
Sukhbir ups ante against govt over land-pooling

Tuesday intensified its protest against Punjab govt's plan to pool about 40,000 acres of land in 164 villages of the state to come up with urban estates and industrial pockets.
The biggest chunk of land — about 25,000 acres — is to be pooled in Ludhiana alone.
Badal appealed to the panchayats of affected villages to pass a resolution in their respective areas, stating that they would not allow even an inch of land to be acquired by Punjab govt, come what may.
Addressing a protest at Ferozepur Road near the mini secretariat, the SAD president demanded the immediate revocation of the entire 40,000-acre land acquisition plan.
He said the SAD would intensify the agitation against the "land grab" by holding weekly protests, with the first one being held on July 28 in Mohali and on August 4 at Bathinda.
Significantly, this is the third time in the last two months that the SAD chief has addressed gatherings and led protests in Ludhiana against the land pooling policy. The issue has snowballed into a political controversy with a large number of farmer organisations and opposition parties stiffly opposing the move.

Badal kept on raising the issue even while campaigning for the SAD candidate during the Ludhiana (West) bypoll, despite the fact that the assembly segment was purely an urban pocket.

On the other hand, Punjab cabinet Tuesday amended the policy whereby even those who will pool one kanal of land will be given 125 square yards residential plot and 25 square yards of commercial space in the developed land parcel. Moreover, the govt has also offered that even after pooling their land, farmers can keep cultivating their land and the govt will offer them Rs 50,000 per acre per year. After the govt takes possession of such land, the amount would be raised to Rs one lakh per acre, with a 10% hike every year till the parcel is developed.

The state bill increases the punishment for rape from the current minimum of 10 years to either imprisonment for the remainder of the convict's natural life or capital punishment. Another change that MHA has objected to involves the removal of BNS section 65, which prescribes stricter penalties for sexual assault of minors. The MHA raised constitutional concerns, arguing that removing judicial discretion in sentencing violated established legal norms and Supreme Court rulings, sources said. State govt, however, said it had received no official communication either from the Centre nor the governor's office about these observations. Earlier, bills similar to Aparajita, like Andhra Pradesh Disha Bill, 2019, and Maharashtra Shakti Bill, 2020 - which had mandatory death penalty for all rape and gang-rape cases - were passed unanimously by state legislatures, but did not get President's assent. Trinamool Congress indicated the party would make it a political issue. TMC spokesperson Kunal Ghosh said: "The returning of the Aparajita bill is unfortunate, deplorable and condemnable... This has proved that BJP is unwilling to impose maximum punishment in these cases, as their members are implicated in molestations and rapes."

Lucknow: Cricket enthusiasts, players and administrators will keep a close eye on the much-awaited election of the Cricket Association Lucknow (CAL) scheduled to be held on Saturday. A total of 155 voters, including 34 executive members and 121 club representatives, will cast vote. Before elections, these voters would decide on the mechanism of voting – through ballot or raising of hands – by majority vote. "CAL is prepared for both the mechanisms, as ballot papers have also been printed," a member told TOI. Gurgaon: In an infrastructure boost to south Haryana, the Centre has decided to develop a new 45km four-lane National Highway from Nuh to Ferozepur Jhirka and Alwar on Rajasthan border and issued tenders for the Rs 325-crore project, which is expected to cut travel time and enhance road safety in the region. The govt has set a two-year completion target for the ambitious project. On completion, the highway is expected to reduce travel time to Rajasthan and tackle safety lapses on a stretch notoriously known as the "bloody highway," where over 2,500 fatalities have been reported in the past 12 years. This development is a result of persistent advocacy and public pressure over the years. The Mewat RTI Manch, a local activist group, has been at the forefront of this campaign since 2013, conducting hunger strikes and protests. Also, the group has filed a petition signed by over 20,000 residents to draw attention to the perils of existing narrow roads and demand immediate corrective measures. Initially, a ₹186-crore proposal was approved in 2019, but the project was put on hold following construction plan for Delhi-Mumbai Expressway through the area. Now, with a renewed focus and an increased budget, the Centre has moved forward with a revised estimate of ₹325 crore. Local activists recalled that the movement to expand NH-248A began with a five-day protest on July 9, 2017, under the banner of the Mewat RTI Manch. This was followed by a major state-wide campaign in Nov 2018, which drew national attention. The same year, the Khuni Highway Sangharsh Samiti was formed to intensify the movement.
