Two suspected Ugandan rebels killed in Kampala explosion

Two suspected Allied Democratic Forces (ADF) rebels, including a female suicide bomber, were killed in an explosion near a prominent Catholic shrine in Uganda's capital, Kampala, as crowds gathered to mark Martyrs' Day.
The blast on Tuesday took place in the upscale suburb of Munyonyo, outside the Munyonyo Martyrs' Shrine, where Ugandans were assembling to commemorate 19th-century Christians executed for their faith. No civilian injuries were reported.
'A counterterrorism unit this morning intercepted and neutralised two armed terrorists in Munyonyo,' said army spokesman Chris Magezi on X. He confirmed one of the assailants was a female suicide bomber 'laden with powerful explosives'.
Footage broadcast by NBS Television, an independent outlet, showed a destroyed motorbike and debris scattered across the road. Police Chief Abas Byakagaba told NBS the explosion occurred while 'two people were on a motorcycle,' adding: 'The good thing, though, is that there were no people nearby who were injured.'
There has been no immediate claim of responsibility.
While Ugandan authorities are still piecing together the events, Magezi suggested the suspects were linked to the ADF, a rebel group that originated in Uganda in the 1990s but later relocated to eastern Democratic Republic of the Congo.
The ADF has pledged allegiance to ISIL (ISIS) and was behind a spate of deadly bombings in Uganda in 2021.
The group has been accused by the United Nations of widespread atrocities, including the killing of thousands of civilians in the region.
Martyrs' Day is one of Uganda's most significant religious holidays, drawing thousands of pilgrims annually. Security forces have increased patrols across the capital in the aftermath of the incident.

At the outset of the meeting, HM King of Spain welcomed HH the Amir, expressing his gratitude for accepting the invitation. He affirmed that this reflects the great interest Qatar places in supporting development, pointing to the Fourth World Summit for Social Development, which Qatar will host in 2025. He expressed his aspiration to strengthen relations in light of the agreements and memoranda of cooperation signed between the two countries, and the importance of supporting joint bilateral investments through small and medium-sized enterprises. The king of Spain also reiterated his country's solidarity with Qatar and its strong condemnation of the Iranian attack on Al-Udeid Air Base, praising HH the Amir's role in facilitating a ceasefire agreement between Iran and Israel. For his part, HH the Amir stressed Qatar's keenness to consolidate relations between the two countries and push them toward a more advanced level across all areas of existing cooperation, particularly in the cultural, educational, and security fields, in a manner that serves the common interests of the two friendly countries. The meeting addressed the main topics on the conference agenda, particularly ways to activate international cooperation to support and finance development. The meeting also discussed ways to strengthen the close bilateral relations between the two countries, as well as the latest regional and international developments of common interest. The meeting was attended by a number of members of the official delegation accompanying HH the Amir, and by a number of senior officials from the Spanish side.

The conference comes to follow up on the United Nations' (UN) process on financing for development by reinforcing the agreements and commitments of the three previous international conferences. The first of which was held in Monterrey, Mexico, in 2002 where fundamental principles for development financing were established. Doha hosted the second conference in 2008 amid the global financial crisis, giving it particular significance in addressing the impact of the crisis on developing countries. The third conference, which took place in Addis Ababa, Ethiopia, in 2015, resulted in the Addis Ababa Action Agenda, a comprehensive framework for financing sustainable development. On the sidelines of the conference, the Minister of State for International Cooperation met with Vice-Minister for International Cooperation and Director-General of the Swiss Development Cooperation Agency (SDC) Patricia Danzi. The meeting discussed relations between Qatar and the Swiss Confederation and ways to enhance them, particularly in the areas of international development and humanitarian aid. The two sides stressed the importance of integrating roles and coordinating efforts to enhance sustainable humanitarian responses in conflict-affected areas, particularly in Syria and Afghanistan.
