
App with SOS button, code for professors: Facing heat for student's death, Odisha govt's plan to keep women safe
Odisha Chief Minister Mohan Charan Majhi, who announced the initiative, said it would be implemented in 16 state-run universities and 730 government and aided colleges.
The announcement came at a time when the Majhi government has been under fire from various quarters over the death of a college student, who set herself on fire after her complaints alleging sexual harassment by a professor were ignored. The incident put a spotlight on the safety of women in the state and triggered nationwide outrage.
Under the new initiative, every college and university will have an 'empowerment cell', which will be managed by women students. 'The cell will ensure training of female students in fields like self-defence, legal rights and mental health. It will also create awareness on various aspects of digital safety,' said Chief Minister Majhi.
A dedicated mobile app will also be launched to help women students raise their complaints with internal complaint committees and connect to mental health experts in case of stress and anxiety. It will also have facilities like an SOS button in case of emergency.
The state government has also decided to come up with a code of conduct for university and college professors. Professors will now have to take an online training module with focus on women's safety, gender equality and professional ethics, officials said.
A campaign, called SAFE (Shaktishree Actions for Female Empowerment), will be launched in colleges, under which self-defence training will be organised twice a year. It will also include workshops on women's safety and rights. The Chief Minister said this move would boost the confidence of women students.
State-run colleges and universities will now have to submit a campus safety report, highlighting the steps taken by authorities to ensure the safety of students.
Under the Shaktishree initiative, the Chief Minister said an adequate number of CCTVs would also be installed in all colleges and universities, and that a control room would be set up for monitoring.

Mahanadi dispute should be resolved amicably: CM Mohan Charan Majhi
BHUBANESWAR: Chief Minister Mohan Charan Majhi once again reiterated the need for an amicable solution through discussion between Odisha and Chhattisgarh on the long-standing Mahanadi water dispute. Chairing a high-level meeting at Lok Seva Bhavan on Wednesday to take stock of the situation, the chief minister pointed out that efforts to resolve the issue through the Central Water Commission (CWC) have been slow. 'A mutually agreeable solution could be reached through discussions between the two states with the support of the central government. The CWC could provide technical assistance in this regard,' he added. The chief minister, who had taken up the issue with his Chhattisgarh counterpart Vishnu Deo Sai on two occasions, said an early resolution to the long-standing dispute will improve relations between the two states. Majhi and Sai had previously discussed the issue on the sidelines of the All India Conference of the State Water Resources Ministers in Rajasthan in February and again on the occasion of World Water Day in Bhubaneswar in March this year. Both of them had emphasised the need for an amicable solution on the dispute. The meeting was informed that official-level talks between the two states were underway to resolve the issue. Since the CWC intervention has not made much headway, the meeting felt the need for the active support of the central government for an early resolution. The meeting was attended by Advocate General Pitambar Acharya, chief secretary Manoj Ahuja, development commissioner and additional chief secretary of Water Resources department Anu Garg, principal secretary to the Chief Minister Saswata Mishra and senior officials and engineers of the Water Resources department.

Odisha CM approves two more OISF battalions for better industrial environment
BHUBANESWAR: In a major push towards creating better industrial environment through improved security, the state government on Wednesday approved creation of two more battalions under the Odisha Industrial Security Force (OISF). Chief Minister Mohan Charan Majhi ratified the proposal to form two more battalions of OISF, taking the total strength to four. The 3rd and 4th battalions will have 1,944 regular posts and 136 outsourced positions with a total manpower of 2,080. The OISF initially had one battalion with 1,807 personnel. In April, the chief minister approved formation of a second battalion, increasing the total strength to 2,847 personnel. With the recent creation of the third and fourth battalions, the total number of posts in OISF has now reached 4,927. The state government is prioritising industrial growth and taking steps to attract new industries. With the resounding success of Utkarsh Odisha-Make in Odisha 2025 summit attracting investment intent of more than Rs 4.5 lakh crore, the pace of industrialisation in the state has got a boost. The state also attracted another Rs 1.4 lakh crore of investments in the first quarter of the current financial year. Given the importance of securing industrial establishments and commercial hubs, the CM approved formation of two additional battalions for OISF.

Man held for cheating investors of Rs 12 crore in gold trading scam in Odisha
BHUBANESWAR: Police on Wednesday arrested a fraudster on charges of duping at least 16 investors of over Rs 12 crore on the promise of providing higher returns if they invested their money in gold trading. The accused was identified as Ramesh Chandra Majhi, a resident of Acharya Vihar. A Mercedes Benz car was seized from him. The special crime unit (SCU) registered a case against Majhi and his wife Anisha Subudhi on Tuesday after receiving a complaint from one Bholanath Mohanty, a businessman, that the couple had cheated him of `5.60 crore in this connection. Police are investigating the exact role of Subudhi in the scam and further action will be taken accordingly. As per police, one Bapun Behera had introduced Mohanty to Majhi and his wife in 2022. Majhi had reportedly shown a fake RBI authorisation letter to Mohanty claiming that he was a genuine gold trader. The complainant then gave him the money in different phases in a span of two years - 2022 and 2023. Police investigation revealed Subudhi had also signed on the agreement papers executed between her husband and Mohanty. However, the couple reportedly never returned his money and later fled their rented accommodation in Nayapalli. During further probe, police found out that Majhi had duped 15 other investors of `7 crore by using the similar modus operandi.
