In the wake of a student's death in Balasore after she accused a professor of sexual harassment, the Odisha government on Saturday announced a new initiative called Shaktishree, which aims to ensure a safe academic environment in colleges and universities in the state.
Odisha Chief Minister Mohan Charan Majhi, who announced the initiative, said it would be implemented in 16 state-run universities and 730 government and aided colleges.
The announcement came at a time when the Majhi government has been under fire from various quarters over the death of a college student, who set herself on fire after her complaints alleging sexual harassment by a professor were ignored. The incident put a spotlight on the safety of women in the state and triggered nationwide outrage.
Under the new initiative, every college and university will have an 'empowerment cell', which will be managed by women students. 'The cell will ensure training of female students in fields like self-defence, legal rights and mental health. It will also create awareness on various aspects of digital safety,' said Chief Minister Majhi.
A dedicated mobile app will also be launched to help women students raise their complaints with internal complaint committees and connect to mental health experts in case of stress and anxiety. It will also have facilities like an SOS button in case of emergency.
The state government has also decided to come up with a code of conduct for university and college professors. Professors will now have to take an online training module with focus on women's safety, gender equality and professional ethics, officials said.
A campaign, called SAFE (Shaktishree Actions for Female Empowerment), will be launched in colleges, under which self-defence training will be organised twice a year. It will also include workshops on women's safety and rights. The Chief Minister said this move would boost the confidence of women students.
State-run colleges and universities will now have to submit a campus safety report, highlighting the steps taken by authorities to ensure the safety of students.
Under the Shaktishree initiative, the Chief Minister said an adequate number of CCTVs would also be installed in all colleges and universities, and that a control room would be set up for monitoring.

Majhi, in a high-level meeting held at State secretariat Lok Seva Bhavan, emphasised the resolution of the ongoing Mahanadi water dispute with Chhattisgarh. 'The Chief Minister said since the efforts being made to resolve the problem in the Central Water Commission are progressing slowly, it can be amicably resolved through negotiations between both the States with the support of the Central government,' Majhi was quoted as saying in the statement issued by the CMO on Wednesday. Stating that the Central Water Commission can provide technical support in the negotiations, Majhi said this will resolve the long-standing dispute between Odisha and Chhattisgarh and enhance the relations between the two States. On the sidelines of the All India State Water Resources Ministers' Conference held in Rajasthan in February and on the occasion of the World Water Day held in Bhubaneswar in March, the Mahanadi water dispute was discussed between Chhattisgarh Chief Minister Bishnu Deo Sai and his Odisha counterpart Mohan Charan Majhi. Both the chief ministers emphasised resolving the issue, it said. Wednesday's meeting reported that discussions are underway between officials of the two States. Apart from Majhi, the meeting was attended by Advocate General Pitambar Acharya, Chief Secretary Manoj Ahuja, Development Commissioner and Additional Chief Secretary of Water Resources department Anu Garg, Principal Secretary to the Chief Minister, Saswata Mishra, and senior officers and engineers of the Water Resources department. The Mahanadi dispute was presently under the consideration of a tribunal. The Odisha government has alleged that Chhattisgarh has blocked the free flow of water in the Mahanadi river by constructing several barrages on the upstream.

Bhubaneswar, Jul 24 (PTI) The Odisha government on Thursday approved 23 industrial proposals which, if grounded, will bring a total investment of Rs 4,982 crore. The State Level Single Window Clearance Authority (SLSWCA), chaired by Chief Secretary Manoj Ahuja, has approved these proposals, which would create employment for nearly 12,000 people in 12 districts of the state, according to a statement issued by the government. The state has approved the proposal of Vidya Minerals Pvt Ltd to set up an integrated steel plant in Sundargarh with an investment of Rs 620 crore. Similarly, Jatia Steel Ltd has proposed to establish a steel structure unit in Jajpur at a cost of Rs 451.90 crore, it said. Luminous Power Technologies Pvt Ltd has proposed to establish a solar cell and PV module manufacturing unit at Gopalpur with an investment of Rs 950 crore, which was also approved by the government. Further, the SLSWCA has approved Rs 350 crore investment proposal of KPR Mill Ltd, Rs 320 crore proposal of Hindustan Aqua Pvt Ltd and Rs 300 crore project of BonV Technology Pvt Ltd. 'The projects approved in this SLSWCA meeting reflect the state's focus on jobs, value addition, and regional growth. Under the leadership of Chief Minister Mohan Charan Majhi, Odisha is steadily moving towards a prosperous, future-ready economy, in line with the vision of 'Samruddha' (prosperous) Odisha vision 2036," the statement added. BHUBANESWAR: Chief Minister Mohan Charan Majhi once again reiterated the need for an amicable solution through discussion between Odisha and Chhattisgarh on the long-standing Mahanadi water dispute. Chairing a high-level meeting at Lok Seva Bhavan on Wednesday to take stock of the situation, the chief minister pointed out that efforts to resolve the issue through the Central Water Commission (CWC) have been slow. 'A mutually agreeable solution could be reached through discussions between the two states with the support of the central government. The CWC could provide technical assistance in this regard,' he added. The chief minister, who had taken up the issue with his Chhattisgarh counterpart Vishnu Deo Sai on two occasions, said an early resolution to the long-standing dispute will improve relations between the two states. Majhi and Sai had previously discussed the issue on the sidelines of the All India Conference of the State Water Resources Ministers in Rajasthan in February and again on the occasion of World Water Day in Bhubaneswar in March this year. Both of them had emphasised the need for an amicable solution on the dispute. The meeting was informed that official-level talks between the two states were underway to resolve the issue. Since the CWC intervention has not made much headway, the meeting felt the need for the active support of the central government for an early resolution.
