Minister falls prey to Rs 25L land fraud, files FIR

Time of Indiaa day ago
Bhubaneswar: Odisha cabinet minister Krushna Chandra Patra has fallen prey to an alleged land fraud, leading to the registration of a cheating case against a property dealer in Dhenkanal district.
According to an FIR filed by Patra at Town police station in Dhenkanal on Saturday, he had transferred Rs 25 lakh to Niranjan Satpathy in 2021 to purchase a plot of land in Banasingh area of Dhenkanal district. Satpathy, however, neither transferred the property nor returned the money to Patra.
"Based on my complaint, police are investigating the case. The incident occurred in 2021 when I was not an MLA. I was then working as a director in a company and had planned to purchase land.
I gave the money to Satpathy, but he reneged on the land deal," the food supplies & consumer welfare minister said on Monday.
The complaint read that Satpathy contacted Patra through an intermediary in 2021, offering land at an attractive price. Satpathy presented land documents and claimed the property belonged to someone who was eager to sell, subsequently collecting Rs 25 lakh from Patra.
"As time progressed, Satpathy failed to complete the property registration in my name.

Despite repeated enquiries, Satpathy couldn't arrange the land transfer. When I asked for a refund, Satpathy issued two cheques, both of which bounced due to insufficient funds," Patra stated in his FIR, a copy of which was seen by TOI.
The minister had sent a legal notice to Satpathy seeking repayment, but to no avail. "Following repeated demands, Satpathy made an undertaking to pay the amount by Nov 30, 2024, but he retracted.
Though he promised to refund the entire money by the end of Jan, he failed again," Patra stated in the FIR.
Further verification by Patra revealed that Satpathy neither possessed land nor had any arrangements with landowners, indicating his intention to deceive.
"He has failed to return my money. This act has caused me financial distress and mental grief. By taking advantage of my simplicity, he cheated me. I request that immediate action be taken against him," the FIR copy read.
Dhenkanal town police inspector Prabhat Sahoo said they are verifying the minister's allegation. "We have issued summons to the suspect to face interrogation. Investigation is continuing," Sahoo said.

Scam Empire Falls: Husband-Wife Duo Linked To 900 Cyber Fraud FIRs Arrested In Bengal

The police identified the arrested couple, Shubhajit Ballav and Riya Haldar Ballav, who cheated over 900 people in several states, including West Bengal. The Cooch Behar police arrested the couple from a hotel in Darbhanga city of Bihar late Monday. They hailed from Ranaghat in Nadia district. Earlier, the couple was arrested once by the cops of the Jangipur Police Station in Murshidabad district. However, after getting bail, they resorted to cheating again. On Tuesday, Cooch Behar District Superintendent of Police, Duteeman Bhattacharya, told media persons about the couple's arrest. 'Two cases were filed in the Sahebganj and Tufanganj police stations of Cooch Behar. While investigating the case, the husband and wife were arrested from a hotel in the Darbhanga area of Bihar last night. We brought them to Cooch Behar on transit remand today,' Bhattacharya added. The police said they used to commit fraud by targeting customer service points in front of various Border Security Force (BSF) outposts near the border. The investigation revealed that the couple was committing money fraud by targeting people who came to the Customer Service Point (CSP) located near the BSF Border Outpost (BOP). The fraudsters used to call them from unknown mobile numbers pretending to be BSF officers, company commanders, or inspectors. "They used to say that if they sent some money, it would be returned in cash or on commission. The victims later went to the BSF camp and realised that such a person did not exist," Bhattacharya said. After entering Shubhajit's phone number on the National Crime Records Portal, it showed that 877 FIRs mentioned that mobile number in 2024. There were 68 cases in 2025. Out of these, 19 cases were filed in the Cooch Behar district. And in the 68 cases of 2025, the couple is accused of cheating the people of Rs. 48 lakh 15 thousand. According to police records, there are 183 cases registered against them in Uttar Pradesh, 107 in Rajasthan, 77 in Telangana, 60 in Maharashtra, 55 in Delhi, 54 in Bihar, 49 in Tamil Nadu, and 43 in West Bengal. Apart from this, 258 cases have been registered against the couple in the different Union Territories.

Govt collected Rs 22.21 lakh crore cess during FY2020-25

The government has transferred Rs 24.29 lakh crore cess proceeds to various designated reserve funds during 2019-20 to 2024-25 as against total collection of about Rs 22.21 lakh crore, the finance ministry informed parliament on Tuesday. Responding to a question by Trinamool Congress MP Sushmita Dev, Minister of state for Finance Pankaj Choudhary told Rajya Sabha that the proceeds of such surcharge and cess go towards meeting certain specific needs such as financing of centrally sponsored schemes. The minister did not explain the excess utilisation of taxes over total collection. However, economists said that the same could be due to borrowings by the central government to compensate the states for losses due to implementation of GST. 'The benefits of such expenditure also percolate to the states,' said the minister to a question if the government is considering including them in the divisible pool of taxes shared with the states. Article 270 of the Indian Constitution excludes the surcharge on taxes and duties and any cess levied for specific purposes under any law made by Parliament from the distribution between the Union and states. The minister tabled a chart in parliament showing various cess and surcharge collected from 2020-21 till 2024-25, and the estimated collection for 2025-26. From 2020-21 to 2024-25, the total cess and surcharge collected was Rs 19.4 lakh crore, a third of which has been collected through GST compensation cess. Road and infra cess, which also includes additional duty of excise on petrol and diesel (which were known as road cess before introduction of road and infrastructure cess), accounted for 30% of the total collection of cess and surcharge, health and education cess, and agri infra development cess accounted for 16% each. Cess and surcharge collected through corporate and income tax accounted for Rs 4 lakh crore during 2020-21 to 2024-25.
