordingly, leaving no room for any suspicion, police said. The woman then shared some links and directed the victim to try it by investing a small amount. A login ID and password were created on a site to monitor his investments and he was made to believe that the system works on AI. The doctor invested a small amount initially, and he gained double the amount in return. Gradually, he raised the investments and could see on the site that huge amounts were added to his account. Vijayawada: "Surrender within seven months, otherwise you will be neutralised," Andhra Pradesh DGP Harish Kumar Gupta warned Maoists on Saturday following the surrender of a Maoist couple, Jorige Nagaraju, alias Kamalesh, and his wife Medaka Jyoteeswari, alias Aruna, to security forces. The husband-wife duo from Krishna district, who carried a reward of Rs 25 lakh, ended their decades-long underground life after getting disillusioned with Maoist ideology, the DGP said. He added that 20 active Maoists from Andhra Pradesh are still operating in the AOB area and urged them to surrender and join the mainstream. The surrender of the two senior Maoist leaders marks a crucial step in Andhra Pradesh's counter-insurgency efforts. Nagaraju served as a member of the state zonal committee and previously headed the East Bastar divisional committee under the Dandakaranya special zonal committee. His wife Aruna was a divisional committee member and led the mobile academic political organization school (MAPOS) in East Bastar. Both were active in the Maoist heartland for over three decades. Frustrated with the policies and the waning influence of the Maoist central committee, the couple chose to abandon the armed struggle, the DGP said. In a related development, police unearthed a Maoist arms dump in Alluri Sitharama Raju district following intelligence inputs. The cache included 18 modern weapons — an AK-47, two BGLs, five SLRs, two INSAS rifles, besides 606 live rounds of ammunition, 37 kilograms of CORDEX wire, and other explosive materials. As part of the ongoing efforts to curb Maoist activities, 13 underground cadres, including divisional committee member Madakam Deva, alias Bhagath, surrendered recently and received a total of Rs 22 lakh in financial assistance. Over the past year, 48 Maoist cadres have surrendered to AP police, and provided Rs 64 lakh under the state's rehabilitation scheme. The DGP, who reviewed the anti-insurgency operations conducted in the past one year, said six Maoists — including central committee member Uday, zonal leaders Aruna and Jagan, and divisional committee secretary Ramesh — were killed in five encounters in AP over the last 12 months. Seven others, including a divisional committee secretary, two area committee members, and three action team operatives were arrested. Of the 40 cadres who surrendered, two were divisional committee secretaries and 15 were area committee members. Gupta praised the relentless efforts of police personnel working in LWE-affected areas and reiterated the govt's commitment to facilitate the safe return of Maoists to civilian life. He urged those still underground — particularly the 20 Andhra-origin cadres operating in other states — to surrender and take part in the state's development.
