If villages are strong, India will develop faster: PM Modi on launching Rs 13,480-crore projects in Bihar
The event began on a solemn note, with the Prime Minister urging the crowd to observe a moment of silence in memory of the victims of the April 22 Pahalgam attack.
He also paid tribute to the renowned national poet Ramdhari Singh Dinkar on his death anniversary.
'Before we speak of development, let us remember those who were taken from us. Let's pay our respects with silence,' he said.
Emphasising the importance of village self-governance, PM Modi reflected on Mahatma Gandhi's vision of strong villages being key to India's progress.
'If the villages of India are strong, the country will develop faster. This is the soul of Panchayati Raj,' he stated.
In the past 10 years, the Modi government has connected over two lakh Gram Panchayats to the Internet, built 5.5 lakh Common Service Centres in rural areas, constructed 30,000 Panchayat Bhawans, allocated Rs two lakh crore in Panchayat funds, and directly invested in rural development.
'Today, Panchayats can issue certificates like birth, death, and land records digitally. Technology has brought transparency and efficiency to grassroots governance,' PM Modi added.
Praising Bihar's pioneering move to provide 50 per cent reservation to women in Panchayats, PM Modi called it an example of real social justice.
'Thousands of our sisters and daughters from marginalised communities are now decision-makers. This is the true strength of democracy,' he said.
PM Modi highlighted the success of the 'Jeevika Didi' self-help group movement, announcing Rs 1,000 crore in fresh financial assistance for women-led SHGs in Bihar.
The Prime Minister laid the foundation stone or inaugurated projects in Rail connectivity, including multiple new lines and Amrit Bharat and NaMo Bharat express trains.
PM Narendra Modi laid the foundation stone of the LPG bottling plant at Hathua block in Gopalganj district, a project worth Rs 340 crore to enhance bulk LPG transportation and streamline the supply chain.
He also inaugurated projects related to the power sector worth Rs 1,170 crore and Rs 5,030 crore worth of power infrastructure projects under the Revamped Distribution Sector Scheme.
PM Narendra Modi also flagged off new trains -- the Amrit Bharat Express between Saharsa and Mumbai, the Namo Bharat Rapid Rail between Jaynagar and Patna, and regional connections between Pipra, Saharsa and Samastipur, Supaul-Pipra and Hasanpur-Bithan rail lines, and Rail Overbridges in Chapra and Bagaha and also dedicated the Khagaria-Alauli rail line to the nation.
PM Modi also distributed Rs 930 crore under the Community Investment Fund to over two lakh Self-Help Groups (SHG) in Bihar under Day-NRLM. Linking the event to Bihar's historical legacy, PM Modi said: 'The entire country is connected to the soil of Mithila. The work launched today will create new job opportunities and drive growth in the region.'
A total of 1.5 lakh families in Bihar received new pucca homes under PMAY-G, approval letters for new homes handed over to 15 lakh families nationwide, including 3.5 lakh from Bihar, financial assistance disbursed to 10 lakh poor families across the country, including 80,000 rural and one lakh urban families from Bihar.
'Houses of the poor have been built in villages, roads paved, gas and water connections reached every doorstep. This is modern infrastructure building the foundation of a developed India,' PM Modi stated.
He said that over 12 crore rural families now have tap water connections, 2.5 crore homes have been electrified, and LPG cylinders have reached countless households previously reliant on firewood.
PM Modi hailed the cultural and economic value of Makhana, an aquatic crop native to Mithila: 'Makhana has received the GI (Geographical Indication) tag, officially recognising its origin in Bihar. The Makhana Research Centre has been given national status. A dedicated Makhana Board, announced in the Union Budget, is expected to empower local farmers and boost exports,' he said.
'Makhana is not just food, it's culture. Now, it will also be a source of prosperity,' the Prime Minister emphasised.
PM Modi previewed India Steel 2025, a two-day summit focused on strengthening India's strategic and high-grade steel production, especially for defence and aerospace.
"India was once dependent on imported steel. Today, the steel used in our first indigenous aircraft carrier is made in India. Our Chandrayaan Mission too rode on the strength of Indian steel,' he said proudly.

