DUBAI (ALETIHAD)His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, affirmed that under the leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, the UAE is building a world-leading model for government services.This model prioritises efficiency, quality, and impact, aiming to simplify and enhance the lives of its citizens. By integrating best practices, leveraging expertise and technology, the UAE government strives to deliver streamlined services that meet the needs of its people with minimal effort and maximum impact.His Highness Sheikh Mohammed bin Rashid Al Maktoum said: 'Today we launch the second phase of the Zero Government Bureaucracy programme, a national project designed to create simpler, faster, and more impactful government services. In its first phase, the programme reduced service delivery time by over 70%, eliminated more than 4,000 unnecessary procedures, and saved customers over 12 million hours.'His Highness Sheikh Mohammed added: 'We are grateful to the over 30 government entities and 690 teams involved in streamlining government procedures. Today we expand these efforts, focusing on eliminating digital bureaucracy to realize our goal: a government without complexity, services without waiting times, and results that tangibly improve people's lives.'His Highness Sheikh Mohammed announced the launch of the second phase of the Zero Bureaucracy programme, at an event that detailed the next phase of the programme and its objectives. The launch event, held in Dubai, was attended by over 200 ministers, deputy ministers, and directors general of federal entities.The programme serves as a comprehensive national framework for Zero Bureaucracy projects and initiatives, uniting the efforts of all ministries and government entities. Its strategic objective is to establish the UAE government as the global leader in service delivery, ultimately achieving zero bureaucracy.Mohammad Al Gergawi, Minister of Cabinet Affairs, stated that the achievements of the Zero Bureaucracy Programme's first phase align with the UAE leadership's vision to prioritize citizen services and continuously improve and simplify processes.In his opening remarks at the launch of the second phase, Al Gergawi highlighted the collaborative efforts of '30 government entities and 690 teams, which successfully eliminated over 4,000 unnecessary procedures, reduced service delivery time by over 70%, and removed 1,600 redundant requirements. The UAE Government has recognized and celebrated the top three performing government entities in implementing Zero Bureaucracy.'Al Gergawi said: 'The results of the previous phase represent a new, more effective model for government operations, by leveraging internal teams to re-engineer processes and enhance service efficiency. More importantly, this translated to over 12 million hours and Dh 1.12 billion saved annually for the public, customers, businesses, and investors.'Al Gergawei stated that the next phase will focus on further reducing unnecessary procedures, streamlining digital applications by achieving zero digital bureaucracy, and ensuring a 24-hour uptime for digital systems, strengthening digital integration between government entities, and enhancing the overall digital customer experience.In its first phase, the Zero Bureaucracy programme achieved significant results, establishing a new model for government operations. Over 690 teams from 30 government entities eliminated over 4,000 unnecessary procedures, reducing service times by over 70%. This streamlined 200 million annual transactions, saving customers and businesses 12 million hours and Dh 1.12 billion annually. Top-performing teams received awards valued at Dh 7 million in recognition of their contributions.The second phase of the programme will expand its scope to fully eliminate digital bureaucracy, streamlining online processes and applications. This involves modernizing all government digital systems and effectively integrating AI.The programme will also continue to eliminate unnecessary government procedures and services, remove redundancies between entities, and abolish all non-essential burdens and requirements.During the launch event for the Zero Bureaucracy Programme's second phase, His Excellency Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice, highlighted the Ministry's achievements and journey in eliminating bureaucracy. He showcased several initiatives that contributed to the Ministry winning first place as the Zero Bureaucracy Awards' Best Government Team.Mohammed bin Taliah, Chief of Government Services in the UAE Government, outlined the second phase of the programme, which aims to further eliminate unnecessary procedures and requirements, eradicate digital bureaucracy, and remove redundant or unnecessary requirements. He explained that the next phase will focus on enhancing government integration, data sharing, developing innovative joint solutions, and adopting leading business practices.The government workshop concluded with an interactive dialogue session titled " Zero Bureaucracy and the Private Sector." Participants included Marwan Ibrahim Haji Nasser, Chairman and CEO of Tadawi Healthcare Group, and Fouad Mansoor Sharaf, Fuad Mansoor Sharaf, Managing Director of the UAE Shopping Malls at MAF Properties. The session explored the speakers' insights and perspectives on how eliminating bureaucracy impacts the private sector's efficiency, performance quality, and service excellence.

