Over 10,000 rest stations provided for delivery workers across UAE during Midday Break
The Midday Break is implemented in collaboration with relevant government entities and private sector partners from June 15 to Sept.15, 2025.
The Ministry applauded all entities participating in this humanitarian initiative, which include Dubai's Roads and Transport Authority (RTA), the Integrated Transport Centre at the Department of Municipalities and Transport in Abu Dhabi, and the Departments of Economic Development across all Emirates and Emirates General Petroleum Corporation (Emarat).
Partners also include delivery platforms such as Talabat, Deliveroo, Noon, and Careem, among others, as well as numerous restaurants, shopping centres, retail stores, and cloud kitchens, who contributed to the effort.
MoHRE stressed the importance of this initiative, particularly given that delivery services are a vital logistical sector with a unique operational model, where workers are not stationed in fixed locations during the Midday Break, and where certain items require speed and precision in delivery.
Delivery service workers can access the nearest rest stations through interactive maps available on the apps.
This year's Midday Break initiative is a continuation of the efforts undertaken last year, when 6,000 fully equipped and air-conditioned rest stations were provided for delivery workers.
The significant expansion this year reaffirms the effectiveness of these efforts in protecting this category of workers from the risks of heat exhaustion during summer, especially during the Midday Break hours from 12:30 pm to 3:00 pm.
The Midday Break initiative requires employers to provide appropriate shaded areas for workers to rest, along with adequate cooling devices, sufficient cold drinking water depending on the number of workers, hydration supplies approved by local authorities, and first aid equipment at job sites.
The Ministry of Human Resources and Emiratisation called on members of the community to report any violations of the Midday Break regulations to its call centre at 600590000, or through its smart application or official website.

The Ministry of Economy and Tourism signed a Memorandum of Understanding (MoU) with WORKSTUDIO CORPORATION, a Japanese company, to develop an integrated circular economy framework aligned with the UAE Circular Economy Agenda 2031. This project supports the efficient use of resources and cost reduction by transforming textile waste into valuable materials and converting food waste into organic fertilizers. In doing so, it helps protect the environment and advance sustainable development. By adopting these innovative waste recycling solutions, the project also reduces greenhouse gas emissions associated with burning waste – an improvement over traditional methods of disposing of unused clothing and food and aligns with the national policies that encourage the recycling of organic waste. The project will focus on developing recycling facilities in the country, training national cadres, and establishing a joint coordination committee to follow up on implementation and ensure the participation of both the government and private sectors. The new project seeks to build a collaborative system that brings together production companies, consumers, and manufacturers. It encourages eco-friendly manufacturing in the country, starting from waste collection and recycling all the way to treating it in innovative ways and transforming it into new usable products. UAE cracks down on firms not practising licensed activities
The UAE's Ministry of Human Resources and Emiratisation is cracking down on businesses violating labour laws. Since the start of the year, around 1,300 establishments, linked to 1,800 employers, were found to be inactive despite having registered workers with no real employment ties. In response, the Ministry has suspended new work permits for these businesses, issued fines exceeding AED 34 million, and downgraded them to the lowest category in its classification system. Further action includes banning these owners from registering new establishments, in line with UAE labour regulations. The Ministry urges all employers to cancel licences and regularise workers' status if their business operations cease. It also highlighted the success of its smart inspection system in identifying non-compliant firms. Members of the public are encouraged to report violations by calling 60059000 or using the Ministry's smart app or website. MoHRE fines 1,300 firms AED34mn for not practicing licensed activity
1,300 establishments Since the beginning of the year, the Ministry's monitoring system has detected around 1,300 establishments, owned by approximately 1,800 employers, that were not effectively practising their licensed activities, despite having registered workers without a real employment relationship. AED34 million Strict measures were taken against these establishments, including suspending the issuance of new work permits, imposing more than AED34 million in fines on their owners, and placing them in the third category in the classification scheme for private sector establishments. As part of the MoHRE's efforts to ensure establishment owners comply with the UAE's human resources laws and regulations, measures were implemented against owners of these establishment to prevent them from registering any new establishments in the Ministry's systems. These measures align with the provisions of Federal Decree-Law No.33 of 2021 on Regulating Labour Relations, Cabinet Resolution No. 21 of 2020 Concerning Service Fees and Administrative Fines in the MoHRE, and Ministerial Resolution No.318 of 2024 on the Procedure for Addressing Establishments with Registered Employees Not Conducting Their Licensed Activities. Leveraging comprehensive indicators on each establishment's activities, authorities can assess its operational status. This assessment is based on factors including authorised business activity, the number of sponsored workers, transaction movements with the Ministry, and other criteria verified through field inspections.
