Addl commissioner of Revision Court flags land scam, urges action against illegal RoR changes by tehsildars
The extent of corruption has been exposed by the additional commissioner of the Additional Revision Court, Bhubaneswar, Pradeep Kumar Nayak highlighting how tehsildars in Khurda district have illegally effected mutations and corrected record of rights (RoRs) by undermining and subverting the law.
In a letter (accessed by The New Indian Express) to the additional chief secretary (ACS) of Revenue and Disaster Management (R&DM) department, the additional commissioner of Court-I, II and IV has flagged serious concerns over illegal land mutations and arbitrary corrections in RoRs by the tehsildars of Bhubaneswar and Jatni in connivance with real estate operators and land mafia.
'During hearings in the court, it was found that the tehsildars of Bhubaneswar and Jatni have corrected RoRs involving transaction of the suit land in Sabik (old) RoRs, which is illegal and arbitrary. This undermines the authority of the Board of Revenue and the R&DM department as the illegal mutation is not tenable in the eyes of law and they have clearly guided by pecuniary/extraneous considerations,' the letter stated.
Stating that the illegal mutations by tehsildars is nothing but a blatant violation of the Orissa High Court's judgment in Harihar Mohapatra vs Commissioner of Land Records and Survey (OJC No. 9621/1996) case, the additional commissioner said, the judgment clearly prohibits tehsildars from admitting mutation applications related to pre-settlement land transfer transactions that occurred before the final publication of Sabik RoRs.
Acting on the verdict, the state government had issued an order in May 1999, restricting revenue officers from entertaining such mutation requests. 'It is a corrupt and criminal practice as there have been cases of illegal settlements/RoR corrections of government land/deity land/common property resources.
This amounts to disrespect to law abiding citizens fighting their cases in revision courts and it is a case of criminal conspiracy by tehsildars and builders/land mafia by bypassing Revision Courts,' the letter state.

These included Shop Nos. 23A and 106 at Utkal Kanika Galleria in Kalpana and Shop No. 22 at Symphony Mall in Pahal's Rudrapur. The investigation revealed ownership of several flats linked to the accused. These include a 3-BHK flat at Vipul Garden in Bhubaneswar, valued at approximately Rs. 30 lakhs. Another flat on the 1st floor of Royal Habitat in Khordha's Jatani, valued at around Rs. 32 lakhs, was also found and also found a four-storied building at Somnath Nagar and a three-storied house (No. LIV-356) at Dumduma Housing Board Colony linked to addition, the flat at Cosmopolis (Flat No. H-164) jointly owned by Panda and Jena was part of the list of assets. A Volkswagen Polo car bearing registration number OD 02 T-8607 was seized. Officials also identified postal savings in three accounts held by Panda and his family, amounting to Rs. 17,00, Raja Kishore Jena remains under vigilant scrutiny. Patna: In strict compliance with the directives of the (ECI), the draft voter list for the special intensive revision campaign was published on Friday at all polling stations and designated locations across the district. The district magistrate made this announcement while addressing representatives of all recognised political parties, electoral registration officers (EROs) and other stakeholders at a meeting. According to the draft list, the number of electors in the district's 14 assembly constituencies stands at 46,51,694. Claims and objections can be submitted from Aug 1 to Sept 1. The DM said of the previously registered 50,47,194 electors, 92.16% or 46,51,694 voters have been included in the revised draft. The remaining 3,95,500 names were excluded due to reasons such as death, absence, permanent relocation or prior multiple registrations. He informed the gathering that, based on suggestions from political party representatives, booth level officers (BLOs) would be present at all polling stations from 9am to 5pm on Sunday. During these special camps, eligible citizens whose names do not appear in the draft roll may submit Form 6, the declaration form (Annexure-D) and other necessary documents. Similarly, for name corrections or transfers, electors can submit Form 8 along with the requisite forms. To assist disabled and elderly voters unable to attend the camps, BLOs will collect application forms directly from their homes. Voters from any part of the district may submit their forms at any polling station-based camp. He said all 5,665 BLOs and 527 BLO supervisors have been trained for the campaign, along with all 14 EROs, who underwent training from the election department team. He reiterated a zero-tolerance policy towards negligence in election-related duties. "Action has already been taken against 11 BLOs for lapses during the revision process. Three FIRs have been lodged, nearly eight teachers have been suspended and three anganwadi workers dismissed," he said.

Over 2 lakh electors removed from draft electoral rolls in Bhagalpur
Bhagalpur: Names of 2,44,612 electors were removed from the draft electoral roll published on Friday. The draft electoral roll has been published following special intensive revision (SIR) across the state between June 25 to July 26. Bhagalpur DM-cum-district election officer Nawal Kishor Choudhary, while releasing the revised electoral rolls, said the total electors in the district before the SIR were 24,00,414 and now it has reduced to 21,55,802. He said the SIR was conducted by 2,263 booth level officers (BLOs) in the district and supervised by 250 supervisors besides other officials including himself. The DM said the names of 62,852 dead and 1,25,388 electors who had migrated to other places were removed. Besides, 26,566 electors whose names were found at two places were also removed from the published draft electoral rolls, he said. Referring to the increase in the polling booths from the existing 2,263 to 2,678, the DM said 415 polling booths were added to the district in view of the Elections Commission's directive to constitute one polling booth for every 1,200 numbers of electors.
