Ministry sets guidelines for Ramadan festivals in cooperative societies

KUWAIT CITY, Feb 22: Dr. Amthal Al-Huwailah, Kuwait's Minister of Social Affairs, Family, and Childhood Affairs, highlighted the importance of the cooperative sector in the country. She stressed that the political leadership has directed efforts to support and encourage the national product, emphasizing that Kuwait has some of the best products available.
This statement was made during an open meeting organized by the Ministry of Social Affairs, attended by the Minister, the Undersecretary of the Ministry, Dr. Khaled Al-Ajmi, the Assistant Undersecretary for the Cooperative Sector, Ahmed Al-Furaij, and the Chairman of the Union of Cooperative Societies, Gharib Al-Adhan.
During the meeting, Dr. Al-Huwailah reaffirmed the government's support for the cooperative sector, explaining that there are laws in place to regulate cooperative work. She emphasized that the Ministry is committed to overcoming obstacles faced by cooperatives and will continue to support them in their operations. 'We are not here to obstruct your activities, but to help ensure that the interests of Kuwait and shareholders' money are protected,' she stated.
She also addressed concerns about some cooperative societies that deliberately obstruct the Ministry's decisions. She made it clear that such actions are unacceptable and emphasized the importance of overcoming these barriers for the overall betterment of the sector. 'We must work together to resolve any issues, as we are all in this together,' she added.
Al-Huwailah acknowledged the challenges faced by the cooperative sector, calling it one of the most demanding sectors to work in. She also mentioned receiving feedback from the Council of Ministers, citizens, and board members of cooperative societies. In a move to assist cooperatives during the Ramadan period, the Ministry will allocate funds for Ramadan festivals, though she cautioned against excessive spending. 'Spending must remain within the allocated budget,' she stressed.
Additionally, the Minister raised concerns about some companies prioritizing profit over quality and disregarding customer needs. She urged cooperatives to offer diverse goods to prevent customers from turning to parallel markets. She also emphasized the importance of reducing expenses and increasing revenue to improve the sustainability of the cooperatives.
Dr. Al-Huwailah further underscored that the Ministry fully supports initiatives that serve the country and its people. She encouraged cooperative societies to continue presenting their initiatives and remain committed to serving their communities. 'There is a clear directive from the political leadership to support the national product. We must encourage our local products, as they are among the best available,' she noted.
She also expressed concern over reports from the Food Authority regarding cleanliness issues in some cooperatives, leading to the closure of certain societies. Dr. Al-Huwailah stressed the Ministry's commitment to working with all stakeholders to improve the sector, including efforts to localize simple jobs and support small and national projects.
The Minister also acknowledged reports of employees being punished and assured that the matter was being addressed with the Anti-Corruption Commission. She warned that the cooperative sector is under scrutiny and urged board members to act responsibly to preserve the interests of shareholders. She cautioned against the potential for corruption and advised cooperative leaders to protect the integrity of their operations. 'We must remain vigilant and protect the shareholders' money,' she emphasized.
In addition, Acting Undersecretary of the Ministry of Social Affairs, Dr. Khaled Al-Ajmi, unveiled a new mechanism for Kuwaitizing supervisory positions in cooperative societies. Under this new system, Kuwaiti applicants will be selected based on their performance in a test, rather than relying solely on personal interviews. The new process aims to prevent human error and ensure the most qualified individuals are selected for these positions.
Dr. Al-Ajmi explained that applicants would be evaluated on a scale of 90 points for the test, with an additional 10 points for the personal interview. He confirmed that applications for these positions would be processed through the "Fakhr" platform, in coordination with the Public Authority for Manpower and the Union of Cooperative Societies.
This new selection process is part of the Ministry's broader plan to enhance the Kuwaitization of jobs in cooperatives, ensuring that the most qualified individuals are chosen for positions in this vital sector.

KUWAIT CITY, Aug 3: According to a report released by AlShall, domestic workers made up 25.2 percent of Kuwait's total expatriate workforce by the end of Q1 2025, totaling about 745,000 workers, which is a 5.6 percent decrease compared to the end of Q1 2024. This workforce includes approximately 415,000 women and 330,000 men, reports Al-Seyassah daily. The report explained that the Philippines led the female domestic workforce with around 131,000 workers, down from about 175,000 at the end of Q1 2024. Male domestic workers from India led the male workforce with approximately 213,000 workers, down from 248,000 at the end of Q1 2024. India leads in the total number of domestic workers of both genders, representing 42.2 percent of the workforce, followed by Sri Lanka and the Philippines, each accounting for about 17.9 percent. Four nationalities - India, Sri Lanka, the Philippines, and Bangladesh - account for approximately 89.6 percent of the total domestic workforce, out of a total of ten nationalities. Regarding expatriate labor in general, AlShall reported that the total number of Indian workers is approximately 884,000, representing 29.9 percent of the total labor force, including Kuwaiti workers, and about 35.3 percent of the total expatriate labor force, leading in both categories. Egyptian workers rank second, with around 472,000 workers, accounting for 16 percent of the total labor force and approximately 18.8 percent of the expatriate workforce. They are followed by Kuwaiti workers, numbering about 450,000 compared to 458,000 at the end of Q1 2024, representing 15.2 percent of the total labor force. This percentage may increase if military personnel figures are included in the data. The AlShall report revealed that the total Kuwaiti workforce at the end of the first half of the year amounted to approximately 491,000, a figure that differs from the data provided by the Central Statistical Bureau. It stated, 'We have no explanation for the discrepancy between the two figures unless the higher number includes military personnel and the unemployed'. In addition, Bangladesh ranked fourth with a total workforce of approximately 278,000, representing 9.4 percent of the total labor force. The Philippines ranked fifth with around 194,000 workers, accounting for 6.6 percent of the total workforce and approximately 7.7 percent of the total expatriate workforce.

BEIJING: Ambassador Jasem Al-Najem is seen with a delegation from Kuwait's Ministry of Public Works during their visit to China. — KUNA BEIJING: Kuwait is pushing ahead with the development of its largest wastewater treatment facility, the North Kabd Wastewater Treatment Plant, in partnership with China, as part of broader efforts to deepen strategic cooperation between the two countries. The plant, set to be Kuwait's biggest in terms of capacity, will treat up to one million cubic meters of wastewater per day using advanced technologies and renewable energy. The visit was first announced during the July 24 weekly ministerial committee meeting chaired by His Highness the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah to track progress in implementing agreements between Kuwait and China. At the meeting, Assistant Foreign Minister for Asian Affairs Ambassador Sameeh Johar Hayat, said the visiting delegation will work with Chinese counterparts to discuss key environmental infrastructure projects, including the launch of the major wastewater treatment initiative. Kuwait's Ambassador to China Jasem Al-Najem emphasized the significance of the project during a visit by a delegation from Kuwait's Ministry of Public Works to Beijing. 'This visit comes as part of ongoing efforts to implement the memorandum of understanding related to the project, with close follow-up and strong commitment from the senior political leadership to accelerate the execution of all signed MoUs with China,' Al-Najem told the Kuwait News Agency (KUNA). The Kuwaiti delegation toured wastewater treatment plants in Beijing to study water recycling systems and discussed technical and contractual aspects of the North Kabd project with Chinese officials. 'These mutual visits are essential to advancing our joint cooperation,' Al-Najem said, noting the growth of bilateral relations across various fields in recent years. He also praised Chinese companies for playing a key role in Kuwait's economic development, particularly through their involvement in major infrastructure projects. The North Kabd plant is one of several projects under a series of memorandums signed between Kuwait and China in 2023.
