Disabled man dies in Gurgaon jail before release; family alleges negligence, jail denies wrongdoing
Lokesh Kumar
, a resident of Gurgaon, was arrested by the Proclaimed Offender (PO) staff of the Gurgaon police on 24 June in connection with a cheque bounce case.
According to his family, Kumar, who had an 80% disability, was on bed rest after being discharged from a local hospital just ten days before his arrest.
Kumar, an insurance agent, is survived by his mother, wife, son, and daughter.
On Friday, while Kumar's family waited outside Gurgaon jail for his release—after he was granted bail by a local court—an ambulance arrived at the jail gate. Police officers rushed the unconscious Kumar to a nearby civil hospital.
The family attempted to check on him as he was being placed in the ambulance but received no response. They followed the ambulance to the hospital, where Kumar was admitted to the emergency ward.

Doctors declared Kumar dead at around 2:30 pm on Friday. The family accused jail staff of abandoning Kumar at the hospital without informing them. However, jail authorities claimed that Kumar had been suffering from multiple illnesses—including polio, heart disease, and intestinal issues—which caused his condition to worsen just minutes before his scheduled release.

Advocate Anuj Raghav, a relative of the deceased, said that when the PO staff came to arrest Lokesh Kumar, the family pleaded with them not to take him into custody due to his poor health. "He had 80% disability and was not well. The PO staff told us that Kumar had been declared a proclaimed offender as he had not appeared in court for a cheque bounce case, and they were bound to arrest him. They took him into custody from his home on 24 June, and he remained in jail until he was granted bail on Friday.
After the bail order was sent to the jail, the family waited outside to take him home," Raghav said.
He further claimed that the jail authorities failed to inform the family about Kumar's deteriorating health and took him to the hospital, where he was later declared dead. The family alleged that the police left Kumar at the hospital without notifying them. Kumar's paternal cousin claimed he died in police custody and demanded an inquiry.
However,
Naresh Goyal
, superintendent of Gurgaon jail, said that Kumar was already ill and denied any negligence by the jail staff. "He had recently undergone intestinal surgery and was a heart patient. He also had polio and a swollen foot. After receiving his bail orders, we were preparing for his release when he fell ill. Without delay, the jail staff took him to the civil hospital in the jail's ambulance, but he died there," Goyal said.
He added that a post-mortem was conducted on Saturday and the family was informed about Kumar's condition. "The family acknowledged his poor health and is now satisfied that there was no fault on the part of the jail staff, and that it was a natural death," Goyal concluded.

Man, part of a serial killing trio that taunted cops, jumps parole; hunt on
New Delhi: A serial killer serving his sentence in Delhi's Tihar Jail escaped a few days ago after availing parole, according to sources. The convict, Sohrab, was granted a three-day parole to visit his wife in Lucknow. He was supposed to return to prison two days ago, i.e., on Friday, a senior officer said. Instead, he went underground, sending the jail officials and cops into a tizzy. The jail administration, along with the police officers in Delhi and Uttar Pradesh, are currently searching for him, and raids are being conducted at more than a dozen places. According to officials, Sohrab's whereabouts are unknown, but a breakthrough is expected soon. Exactly a year later, on Eid day, the trio took vengeance by killing three people within an hour in the Husainganj, Khadra and Mariyaon areas. "The most shocking part was that before committing the crime, they themselves phoned the SSP office and issued a threat, warning them that they were going to take revenge, and challenging the police to stop them if they could," a senior cop recalled. According to sources, their court appearances began to take place via video-conferencing a few years ago as there were inputs about their escape plans. The three brothers then started running their operations from jail and gave instructions to their associates outside through different means, including smuggled phones and mulaqat sessions. "Their names have been linked to several high-profile cases, including the murders of social worker Saifi and BJP councillor Pappu Pandey, among others," said an investigator. The gang also allegedly carried out a daring daylight robbery at a prominent jewellery showroom in Delhi.
