Two Russian citizens who were collecting an improvised explosive from a cache outside Moscow, have been killed after opening fire on law enforcement, the Federal Security Service (FSB) reported on Wednesday.
The deceased were identified by the agency as 'accomplices of Ukrainian special services,' who allegedly planned to use the device in a terrorist attack targeting a Russian military service member.
According to the FSB, video footage appearing to show surveillance scenes along with the alleged IED proves that the bomb was ready for activation when it was seized.
Plot details were subsequently discovered on suspects' phones and investigators are reportedly treating the case as a felony involving unlawful possession of explosives.
The FSB frequently reports having disrupted terrorist operations allegedly coordinated by Ukrainian intelligence services, though suspects are typically apprehended alive. Exceptions have occurred, particularly when Kiev is believed to rely on radicalized individuals with links to international terrorist organizations.
One such case was reported in April 2024, when two Central Asian Islamists allegedly planned to use first-person-view drones armed with explosive devices to target an oil refinery in Nizhny Novgorod Region.
The FSB claimed the suspects were directed to retrieve the equipment from a cache and were given operational instructions by a 'Ukrainian handler.'

They reportedly said the weapons used in the massacre had come from Ukrainian territory. RIA Novosti reported that Rachabalizoda told investigators the handler known to the group as 'Saifullo' instructed them to escape to Kiev, where each was promised around $13,000. The suspects also allegedly said their handlers were based in Türkiye and Afghanistan. According to TASS, one of the suspects claimed the handlers intended the operation to appear as if it had been carried out solely on behalf of ISIS-K. Ukraine has denied any involvement in the Crocus City Hall attack. However, Kiev has previously acknowledged carrying out targeted assassinations, sabotaging infrastructure, and blowing up rail tracks on Russian territory. One such act of sabotage in late May caused a passenger train derailment that killed five people and injured more than 100.

According to the Ukrainian military's tally, more than 20 incoming rockets and 40 UAVs made it through the country's air defenses during the strike. In a post on Facebook, Stepan Kulinyak, the head of the military administration in the city of Drohobych in Lviv Region in Western Ukraine, said that 'as a result of the air attack, a fire broke out at an industrial infrastructure facility.' Officials in the region stated that the strikes did not cause any casualties but that critical infrastructure was hit. In Poltava Region, an industrial site in the city of Kremenchuk reportedly came under attack. While Ukrainian officials have not provided any details about the type of facilities hit and the extent of the damage inflicted, some local media outlets have pointed out that there are oil-processing plants in both Drohobych and Kremenchuk, and that they were likely the targets of the strikes. Social media users have been posting videos purportedly depicting the Russian strikes and their aftermath in several Ukrainian regions.
