
DPAR starts collecting data following allegations of flouting rules in reservation in promotions
The exercise, which began on Tuesday, comes after Congress president Mallikarjun Kharge wrote to Chief Minister Siddaramaiah highlighting opportunities being denied to SC/ST employees. Sources said the Chief Minister had asked for a report from the DPAR. The department had also sought information about the present status of backlog posts, status of reservation in promotion, and the percentage of SC/ST employees in all cadres. 'Respective departments have been asked to submit the department promotion committee proceedings, seniority list, and Government Orders issued pertaining to the promotions for verification,' sources said.
Earlier, the Karnataka State Government SC/ST Employees Association had also petitioned the government, complaining that seniority was being ignored and promotion was being denied despite the Consequential Seniority Act coming into force in 2017.
Association president D. Chandrashekaraiah told The Hindu that the seniority list was not being drawn properly and every effort was being made to 'deny' promotion to SC/ST employees. 'We have flagged the issue to the government multiple times and despite our concerns, seniority is being overlooked by the department promotion committee,' he alleged.

GST row: Small traders launch 3-day agitation in Karnataka
Amid the political face-off between the ruling Congress and the opposition BJP over the issue of GST notices to small traders and shop owners demanding exorbitant tax payments, traders across the state have launched a three-day agitation starting Wednesday. As part of the protest, traders have stopped serving milk, coffee, and tea to customers at their shops, and many wore black badges. A decision has been made to boycott the sale of cigarettes, beedis, and all tobacco-related products on Thursday (July 24). On Friday (July 25), the traders plan to shut down their shops and establishments and stage a massive protest at Freedom Park in Bengaluru. The traders are also considering launching an indefinite strike unless the GST notices are withdrawn. Meanwhile, Chief Minister Siddaramaiah has called a meeting with aggrieved parties and trade bodies at his official residence in Bengaluru. However, Karnataka State Karmika Parishat President Ravi Shetty, reacting to CM Siddaramaiah's move to address the issue, stated that his organisation would not attend the meeting. 'We initiated the agitation against the GST notices to traders. But the state government has invited only those trade bodies that are already paying taxes. The meeting should have involved small traders who have been issued GST notices demanding payments of up to Rs 50 lakh. Our organisation received the invitation merely for formality. We will not be attending the meeting,' Ravi Shetty stated. Union Minister for Food, Public Distribution and Consumer Affairs Pralhad Joshi has clarified that the GST notices issued to small-scale traders in Karnataka are the doing of the state government, and not the Central government. The Karnataka BJP has slammed the Congress-led government in Karnataka over the alleged issuance of GST tax notices to small traders, accusing it of obstructing the Centre's digital revolution. The party has also announced the launch of a helpline to safeguard the interests of small traders in the state in the backdrop of a row over GST. Hitting back at the BJP, the Karnataka Deputy Chief Minister and State Congress President D.K. Shivakumar said that the BJP is trying to fix the Congress government in the state over the GST row. 'BJP is trying to eat the banana and wipe it on our nose by issuing GST notices to small traders,' the Deputy Chief Minister said, while targeting opposition BJP in the state.

BENGALURU: Chief Whip of the Opposition in the Council N Ravi Kumar and BJP MLC CT Ravi slammed Chief Minister Siddaramaiah for attempting to shift the blame on the Prime Minister on the ongoing GST imbroglio in Karnataka. Ravi Kumar blamed Siddaramaiah for discouraging PM Modi's digital India push by forcing small traders, retail merchants, and street vendors to adopt 'cash only policy' instead of UPI. It is deplorable on the part of Siddaramaiah to adopt a regressive policy, he said. The notices are being issued only on the basis of third party information without any verification, and the small traders, street vendors, and retail merchants are in panic, he said. The BJP leader said notices have been issued to vendors who deal exclusively in exempted goods such as fruits, flowers, meat, etc, indicating a lack of application of mind by the officers. MLC CT Ravi said that after notices were issued, many traders have stopped accepting money through UPI. He said that the notices were issued to small traders based on the directives given by the CM during a meeting of Finance Department officers. Notices were issued to small traders only in Karnataka, and it was not done in any other states, he said. The State Government must admit that its treasury is empty, he said, and added that the BJP extends its support to the protest called by the small traders.

CM Siddaramaiah to meet with trade bodies, officials to resolve GST mess
BENGALURU: Chief Minister Siddaramaiah will meet with trade bodies along with finance department secretaries and commercial tax officers to allay the fears of small traders and street vendors on complying with GST norms on Wednesday. Over 16,000 businessmen, many of them uneducated vendors selling fruits, pan, cigarettes, vegetables, milk, and flowers or canteens, bars etc across the state have been slapped with tax demands for allegedly exceeding Rs 40 lakh in goods turnover or Rs 20 lakh in services for UPI payments since 2021. Calling the move 'unfair and insensitive,' FKCCI chairman MG Balakrishna said, 'These are poor, struggling vendors. Most don't even know what GST is. How can we expect them to understand taxable vs non-taxable income when they've never been informed? The government must educate them first-not ambush them with 18% tax.' About 25 other representatives from other trade bodies too are expected to be present in Wednesday's meeting. Balakrishna urged the state to consider a symbolic 1% levy instead of imposing the full GST retrospectively. Sources said the commercial tax department only acted after monitoring transactions for four years. Seven divisions in Bengaluru alone have been hit. Tax department sources said if they have consistently made a turnover of more than 40 lakh UPI payments then imagine the volume of cash payments, surely it is bound to be higher. Tax sources said this is not the full figure. There are about five service providers and this is the data from only two of them. Perhaps if we comprehensively take the data from all of them it could be higher. Officials said many vendors were unaware that pushcarts selling perishables like vegetables, fruits, milk, meat and flowers are tax-exempt-leading to a mistaken assumption that they are taxable.
