Retail sector shows resilience amid low inflation and increased consumer spending

The South African retail landscape appears to be on a positive trajectory, buoyed by significantly low consumer inflation, the availability of disposable income from Two-Pot retirement withdrawals, and a notable decrease in fuel prices.
Data from Statistics South Africa (Stats SA) on Wednesday showed that the retail sector continued to strengthen in May, with sales increasing by 4.2% year-on-year following an upwardly revised 5.2% advance in April.
Raquel Floris, deputy director for distributive trade statistics at Stats SA, said six of the seven retail groups recorded a positive month, largely driven by textiles, clothing, footwear, and leather goods.
'Textiles and clothing and general dealers continued to shine, with textiles and clothing increasing by 12.5% and general dealers by 3.6% year-on-year,' Floris said.
'Together, the two groups pushed overall growth higher by 3.7 percentage points. Food and beverages was the only retail group that was weaker in May, shrinking by 1.9% year-on-year.'

On a seasonally adjusted monthly basis, retail sales rose by 0.1% in May, after an upwardly revised 1.1% increase in April.
Retail trade sales increased by 3.5% in the three months ended May compared with the three months ended May last year.
Dr Elna Moolman, Standard Bank Group head of South Africa macroeconomic research, said consumer spending remained reasonably robust in May this year as retail sales were 6.3% higher than the same time last year.
When we adjust for inflation, retail sales were 4.2% higher in real terms than the same time last year.
Moolman said there were, of course, a number of factors supporting consumer spending at this stage.
'They are benefiting from lower interest rates, and in May in particular, we had reasonably low inflation with fuel prices down nearly 15% on a year-on-year basis. Our data also implies that there was a spike in Two-Pot retirement withdrawals early in the new fiscal year,' she said.
'We remain quite constructive about the outlook for consumer spending over the coming months, but as inflation is expected to rise in the coming months, we would expect real or volume growth to start to taper off somewhat, and the spike in Two-Pot withdrawals may also subside.'
According to the latest forecast by the Bureau of Market Research (BMR) at Unisa, South Africa's retail trade sales are forecast to increase by 7.0% in nominal terms and 2.0% in real terms in 2025.
Drawing on a comprehensive probabilistic macroeconomic model and retail trend analysis, the report signaled cautious optimism for the retail sector, amid easing inflation and interest rates, but warned of structural headwinds including energy instability, water shortages and weak consumer sentiment.
'The 2025 forecast reflects an economy under strain, but not without opportunity,' says Prof Paul Kibuuka, head of the BMR's economic research division.
'Our modelling shows that despite constrained household disposable income and tight monetary conditions in 2023 and 2024, the retail sector is on track to benefit from renewed consumer spending, lower inflation, and gradual improvements in infrastructure and governance.'
However, the report cautioned that the recovery was fragile. It warned that persisting risks such as electricity supply shortages, water constraints, global trade uncertainties, and continued high unemployment may blunt household expenditure and investor confidence.
'We cannot ignore the complexity of the challenges South African businesses face,' said Prof Deon Tustin, CEO of the BMR.
'But what the data tells us is that there are strategic openings - particularly for value-driven and digitally agile retailers. Success will belong to those who adapt to changing consumer demands and make smart use of analytics, customer engagement, and omnichannel platforms.'

