Third Mumbai farmers foil land takeover bid, govt withdraws controversial notices
The farmers, under the banner of the MMRDA KSC Navnagar Virodhi Shetkari Samiti Raigad, accused the state of misusing the Agri Stack initiative—a digital land record and agriculture database scheme—to dispossess them of their ancestral land for the ambitious Karnala-Sai-Chirner New Town project, also dubbed 'Third Mumbai'.
Over 124 villages across Uran, Panvel and Pen talukas are opposing the proposed township, which they claim is being designed to benefit powerful builders and developers at the cost of local communities. 'The notices were a ploy to declare our lands abandoned and hand them over for urban development,' said Sudhakar Patil, president of the committee.
According to Patil, farmers began receiving show-cause notices from June 26, demanding an explanation for leaving land uncultivated for two years. The notices warned that failure to respond within four days would be interpreted as consent, and the government would proceed to take over the plots.
'This is nothing short of land grabbing,' Patil said. 'The government made no attempt to understand why the land wasn't cultivated—whether it was because of sea water ingress, mangrove growth, flooding, or declining fertility due to industrial pollution. Instead of helping us revive our soil, they want to hand it over to capitalists.'
After the farmers marched to the Uran tehsildar's office, the local administration was forced to backtrack. In a written communication to the farmers, Uran Tehsildar Uddhav Kadam confirmed that the notices had been withdrawn. 'The intent was to encourage participation in the Agri Stack scheme, which is meant to benefit farmers. However, there was a misunderstanding that it was a land acquisition move. Hence, we have cancelled the notices,' Kadam said.
The victory has boosted the morale of villagers who say they are already reeling under the impact of large-scale infrastructure projects such as CIDCO's NAINA scheme and the Navi Mumbai airport. 'We've lost homes, farms, and entire villages. Our houses have been declared illegal and demolished. Now they want to snatch away what little land we have left,' said Rupesh Patil, general secretary of the farmers' committee.
The farmers have vowed to continue their resistance against the New Town project, which they say threatens to erase rural communities in favour of real estate profits.

Govt forms cabinet subcommittee to probe ‘ illegal mining' scam
Bengaluru: TheKarnataka government on Saturday constituted a six-member cabinet subcommittee headed by Law and Parliamentary Affairs Minister H K Patil to look into the 'illegal mining' issue and recommend appropriate actions. The subcommittee has been asked to submit its report within a month. It comprises Home Minister G Parameshwara, Food and Civil Supplies Minister K H Muniyappa, Social Welfare Minister H C Mahadevappa, Forest Minister Eshwar Khandre, and Mines & Geology Minister S S Mallikarjun. The state cabinet, headed by Chief Minister Siddaramaiah, had decided to form the subcommittee during its meeting on July 2. 'A cabinet subcommittee has been constituted to discuss and make appropriate recommendations on steps to be taken regarding irregularities in mining, particularly the appointment of a Recovery Commissioner and the establishment of a fast-track court for the speedy disposal of cases,' an official note said. The decision came after Patil wrote to Chief Minister Siddaramaiah, expressing concern over the government's 'inaction in pursuing illegal mining cases to their logical conclusion', ensuring that the culprits are punished, and recovering the state's lost wealth. In his seven-page letter, Patil pointed out that only 7.6 per cent of the cases related to illegal mining, which allegedly occurred between 2007 and 2011 and caused an estimated loss of Rs 1.5 lakh crore to the state exchequer, have been investigated thus far. The minister also noted widespread public outrage over the government's 'perceived lack of sincerity and commitment' to ensuring adequate punishment for those involved and recovering the state's wealth, despite the scale of the alleged loot. He further reminded Siddaramaiah that he had led a 320-km foot march to Ballari in 2010 to protest against the 'illegal mining' scam when the Congress was in opposit.