Dubai completes region's first test flight of Air Taxi
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai's Crown Prince, on Monday announced the successful first test flight of Joby air taxi in the region, marking "a major step towards launching full operations next year". In a post on social media platform X, Sheikh Hamdan, who also holds the position of the UAE's Deputy Prime Minister and Defence Minister, said it is a "a new leap in eco-friendly urban mobility". Egypt to raise cigarette prices annually by 12% over the next three years
Egyptians will have to pay a higher price to satisfy their smoking pleasure over the next three years. The Egyptian House of Representatives approved new legislation on Sunday, which will increase the minimum and maximum retail price thresholds for cigarettes by 12 per cent annually over three years, starting on November 5 this year. The amendments raise the maximum retail price for local cigarettes sold for less than EGP38.88 (US$0.78) to EGP48 (US$0.97). Cigarettes priced between EGP38.88 and EGP56.44 (US$1.14) will now fall within a new range of EGP48 to EGP69 (US$1.39). Imported cigarette brands that were previously priced up to EGP56.44, have been raised to EGP69. The law also introduced a significant change to the taxation of alcoholic beverages, shifting from a percentage-based system to a fixed-rate structure. Taxes will now be levied based on alcohol content, with an annual increase of 15 per cent for three consecutive years. The price rise is part of the government's efforts to expand the tax base and raise public revenues amid ongoing financial pressures. Egypt has a high number of smokers, although the Central Agency for Public Mobilisation and Statistics (CAPMAS), recently announced on World No-Tobacco Day, that it estimated that 14.2 per cent of Egyptians aged 15 and above (nearly 10.3 million people) are smokers. The number has decreased from 17 per cent in CAPMAS' 2021/2022 survey. CAPMAS' 2023/2024 Income and Expenditure survey revealed that Egyptian households spend an average of EGP12,900 (approximately US$260) annually on smoking. It noted that while wealthier families allocate more money to smoking, poorer households bear a heavier relative burden. The highest average spending was recorded in the wealthiest income bracket, which averaged EGP16,200 (US$327) per year on tobacco, while the lowest-income households spent EGP8,500 (US$171.5) annually. That meant smoking consumed a larger share of total expenditures for poorer families, up to 10.2 per cent of income for the lowest bracket. As per CAPMAS, the minimum monthly wage in Egypt is EGP6,000 (US$121). Eastern Company SAE, in which UAE's Global Investment Holding acquired a 30 per cent stake in September 2023 for US$625 million, is Egypt's biggest cigarette manufacturer and one of the largest in the world.

Maktoum Bin Mohammed reviews Ministry of Finance's 2024 report
Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, reviewed the 2024 annual report of the Ministry of Finance (MoF) titled 'Financial Sustainability and Global Leadership.' The report documents the MoF's key achievements, standout financial data and national initiatives as well as projects undertaken by the ministry throughout the year. It also highlights positive outcomes of the ministry's regional and international engagements, showcasing the role it plays in reinforcing the UAE's position as a leading player within the global financial and economic landscape. The report was reviewed during a meeting chaired by Sheikh Maktoum at the ministry's office in Dubai. Present during the meeting were Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs; Younis Haji AlKhoori, Undersecretary of the Ministry of Finance; as well as Assistant Undersecretaries and senior officials from the ministry. Sheikh Maktoum emphasised that in a world where changes are unfolding faster than ever with new economic challenges emerging every day, the UAE stands out as an attractive and leading hub for stability and growth thanks to the country's leadership, which has always placed emphasis on a forward-looking vision and adaptability to global shifts as the foundational elements of its development journey. The ministry's report also highlighted the sustained success of the Islamic T-Sukuk issuance programme, denominated in UAE dirhams. Since its launch in May 2023, the programme recorded successful outcomes across all 14 auctions conducted until the end of 2024, reaching a record issuance size of Dhs1.1 billion and a total nominal value of Dhs17.1 billion. In terms of public debt management, the report noted that the total outstanding domestic public debt reached Dhs23.45 billion by the end of 2024. This includes an outstanding balance of Dhs6.35 billion under the government treasury bond programme following the repayment of the first tranche of two-year bonds valued at Dhs4.85 billion and Dhs17.1 billion under the Islamic Treasury Sukuk programme. The report highlighted that 2024 was a landmark year for upgrading the UAE's legislative and financial framework. It featured a series of major developments, from approving the federal general budget and adopting the 2023 consolidated financial statements to introducing major updates to anti-money laundering and tax laws aimed at improving compliance. Additionally, several decisions were issued concerning leasing policies, inventory systems, and fixed asset management. As part of its commitment to revenue diversification and fiscal sustainability, the report outlined the ministry's continued efforts to develop forward-looking fiscal policies aimed at improving the efficiency of government spending, achieving a sustainable fiscal balance, and supporting strategic investment in economically vital sectors. Highlighting the UAE's journey toward digital transformation, the report noted that the Ministry of Finance launched a series of advanced digital initiatives designed to boost the efficiency of financial operations, transparency, and accelerated service delivery.