Image: Leon Lestrade/ Independent Newspapers Old Mutual Group chief economist, Johann Els, has quashed any lingering hopes for sustained growth rates of 6% in the country's gross domestic product (GDP) on the back of significant lingering structural constraints. Though Els on Thursday said he was expecting an 'improved growth trend' in the outlook for 2025 for South Africa, the economy was faced with serious structural constraints, which had resulted in the average annual growth rate of 1.1% over the last 16 years. 'I do expect that uplift in that growth underlying trend towards 2.5% to 3% on the back of significant private sector participation in the economy. And it's not always easy to present a slightly better growth outlook,' Els said during a midyear economic update. 'But in my view, this isn't an optimistic outlook. It's a balanced view that we should see better underlying growth because we are making some headway into reducing the structural constraints in the economy. 'But to be clear, growth around 5% to 6%, which is what South Africa actually needs, will never happen in South Africa. It's highly unlikely to ever get, on a sustained basis at least, towards 5% or 6% economic growth. Highly unlikely. But we can get from around 1% slightly less volatile growth as well towards 2.5% to 3%. 'We've got significant structural constraints in the labour market, significant skills deficit, and an over-regulated labour market that will prevent us from ever achieving that.' However, Els said what was happening in terms of electricity, water and logistics reforms will get the economy from 1% towards 2.5% to 3%. He said that will make a material difference in terms of confidence and profitability, driving to some extent, even employment growth, positive employment growth despite those structural issues in the labour market. 'So growth can start to improve over the next few years, where especially the reduction in the electricity deficit will help significantly. Gradually, the private sector's role and participation in the logistics arena, helping out the Transnet issues,' Els said. 'Foreign investors are always looking at more stable countries. If we look at the big reason for weak economic growth over the past 16 years or so, the lack of confidence in policymakers,' Els said. 'When growth was strong in that period roughly in the early 2000s towards 2007-08, that was a period when there was little concern about politics and policy. The result of a survey done by the Bureau of Economic Research at Stellenbosch University asking businesses what their view of the political climate and policy climate [shows] that concern moved up dramatically, economic growth collapsed, and a Reserve Bank study showed that growth would have been more than 2%. 'Now, what we have seen is after the formation of the Government of National Unity (GNU) in June last year, that concern has improved quite a bit, eased quite a bit, meaning more confidence in this new government to actually implement the better policies.' Busisiwe Mavuso, CEO of Business Leadership South Africa, said the GNU was showcasing notable progress in creating a more conducive business environment. Mavuso said as much as the country was facing so many geopolitical challenges and the impact of the Trump tariff regime, it has made quite a few strong strides and achieved solid wins in an effort to try and ensure a conducive environment within which business should trade. 'There are four network industries that we have: energy, transport and logistics, water, crime and corruption. And out of those four, three have been dysfunctional for quite a while, only telecoms have been functioning as it should,' she said. 'And now we are actually seeing progress coming along on the energy, on the transport logistics, and on the water front as it were. So as a business community, we are seeing a GNU that has been quite committed to delivery.' Mavuso indicated that hope lies particularly in the energy reforms, with the minister's commitment to achieving energy security rather than simply maintaining existing structures being prioritised. However, challenges are not absent as Mavuso said the mounting municipal debt remained a pressing concern, and the implications of union negotiations continued to draw scrutiny. 'Municipal debt continues to be a challenge, and [the Minister of Electricity] started intervening in municipalities. I don't know if you would have seen, three weeks ago, he secured the City of Joburg's commitment to pay R3.2 billion to Eskom over the next four years, and he's going to continue to do that with other municipalities because that Eskom debt by municipalities is growing at R3bn every month,' she said. 'And when you look at the work that is being done by Operation Vulindlela II, their focus on municipal reform is also going to be reinventing the electricity revenue of the municipality to ensure that that money can actually go to Eskom. 'Emojis carry different meanings depending on context, culture, and even age,' said Docrat. Something as simple as a smiley face or heart emoji could be interpreted very differently by recipients and may raise concerns around professionalism or harassment.' Examples raised during the webinar included emojis like 👀 (often read as suggestive), 😋 (which can imply desire), or a hug emoji, which might be taken as inappropriate depending on the nature of the conversation. The legal experts noted that employers should update codes of conduct, social media guidelines, and employee handbooks to include references to emoji use. They stressed the importance of involving staff in these policy updates, allowing room for discussion and clarity. Rather than relying solely on online sources like Emojipedia, companies were advised to consult experts such as forensic linguists when drawing up emoji-related workplace rules. Docrat also recommended that businesses consider restricting or banning emoji use in official workplace channels such as WhatsApp groups or client communications. 'If you're unsure whether an emoji is appropriate, it's best not to use it,' she added. 'Emojis can enhance communication, but they also carry risks if used carelessly.' The solar panel company had wanted to stop three 'whistle-blowers' and a journalist from reporting that it was importing and not locally manufacturing its solar panels. Solar panel manufacturer ARTsolar has thrown in the towel in its controversial battle against three 'whistle-blowers' and a journalist. The company had successfully gagged them by court order from making or reporting on 'defamatory' allegations that ARTsolar was importing and not locally manufacturing its solar panels. The interim gagging order was granted in March by Durban High Court acting Judge Perlene Bramdhew against businessman Brett Latimer, two former employees of ARTsolar and journalist Bongani Hans. The date to determine whether the order should be confirmed or discharged was set for 29 July. But this week, ARTsolar withdrew the application and tendered to pay the costs of Latimer, Hans and former employees Kandace Singh and Shalendra Hansraj. It also tendered to pay the costs of the Industrial Development Corporation, which entered the legal fray because it had provided R90-million funding to ARTsolar to set up its 'proudly South African' factory in New Germany. The IDC wanted to interview Latimer about his claims. The initial court order specifically barred Latimer from communicating with the IDC. The IDC launched its own urgent court application, successfully arguing that it should have been joined in the proceedings, and that the order was stifling an investigation into the matter on the instruction of Minister of Trade, Industry and Competition Parks Tau. The order was amended to exclude reference to the IDC. The shift in ARTsolar's stance came after it appointed new attorneys last month. Mohamed Mota, partner at Cox Yeats, confirmed the withdrawal. He said his client had no comment 'at this stage'. Media freedom Because the case had implications for freedom of expression, the amaBhungane Centre for Investigative Journalism had applied to be admitted as an amicus curiae. Managing partner Sam Sole said the withdrawal was a 'bittersweet victory'. 'The facts of the case make it clear the order should never have been granted and amaBhungane was looking forward to urging the court to give decisive direction to other presiding officers about the very narrow and limited circumstances which could justify such pre-publication censorship,' he said. 'We had also intended to remind the court that an effective press is a 'public sentinel' and is a conduit for the public's right to receive and impart information, meaning curbs on the media effectively limit the rights of the general public. 'This places a duty on the courts to be exceptionally vigilant in ensuring adherence to the legal safeguards of press freedom, especially where the public have no voice in the proceedings – as in this case, where the media house did not initially come to court.' Sole said there were various reasons that a journalist may fail to effectively oppose such an application, especially an extremely urgent one, such as a lack of timely access to adequate (or any) legal representation. 'We hope the publicity engendered by this case will discourage other parties from running to court and will also encourage presiding officers to exercise due care and caution when faced with similar cases,' Sole said. ARTsolar's urgent application was sparked by Hans sending questions, based on Latimer's allegations, to the company. Latimer, a former client of ARTsolar, alleged that he had been duped into believing that the panels were locally manufactured when they were in fact imported from China. He was backed up by Singh and Hansraj, who previously worked for the company. On the back of the gagging order, Latimer obtained a subpoena against Turners Shipping and, in a supplementary affidavit, he said the shipping documents (bills of lading) showed that the company imported 99% of its panels. Latimer's attorney MS Omar said: 'The interim gagging order was a drastic and draconian violation of my client's fundamental rights of freedom of expression as enshrined in section 16 of the Constitution. The overbroad interim order plainly prohibits permissible statements, based on truth and public interest, and failed to take account of the high threshold for a defamation interdict.' The application will be formally withdrawn in court on 29 July. DM