Panchayati Raj institutions are backbone of rural development: Chhattisgarh CM
Raipur (Chhattisgarh) [India], July 5 (ANI): Chhattisgarh Chief Minister Vishnu Deo Sai on Saturday inaugurated a three-day foundational and orientation training programme for newly elected District Panchayat Presidents and Vice-Presidents at Thakur Pyarelal State Institute of Panchayat and Rural Development, Nimora, Raipur. Addressing the gathering, CM Sai said that Panchayati Raj Institutions are the backbone of rural development. 'As newly elected Presidents and Vice-Presidents of District Panchayats, you have both a significant opportunity and a great responsibility. With strong determination, even one individual can transform the face of an entire district,' he said. Sharing his own journey, Sai said, 'Those who serve the people with sincerity and a spirit of public welfare are always supported by the people themselves. I, too, began my political career as a Panch. I had never imagined that I would enter politics. When I was 10 years old, I lost my father, and the responsibility of my entire family came onto my shoulders. My life has been a story of continuous struggle. I never thought I would even become a Sarpanch, but with the blessings of the people, I eventually had the honour to serve as MLA, MP, and now as Chief Minister.' He added that resources are less important than the will to achieve something meaningful. 'With a mindset focused on public interest, even a single person can accomplish remarkable things. Among the most inspiring individuals I have observed closely are Dr Achyuta Samanta of Odisha and Nanaji Deshmukh. Dr Samanta, who grew up amid hardship, dedicated his life to social service and established a large educational institution in Bhubaneswar, where nearly 25,000 tribal children are receiving free education,' CM Sai said. 'Similarly, in Chitrakoot, Nanaji Deshmukh adopted 500 villages through the Deendayal Research Institute and worked relentlessly for their holistic development. When I visited in 2006-07, I learned that 80 villages had already become self-reliant, with every family empowered economically. These examples show how much transformative change one individual can bring,' he added. Highlighting the potential of Chhattisgarh, the Chief Minister said, 'Our state is rich in every sense. About 44% of the land is forested. The soil is fertile, and our farmers are hardworking. Naxalism was a major obstacle to our progress, but we are overcoming it. For those Naxals who have surrendered, we have designed an excellent rehabilitation policy. Soon, Chhattisgarh will be free from Naxal violence, and regions like Bastar will have roads, electricity, drinking water, and all basic amenities.' Sharing a personal experience, Sai recounted his visit to Muler village in Bastar division. 'Residents there used to walk 25 km on foot, taking three days just to collect their monthly ration. You can imagine how far behind the area's development was. We decided to create a separate Panchayat for Muler and established a ration shop there. When I visited later, the happiness was evident on the people's faces,' he said. The Chief Minister urged the newly elected leaders to make the most of the training, 'Without developing villages, we cannot build a developed Chhattisgarh. Always ensure that there is no compromise on the quality of development work. Regular field visits and inspections help tighten administration and speed up development.' Deputy CM Vijay Sharma, addressing the participants, said, 'As Presidents and Vice-Presidents of District Panchayats, you must prepare yourselves thoroughly to discharge your duties effectively. You should have an in-depth understanding of the legal provisions governing Panchayati Raj.' 'Think beyond mere construction works--consider what other initiatives can drive progress in your villages. Activities such as dairy production help strengthen rural economies. Economic prosperity in villages guides the youth towards constructive pursuits and away from substance abuse. During this training, reflect on the functioning of Gram Panchayats and thoroughly learn all related processes so that you can better serve the people. This training programme will eventually cover 1.7 lakh representatives across all levels of Panchayati Raj Institutions, and today marks the beginning,' the Dy CM added. On this occasion, the Chief Minister also released the PESA: Panchayat Provisions and Chhattisgarh Panchayat Provisions Guidebook, Panchman magazine, and resource material for Presidents, Vice-Presidents, and members of Janpad Panchayats. He also planted a Maulshree sapling on the premises of the Institute. DTE releases provisional merit list for polytechnic admissions, extends registration & confirmation deadline to July 4
PUNE: The Directorate of Technical Education (DTE) on Tuesday, July 2, released the provisional merit list for polytechnic admissions. The list includes candidates from Maharashtra as well as Jammu & Kashmir and Ladakh migrant categories. The DTE has invited grievances and corrections from July 3 to 5 during which time, candidates can raise objections regarding any errors in the merit list. Depending on their mode of application, students can either submit grievances online or visit the nearest designated facilitation centre along with the supporting documents. In cases where multiple candidates have secured the same rank, the marks obtained in maths, followed by the marks obtained in science and English will serve as tie-breaker. Earlier on July 1, the DTE extended the registration and confirmation deadline for students seeking admission to first-year engineering diploma (polytechnic) courses for the academic year 2025-26 till July 4 so that only candidates who confirm their applications by July 4 will be eligible for the final merit list, scheduled for release on July 7. Those who registered until June 30 have been considered for the current provisional list. According to official data, 158,876 students registered for diploma admissions by June 30 out of which, 138,298 candidates successfully confirmed their applications by paying the fees. The additional three-day window is expected to further increase the participation of candidates. Originally, the application process began on May 20 with a closing date set for June 26 which was later extended to June 30. Despite a large number of registrations, several students failed to confirm their applications by paying the required fees and subsequently appealed for more time. Responding to these appeals, higher and technical education minister Chandrakant Patil extended the deadline till July 4 as the final opportunity for students to apply. Only those who complete and confirm their applications within this period will be considered for inclusion in the final merit list. 'We want to ensure that no student loses out on academic opportunities due to technical or procedural delays,' Patil said. This year, admissions will be conducted through a Centralised Admission Process (CAP) comprising four rounds. In round 1, students can fill in only their first preference; in round 2, up to three preferences are allowed; in round 3, students must submit at least six preferences; and in round 4, filling in all available preferences is mandatory. Patil urged students to actively participate in each round by carefully submitting their preferences to ensure a smooth and transparent admission process. This year, the polytechnic admission process is being closely watched due to a greater number of applications and changes in the merit evaluation criteria.