Delhi CM orders ACB probe into lapses linked to Barapullah Road Phase-III project
Delhi Chief Minister Rekha Gupta on Monday ordered a probe by the Anti-Corruption Branch into irregularities in the on-going Barapullah Elevated Road Phase-III project plagued by cost and time overruns. While chairing a meeting of the Expenditure Finance Committee on Monday, the CM reviewed the project and took note of the concerns raised over the Public Works Department's (PWD) negligence and the prolonged delays. The Chief Minister instructed senior officials to ensure its timely completion, noting that a payment of Rs 175 crore to the contractor was necessitated because the previous government had prevented the company from executing the work. CM Gupta called the project "yet another example of corruption and negligence under the previous Aam Aadmi Party (AAP) government". She highlighted that the project, scheduled for completion in October 2017, was repeatedly delayed and eventually went into arbitration. The ruling favoured the contractor with an award of Rs 120 crore. When the payment was withheld, the company approached the High Court, which in May 2023 ordered the PWD to pay Rs 175 crore, including interest and GST. The sum was subsequently paid during the tenure of then PWD Minister Atishi. CM Gupta criticised the AAP government for neither filing a review petition nor acting against the lax officials, adding that the payout hampered other PWD schemes. She also disclosed that the contractor had initially offered to settle the dispute for Rs 35 crore, but the proposal was ignored, resulting in the escalation of the matter to the High Court. The elevated road will run from Barapullah Nallah to Mayur Vihar Phase-III via Sarai Kale Khan. PWD Minister Pravesh Verma and officials informed the Chief Minister that the project would gain pace as permissions for tree removal along the route were expected shortly. The Delhi Cabinet approved the project in September 2011. An amount of Rs 1,260.63 crore was allocated for the project in December 2014. The construction work began in April 2015, with a stipulated completion period of 30 months. The original estimated cost of the project was Rs 1,260.63 crore, out of which Rs 1,238.68 crore has been spent so far. The total project cost is now estimated to be Rs 1,330 crore. Currently, 87 per cent of the work has been completed. Permission for the early removal of trees is expected soon, after which the project will gain momentum. For the financial year 2025–26, Rs 150 crore has been allocated, of which Rs 86.43 crore had been spent by June 2025.

MP: Guna farmers benefit from PM-KISAN scheme, say it helped them get rid of lenders
The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana has brought considerable change in the lives of farmers as they are getting monetary assistance under the scheme, helping them to meet any unforeseen circumstances. The assistance of Rs 6,000 per year, in three quarterly installments of Rs 2,000 each, helps them in meeting many agricultural expenses including buying fertiliser, seeds and ploughing. In Madhya Pradesh's Guna, a couple of farmers shared with IANS on how the scheme helped them tide over crisis and also eradicated the lenders from the farming sector, to a great extent. Gopal Kirar, a resident of Jhagar village in Guna said: 'PM-KISAN ended the economic woes of farmers to large extent. We use the money to buy agricultural goods.' Laxman Kirar, resident of Jhagar village echoed similar views and said that the assistance was helping them address the farming expenses. Mohar Singh Dhakad of Sujakhedi village said: 'PM-KISAN is very beneficial scheme of Prime Minister Narendra Modi-led govt. Small and poor farmers are getting a lot of benefit from this scheme.' 'Earlier, they had to take money from the banks to work. Through PM-KISAN, they have got rid of lenders to a large extent as they are longer needed to avail loan,' said another farmer. Jitendra Kirar said: 'The money from scheme fulfills the agricultural needs. PM Kisan is a boon for farmers with less land.' Raghuveer Dhakad thanked PM Modi-led government for addressing the needs of farming community and said that PM-KISAN was making them financially stronger. Notably, the PM KISAN scheme was launched on February 2, 2019. Over the years, it has become a transformative force for India's agricultural sector. Under this scheme, every eligible farming family receives an annual benefit of Rs 6,000. This amount is directly transferred to beneficiaries' bank accounts through the Direct Benefit Transfer (DBT) mechanism, making it one of the largest and most transparent DBT schemes globally.
