Kuwait Launches English Language Exit Permit Feature On Sahel App For Private Sector Expats

Kuwait has launched an English-language version of its digital exit permit system on the government's Sahel mobile application, a move aimed at streamlining labour mobility and reinforcing state oversight of private sector expatriate workers.
Beginning July 1, 2025, all expatriates employed under Article 18 visas—those working in the private sector — will be required to obtain an employer-approved exit permit before traveling abroad.
The new process is mandatory and must be completed through the Sahel app.
To request a permit, users must log into Sahel, navigate to the Services section, and select the Public Authority of Manpower (PAM).
Under 'Expatriate Workers Services,' users will find the Exit Permit option, where they can input their intended departure and return dates and submit the request for employer approval.
The system stipulates that applications must be submitted no earlier than seven days and no later than 24 hours before the intended departure.
Kuwaiti authorities have framed the initiative as part of a broader digital transformation strategy, aimed at increasing transparency and simplifying administrative procedures for both employers and employees. The launch of the English-language interface marks a significant step toward accessibility for the country's large and diverse expatriate population, who make up most of the Kuwait's labour force.

Organised by the Digital Innovation and Future Foresight Committee, the summit is set to become an annual platform to foster Arab dialogue on accelerating digital transformation and exploring the impact of artificial intelligence (AI) on the future of upcoming generations. The summit's agenda featured a series of expert-led panel discussions and research presentations from leading Arab and international universities. Recognition ceremony It also included a recognition ceremony honoring outstanding initiatives in the field of AI across the government, private, academic, and research sectors. Held under the sponsorship of the UAE, the event focused on the applications of AI in key areas such as decision-making, media, education, and entrepreneurship. A special session conducted in English addressed the future of artificial intelligence on a global scale, highlighting international trends and advancements.

The General Council for Islamic Banks and Financial Institutions (CIBAFI), the global umbrella organization for Islamic financial institutions, is conducting its Online Technical Workshop on 'Governance and Compliance for Islamic Financial Institutions (IFIs)'. Delivered in English, the workshop brings together professionals from across the Islamic financial services industry. Effective governance frameworks are essential to ensuring sound practices, ethical conduct, and Shariah compliance in Islamic financial institutions. In recognition of this, CIBAFI launched the workshop as part of its strategic objective of Professional Development, which focuses on enhancing the technical capacity of industry practitioners. The programme features a combination of technical sessions, real-world applications, and case-based discussions, covering key topics such as Shariah governance principles, internal control systems, risk-based compliance approaches, and international regulatory perspectives. The workshop began with opening remarks from Ms. Zainab Al Owainaty, Director of Administration and Finance Affairs at CIBAFI. She emphasized the vital importance of governance and compliance in the face of ongoing global shifts in the financial sector, particularly within the Islamic finance industry. Ms. Al Owainaty highlighted that the sustained success of Islamic financial institutions relies on their ability to develop a comprehensive framework that effectively integrates strong governance, rigorous compliance, and sustainable practices. The more effectively we align these pillars, the greater our potential to lead in global markets and deliver meaningful value to our communities. The workshop was facilitated by Prof. Dr. Younes Soualhi, Senior Researcher and Professor at INCEIF – The Global University of Islamic Finance, Malaysia. Participants benefited from his extensive expertise and practical insights. The programme also featured contributions from distinguished guest speakers, including Dr. AbdelGadir Warsama Ghalib, Founder & Principal Legal Counsel, Abdelgadir Warsama Legal Consultancy, Bahrain and Mr. Usama Saleh, Chief Shariah Audit Executive, TAJ Bank, Nigeria. This workshop underscores CIBAFI's ongoing dedication to advancing the Islamic financial services industry through targeted technical programmes and knowledge-sharing platforms that address the sector's evolving governance and compliance priorities.
